RESPONSABILITY (process and functions undertaken to achieve results)Under the direct supervision of the Head of the Sub Ofﬁce in Meiganga, the incumbent will beassumed of the following functions;. Support the Ministry of Health with the coordination and response to refugee healthcare.. Provide technical assistance to UNHCR ﬁeld ofﬁce and implementing partners indevelopment, integration and mainstreaming of appropriate and cost-effective publichealth programmes.. Work in a multi-sectorial and co-ordinated approach in co-operation withgovernments, UN agencies, and non-governmental organisations (NGOS) and otherhumanitarian partners.
. Work closely with UNHCR programme, ﬁeld and protection staff to identify priorityhealth issues and key data requirements for programme planning and monitoring toensure that minimum UNHCR and international standards are met.' Promote basic health education for populations of concern and train refugee healthworkers (eg. community health workers, peer educators, counsellors, etc.).. Work towards strengthening local structures and capacities; ensure strong linkagesamong health, nutrition, food security and HIV with protection and human rights.o Improve collaboration among partners and participate in capacity building efforts.0 Use community-based approaches, including clear involvement of refugees in thepublic health and nutritional programmes.. Work with others in UNHCR to advocate for access to refugees, retumees and otherpersons of concern to local health, reproductive health (RH) and HIV/AIDS servicesand lobby for inclusion of refugees, retumees and other persons of concern as aspeciﬁc group in government policies related to health, RH and HIV.. Promote information sharing on all aspects related to refugec health and HIV/AIDS.- Ensure regular update and share information within UNHCR.
REQUIRED COMPETENCIESA clinical background (doctor or nurse, IDE (public health). Minimum 4 years (2 years with Advanced University degree or for MD) of previousjob experience relevant to the function and in national/multinational organizations.Knowledge of public health, nutrition and HIV in humanitarian emergencies.
Very good communication and computer skills.Excellent knowledge French and/or English language.
DESIRABLE QUALIFICATIONS & COMPETENCES- Experience of working with the Ministry of Health.. Experience in public health assessments and health data management.
ELIGIBILITYThe internal candidates are the members of the staff of general services currently in service, whohave been appointed by the AC and have an appointment of indeﬁnite duration or determined.Interested staff members should consult the Policy and procedures of the UNHCR on theassignments of the locally recruited staff (PPAL).
