Duties
The Procurement Supervisor is responsible for direct supervision of four Locally Employed Staff Procurement Agents.  The incumbent reports directly to the General Services Office (GSO) Principal Contracting Officer and directs the US Mission procurement program with an annual budget of approximately $15 million USD for supplies and recurring services. The Procurement Supervisor is a key Embassy advisor and provides advice and guidance to all sections at the highest level on contract issues. Duties include review of all solicitations, distribution of procurement assignments, monitoring of workflow and output, planning for end of year procurements, liaising with the Office of the Procurement Executive (A/OPE) on major contracts, and periodic review of existing contracts. Responsible for maintaining section coverage and training, drafting complex contract documents, negotiating complex contracts, and administering contracts from award through to contract close-out. Also responsible for update of policies and procedures within the unit.


Qualifications and Evaluations
Requirements:
EXPERIENCE: At least five (05) years of progressively responsible procurement experience including 2 years of general supervisory experience.


JOB KNOWLEDGE: Incumbent must have excellent knowledge of applicable local laws and fiscal legislation governing commercial transactions in Cameroon and have sound knowledge of local market practices.

Education Requirements:
Bachelor's degree in Accounting, Logistics, Supply Chain Management, Business, or a related acquisition field is required.

Evaluations:
LANGUAGE: Fluency (Reading/Writing/Speaking) in English and Good Working Knowledge (Reading/Writing/Speaking) in French are required. This may be tested.


SKILLS AND ABILITIES: Must have strong leadership skills, with the ability to work within a performance management system and counsel staff, as necessary. Must have strong report writing skills and excellent judgment. Ability to deal with a complex range of administrative, fiscal, contractual, and procedural problems that could affect the operations of the office and impact on Mission objectives.


Must be able to negotiate persuasively with a range of people within the mission as well as with vendors and contractors. Requires excellent analytical and drafting skills as well as the ability to foresee possible implications of terms and conditions advanced by other parties during contractual negotiations. Must have ability to complete market and product research. Strong oral presentation skills and the ability to effectively argue the Government's case in contract disputes and other public forums when representing the Contracting Officer. Ability to develop and maintain relationships with key external contacts, and the ability to provide quality customer service, advice, and assistance to internal clients. Must be able to interpret complex regulations and keep abreast of changes to policy and laws. This may be tested.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
