To improve the management of cold chain and the quality of vaccine, UNICEF Cameroon aims to provide support through the recruitment of a cold chain specialist to accompany intermediate and operational levels in monitoring vaccine supplies with particular emphasis on routine immunization .
. Under the guidance of immunization specialist with close collaboration of the chief of Health, the immunization officer/ consultant provides technical support and coordination to cold chain and vaccine management under immunization system strengthening and acceleration of Routine Immunization in Cameroun. Document project information, achievements and funds utilization for preparation of donor reports and funding proposals.
ACTIVITIES, DELIVERABLES AND TIMELINES, PLUS BUDGET PER DELIVERABLE
Summary of key functions/accountabilities:

1. Support to Cold chain management
Provide leadership in introduction and implementation of newer and advanced technologies in cold chain and vaccine management, particularly temperature monitoring devices, solar and battery operated cold chain equipment, and other newer technologies that support the quality assurance of vaccine. Monitoring the timely and complete uptake of Stock Management Stool (SMT) Provide support to regional logisticians on conducting periodic inventories and monitoring of vaccine stocks with the SMT, particularly in the southern and eastern regions. Support Immunization Specialist in augmentation and implementation of national cold chain management information system (NCCMIS) and Vaccine Logistics with key objectives of strengthening the cold chain capacity, improved maintenance standards and preparation of expansion plan.
2. Support to logistics planning and demand
Periodically (every tree month), monitors the real consumption, deliveries and stock levels, in comparison with vaccine coverage in order to adjust and communicate with proper updates on the demand forecast.
Develop practical tools and procedures to calculate the procurement requirements of vaccines and immunization supplies (Demand forecast) to fulfil the demand of the immunization program; Assists on the monitoring of the logistics plan, updates and communicates about progress to the participating stakeholders in the immunization program.
Assist MoH in collaboration with immunization specialist in vaccine and supply procurement and distribution.
4. Support in stock management, injection safety and waste management.
-Establish procedures and contribute to trains all the personnel on aspects related to timely registration of movement (reception, shipping, etc.) of vaccines and immunization supplies in order to keep accurateness between physical stock and stock level in the system or register. -Provide the evidence of quality vaccine management and maintenance of cold chain through strategic studies, assessments and interventions with state government such that the learnings from good examples can be replicated across country through strong advocacy with Government.
4. Support in resource mobilization and Donors reporting
Assist in the preparation of fund-raising proposals and donor reports for EPI activities following standard UNICEF guidelines.
Perform other duties or assignments as requested by the supervisor
Include "SMART" outputs and deliverables to be produced and functions to be performed, which will contribute to the completion of the assignment and achievement of objectives as stated in AWPs or office work plans.

QUALIFICATIONS, SPECIALIZED EXPERIENCE AND ADDITIONAL COMPETENCIES
University degree in engineering, logistics management, public health or related technical field. Familiarity with the theoretical basis and the practical applications of cold chain principles, vaccine and logistics management, as well as the planning and management of PHC services, with particular emphasis on delivery of immunization services.
At least two years' progressively responsible field work experience in immunization and cold chain required, including experience at national level in Africa or other developing countries. Previous experience in working within UNICEF or other UN agencies and in international settings, preferred.
Fluency in French; Knowledge of English an advantage.
CONDITIONS OF WORK

The consultant will be based in Yaoundé and will field missions on average 15 days of missions per month, particularly in the Central, Eastern and Southern regions. He will benefit from a laptop the time of his mission and an office. His / her travel expenses will be covered by the UNICEF office.
