<p style="box-sizing: border-box; margin: 0px 0px 10px;">To strengthen the social and economic participation of women, the objective of the Project (SoCiG) is “Civil society organizations committed to gender equality have made a more effective contribution to the equal social and economic participation of population of Cameroon, particularly in the North-West and South-West regions. ".</p>
<p style="box-sizing: border-box; margin: 0px 0px 10px;">The project intervention areas are the Far North, North, Adamaoua, East and Center, Littoral, North West and South West regions. The project is deployed based on an approach to achieve four (04) Outputs:</p>

<li style="box-sizing: border-box;">Output 1: The individual and organizational capacities of Cameroonian civil society organized and committed to gender equality have been strengthened with a view to greater participation in political dialogue.</li>
<li style="box-sizing: border-box;">Output 2: The formats supported by civil society actors to modify gender roles, resolve conflicts or promote social cohesion in the North-West and South-West have been strengthened.</li>

<li style="box-sizing: border-box;">Monitoring, analysing and dissemination of security information</li>
<li style="box-sizing: border-box;">Risk analysis and assessment, with focusing on safety risks in the field.</li>
<li style="box-sizing: border-box;">Monitoring the implementation of minimum security standards</li>
<li style="box-sizing: border-box;">Monitoring of focal points and relations with security partners</li>
<li style="box-sizing: border-box;">Provide advice, support, guidance and professional expertise on security matters to GIZ staff</li>
<li style="box-sizing: border-box;">Monitoring of road missions in sensitive areas</li>

<p style="box-sizing: border-box; margin: 0px 0px 10px;">Reporting to the GIZ Cameroon International Security Risk Management Advisor, the Project Security Risk Management Advisor will:</p>

<li style="box-sizing: border-box;">Participate in the development/optimization of the GIZ security concept in the North-West and South-West regions, in the planning and systematic steering of risk management activities;</li>
<li style="box-sizing: border-box;">Support the introduction of minimum security standards;</li>
<li style="box-sizing: border-box;">Contribute to monitoring, analysis and reporting of information that affects or may affect GIZ operations;</li>
<li style="box-sizing: border-box;">Dissemination of security information;</li>
<li style="box-sizing: border-box;">Support the documentation and administration of the GIZ Security Risk Management System processes and guidelines in both regions;</li>
<li style="box-sizing: border-box;">Update relevant procedures and GIS graphics/information in close cooperation with GIZ program/project offices and as requested;</li>
<li style="box-sizing: border-box;">Design and create the necessary data files, relevant databases and maps (security-related data and records) under the supervision of the International Security Risk Management Advisor;</li>
<li style="box-sizing: border-box;">Carry out security briefings for staff arriving in one of the two regions;</li>
<li style="box-sizing: border-box;">Liaise with field safety focal points on a regular basis, gathering information and maintaining good contacts;</li>
<li style="box-sizing: border-box;">Participate in project/partner meetings to understand the progress of the project and respond to the challenges encountered by colleagues in the field;</li>
<li style="box-sizing: border-box;">Analyse and formulate relevant recommendations for assignment requests and projects;</li>
<li style="box-sizing: border-box;">Develop and maintain the GIZ access strategy for operations in the North West and South West. Direct the obtaining and maintaining of GIZ access for operations</li>

<p><strong>LE POSTE</strong></p>
<p><strong>But du poste :</strong> </p>
<p>L ‘assistant sécurité, sous la supervision du chef de zone est chargé d'aider à l'élaboration et à la mise en œuvre des politiques, des plans et des procédures de sécurité</p>
<p>dans les zones d'exploitation. L'assistant de sécurité fournit des conseils sur toutes sortes de questions liées à la sécurité et participe à la surveillance, à l'analyse</p>
<p>et à l'évaluation des incidents, à l'élaboration et à la mise en œuvre de plans de gestion des risques de sécurité et à l'accompagnement du personnel sur le terrain.</p>
<p><strong>TACHES ET RESPONSABILITÉS</strong></p>
<p><strong>Principales responsabilités : </strong></p>
<ul>
<li>Aider à analyser les risques et les menaces à la sécurité, rédiger des rapports précis sur les tendances et les circonstances qui pourraient avoir une incidence</li>
<li>négative sur les opérations DRC et s'assurer que les informations sont rassemblées avec précision pour permettre la production de rapports et la prise de décisions.</li>
<li>Soutenir le chaff de base dans le développement d'un réseau de contacts locaux qui facilite l'accès en toute sécurité pour les opérations DRC dans la zone.</li>
<li>Examiner les données liées à la sécurité (telles que les incidents et les occurrences de sécurité, le soutien à la sécurité pour les activités quotidiennes, etc.) et</li>
<li>utiliser les technologies de gestion de l'information de l'entreprise ou locales pour produire des analyses et des rapports fondamentaux afin de garantir que l'information est facilement accessible aux parties prenantes importantes.</li>
<li>Aider à l'organisation, à la préparation, à l'exécution et au suivi des missions sur le terrain, ainsi qu'au personnel, et effectuer des évaluations de sécurité de routine</li>
<li>dans la région assignée afin de promouvoir une exécution sûre et efficace des programmes.</li>
<li>Préparer et soumettre des rapports d'incidents de sécurité (SIR) au besoin.</li>
<li>Fournir à DRC des informations de sécurité crédibles et opportunes et une analyse contextuelle des informations de sécurité locales par le biais d'alertes et de rapports quotidiens ; rapports d'incidents hebdomadaires ; rapports analytiques bimensuels et autres rapports thématiques.</li>
<li>Soutien à l'examen des documents de politique connexes, réalisation d'enquêtes sur la sécurité du site.</li>
<li>Après les missions sur le terrain, rédiger des rapports d'évaluation de la sécurité détaillés avec des suggestions de réduction des risques pour aider à l'analyse des scénarios de sécurité et à la prise de décisions.</li>
<li>Aider à la formulation de recommandations à l'intention du gestionnaire de secteur sur les questions de gestion des risques de sécurité et les préoccupations en matière de sûreté, conformément au système de gestion de la sécurité de DRC.</li>
<li>Aider à la mise en œuvre de toutes les mesures d'atténuation de la gestion des risques de sécurité, y compris les normes minimales de sécurité opérationnelle (MOSS), afin d'assurer la conformité.</li>
<li>Aider à la gestion et à l'entretien de l'équipement de sécurité et identifier les nouveaux besoins afin d'augmenter la capacité technologique conformément aux objectifs de l'entreprise.</li>
<li>Aider à surveiller l'efficacité et le respect rigoureux de toutes les procédures de contrôle d'accès par l'ensemble du personnel et des visiteurs afin d'assurer la responsabilisation et le maintien d'un environnement sûr et sécurisé.</li>
<li>Contribuer à l'élaboration et à la mise à jour de la documentation relative aux plans d'urgence et d'urgence, y compris les préparatifs physiques et les procédures à suivre pour soutenir la préparation en cas de crise.</li>
<li>Aider à identifier les besoins en matière de formation en matière de sécurité afin d'appuyer la planification et la mise en œuvre de la formation afin de répondre aux besoins de perfectionnement du personnel.</li>
<li>Superviser et offrir une formation en cours d'emploi aux autres membres du personnel, en soutenant leur développement et leur rendement élevé.</li>
<li>Surveiller quotidiennement tous les mouvements des personnel DRC à l'intérieur et entre les sites de terrain de Meiganga, Djohong et Garoua Boulaï.</li>
<li>Signalez immédiatement toute violation des procédures de sûreté et de sécurité et toutes les menaces contre le personnel, les bénéficiaires, les activités ou les biens de DRC.</li>
<li>Aider à fournir des séances d'information sur la sécurité au personnel, selon les délégués délégués par le chef du base.</li>

<p>Bac +3 minimum dans un domaine pertinent (statistiques, recherche en développement ou en sciences sociales, de préférence avec une attention particulière pour le suivi et l’évaluation)</p>

<p><strong>Expérience et compétences techniques :</strong> </p>
<ul>
<li>Diplôme universitaire en sciences politiques, en études sur la paix et les conflits, en histoire, en gestion des catastrophes ou dans tout autre domaine connexe.</li>
<li>Minimum de 2 ans d'expérience pertinente dans les opérations et la gestion de la sécurité sur le terrain.</li>
<li>Très bonne connaissance du contexte sécuritaire des régions du Adamaoua et L’est.</li>
<li>Expérience dans la négociation de l'accès.</li>
<li>Une formation à la sécurité et à la gestion des catastrophes, ainsi qu'aux procédures d'incendie et d'évacuation est souhaitable. Tous les rôles de DRC exigent du titulaire du poste qu'il maîtrise les compétences de base de DRC :</li>

<p>Le Consultant en Sécurité et Sureté aura la responsabilité de contribuer à renforcer et à développer la capacité d’intervention de l‘ACMS, en développant un plan de sécurité et de sureté, en renforçant et développant ses stratégies d’accès aux zones opérationnelles et les capacités de gestion de la sécurité sur le terrain.</p>
