PROGRAM DESCRIPTIONCreative Associates International CamerounLimited (Creative Associates) is preparing forthe implementation of USAID's Office ofTransition Initiatives program in Cameroon: leProgramme d’Appui à l’Initiative Communautaire(PAIC). The two-year program will be working tostrengthen inter-community relations throughlocal initiatives, empower youth, and increasesocial cohesion. The USAID/OTI Cameroonprogram will work at the local level in partnershipwith local organizations.To lead and support the implementation of theProgramme d’Appui à l’Initiative Communautaire(PAIC), Creative Associates seeks to engage ahighly qualified and motivated team. Allpositions, including positions based in Yaoundé,are full time and require a willingness to travelthroughout northern Cameroon. POSITION SUMMARYThe Project Security Manager’s (PSM) overallmission is to keep all project personnel andassets safe from harm. S/he has delegatedresponsibility for the day-to-day managementand coordination of operational field securityactivities, ensures compliance with corporatesecurity policies and maintains liaison with theCreative HQ Security Department. Thisemployee will be appointed by the Chief ofParty, with concurrence from the HQ SecurityDepartment. This position will be based in theMaroua office, with program activities expectedto be carried out throughout the Far North.Extensive understanding of the security issuesin the far north and frequent travel throughoutthe Far North is required.
Education & Qualifications Requirements:
Four-year university degree in a security-related field, or Minimum of six (6) years general work history is •required. Minimum of four (4) years professional experience in security management for a USAID- or other international donor-funded program(s) or project(s) required. • Minimum three (3) years of supervisory experience working in complex and challenging field operational contexts
Experience May Be Substituted for •Education as Follows: • Two (2) Years’ Specific Experience or four (4) years’ General Experience is considered equivalent to a 4-year university degree. • Four (4) Years’ Specific Experience or eight (8) years’ general experience is considered equivalent to a Master’s degree. Required Experience & Skills: • Prior extended experience with private security company or Cameroonian government security services. ••• Proven experience directly and indirectly supervising and managing staff and teams.• Proven understanding of security management protocols essential. Experience with a USAID-funded or other international organization implementing aprogram operating in insecure areas andareas affected by Boko Haram is desired.Demonstrated ability to solve challengingand complicated security issues.Ability to develop in-depth understanding ofand willingness to comply with all Creativesecurity policies and procedures.Willingness and ability to travel throughoutthe Cameroon and especially the Far NorthRegion.Strong ability to deploy and use variousforms of tracking.Develop security management and
movement tracking systems.••••••Good communication and interpersonal skills arerequired.Problem solving, stress management and timemanagement skills are required.Proficient at using Microsoft office software: MSWord, Excel, PowerPoint, Outlook, etc. Priorexperience using MS Access and web-baseddatabase applications preferred.Excellent record keeping and documentationskills are required.Experience of working in a conflict environment isa plus.Written and spoken fluency in French requiredand English desired.Fluency in one or more of the local languagesused in the northern Cameroon is required.
