UNICEF has been working in Cameroon since 1975 to allow women and children to fully realize their rights to development without restriction, as enshrined in the UN Convention on the Rights of the Child. UNICEF provides financial and technical support to Cameroon across seven areas to fully realize the rights of women and children. These areas include Health, HIV/AIDS, Water-sanitation-Hygiene, nutrition, education, child protection, and social inclusion. UNICEF focuses mainly on children and the most vulnerable and excluded families. Cameroon’s 2020 population is estimated at 26,545,863 people according to UN data. The population is young and generates strong socioeconomic demand. In rural areas, limited access to basic social services and the effects of climate change lead to household impoverishment and severe child deprivations. The task is immense but not insurmountable; it requires the energy of all stakeholders in Cameroon and outside of Cameroon: also, women, men, youth and children, government, technical and financial partners, donors, civil society, the private sector, parliamentarians, communities. How can you make a difference?

The WASH Specialist Emergency reports to the Chief of WASH, P4, for guidance and general supervision. The Specialist supports the development, preparation, management, implementation, monitoring and evaluation of the WASH programme within the country programme. Operating at the upstream level, the Specialist provides strategic technical guidance and management support throughout the programming processes, to facilitate the administration and achievement of the WASH emergency-related output results in the country programme.

The incumbent will:

- Provide comprehensive and timely data to inform the development, planning, management and implementation of WASH projects and programs in emergency preparedness and response.

- Support the development of donor proposals, annual work plans ensuring alignment with UNICEF's strategic plan, the HAC and other national and international reference documents.

- Participate in the formulation of WASH program results, indicators, baselines, targets and means of verification. And prepare documentation required for program reviews.

- Provide technical and operational support to all stages of the programming processes and ensure integration, coherence and harmonization of the WASH program with other UNICEF sections.

- Contribute to annual reports and provide specific support to the Area Offices for priority provinces;

-  Actively monitor activities by undertaking field visits, surveys and information exchange with partners to assess progress, identify bottlenecks, potential problems and make timely decisions to resolve problems and/or refer to relevant officials for appropriate interventions.

- Provide technical and operational support to government partners, NGO partners, UN system partners and other country office partners/donors on the application and understanding of CCC (Core Commitments for Children) principles, emergency preparedness and response and community empowerment integration strategies.

- Participate in the office's Emergency Technical Team (ETT) working meetings and various WASH, Education, Nutrition and Health cluster meetings.

- Monitoring the implementation of integrated and multi-sectoral interventions supported by UNICEF and contributing to emergency preparedness and response in accordance with the CCCs;

- Develop partnership documents with civil society organizations in the context of emergency preparedness and response;

- Ensure the ordering, distribution and monitoring of the use of materials and WASH kits to the final beneficiaries;

- Contribute to the WASH humanitarian coordination mechanism for instant and robust coordination in case of emergency.

- Assume support roles in emergency response and early recovery as needed.

To qualify as an advocate for every child you will have

An advanced university degree in one of the following fields is required: public health, social sciences, behavior change communication, sanitary engineering or another relevant technical field.

Additional relevant post-graduate courses that complement/supplement the main degree are a strong asset.

A minimum of five years of professional experience in WASH-related programmes for developing countries is required.

At least one three-month deployment mission in a humanitarian situation (with UN-Govt-INGO) is required.

Fluency in English is required. Knowledge of another official UN language or a local language is an asset.

UNICEF appointments are subject to medical clearance.  Issuance of a visa by the host country of the duty station, which will be facilitated by UNICEF, is required for IP positions. Appointments are also subject to inoculation (vaccination) requirements, including against SARS-CoV-2 (Covid). Government employees that are considered for employment with UNICEF are normally required to resign from their government before taking up an assignment with UNICEF. UNICEF reserves the right to withdraw an offer of appointment, without compensation, if a visa or medical clearance is not obtained, or necessary inoculation requirements are not met, within a reasonable period for any reason.
