PROGRAM DESCRIPTION
Creative Associates International Cameroun
Limited (Creative Associates) is preparing for
the implementation of USAID's Office of
Transition Initiatives program in Cameroon: le
Programme d’Appui à l’Initiative Communautaire
(PAIC). The two-year program will be working to
strengthen inter-community relations through
local initiatives, empower youth, and increase
social cohesion. The USAID/OTI Cameroon
program will work at the local level in partnership
with local organizations.
To lead and support the implementation of the
Programme d’Appui à l’Initiative Communautaire
(PAIC), Creative Associates seeks to engage a
highly qualified and motivated team. All
positions, including positions based in Yaoundé,
are full time and require a willingness to travel
throughout northern Cameroon. Creative
Associates is especially interested in receiving

POSITION SUMMARY
The Project Security Manager’s (PSM) overall
mission is to keep all project personnel and
assets safe from harm. S/he has delegated
responsibility for the day-to-day management
and coordination of operational field security
activities, ensures compliance with corporate
security policies and maintains liaison with the
Creative HQ Security Department. This
employee will be appointed by the Chief of
Party, with concurrence from the HQ Security
Department. This position will be based in the
Maroua office, with program activities expected
to be carried out throughout the Far North.
Extensive understanding of the security issues
in the far north and frequent travel throughout
the Far North is required.

Education & Qualifications Requirements:

Four-year university degree in a security-
related field, or 
Minimum of six (6) years general work history is •
required.
Minimum of four (4) years professional
experience in security management for a
USAID- or other international donor-funded
program(s) or project(s) required.
• Minimum three (3) years of supervisory
experience working in complex and
challenging field operational contexts

Experience May Be Substituted for •
Education as Follows:
• Two (2) Years’ Specific Experience or four
(4) years’ General Experience is considered
equivalent to a 4-year university degree.
• Four (4) Years’ Specific Experience
or
eight (8) years’ general experience is
considered equivalent to a Master’s degree.
Required Experience & Skills:
• Prior extended experience with private
security company or Cameroonian
government security services.


• Proven experience directly and indirectly
supervising and managing staff and teams.
• Proven understanding of security
management protocols essential.
Experience with a USAID-funded or other
international organization implementing a
program operating in insecure areas and
areas affected by Boko Haram is desired.
Demonstrated ability to solve challenging
and complicated security issues.
Ability to develop in-depth understanding of
and willingness to comply with all Creative
security policies and procedures.
Willingness and ability to travel throughout
the Cameroon and especially the Far North
Region.
Strong ability to deploy and use various
forms of tracking.
Develop security management and

movement tracking systems.






Good communication and interpersonal skills are
required.
Problem solving, stress management and time
management skills are required.
Proficient at using Microsoft office software: MS
Word, Excel, PowerPoint, Outlook, etc. Prior
experience using MS Access and web-based
database applications preferred.
Excellent record keeping and documentation
skills are required.
Experience of working in a conflict environment is
a plus.
Written and spoken fluency in French required
and English desired.

Fluency in one or more of the local languages
used in the northern Cameroon is required.
