Agricultural Infrastructure and Value Chain Development Project of the South West Region (AIVDP)

Job Opportunities
The Government of Cameroon and the Islamic Development Bank (IDB) have signed three Agreements for the financing of the Agricultural Infrastructure and Value Chain Development Project in Cameroon. project is aimed at developing the crop value chain of oil palm. cocoa, cassava and rice as well as rural infrastructure in the South West Region.
The Minister of Agriculture and Rural Development on behalf of the Project Execution Agency is now seeking the services of dedicated result-oriented. competent. and organized Cameroonian professionals to till various positions in the Project Management Team (PMT) in Buea.


2. Title: Value Chain & Cooperative (VCC) Specialist
Grade: Project Management Team Member
Status: Fixed Duration (36 months)
In this position, the VCC Specialist will play a key role in the elaboration and implementation of the project's strategy for the development of the value chain for oil palm, cassava, cocoa and rice. He/she will be required to ensure that all interventions in this domain are carried out to deliver maximum impact in terms of income and job creation ror the beneficiaries of various crop processing units. IleHshe will have to maintain an updated lecord of all beneficiaries Of processing units. key actors of the various crop value chain (producers/repairers of processing equipment, bulkers/middle men. transporters. cooperators, etc). Specific duties and responsibilities shall include but nol limited to the following:

Duties and Responsibilities
• Report to the Project Manager/Team Leader
• Prepare and maintain an up to date records of various farmers' cooperatives that are either beneficiaries or potential beneficiaries of processing equipment.
• Be the main driver of project initialives in the development of the cooperative movement amongst producers and other actors of the crop value chain of oil palm. cocoa, cassava and rice,
• Elaborate in collaboration with the Capacity building consultant, training strategy and the various manuals and training aids for the promotion of key crop value chains through various beneficiary cooperatives and other actors in the project area.
• Elaborate and implement in collaboration Wilh the South Wesl Association of Village Barns (SWA VIB) a clear strategy of linkage between farmers' cooperatives and the village barns or the S"VAVIB network.
• IdentiiS opportunities to upgrade the competitiveness of key crop value chains (cocoa, Oil palm. cassava and rice) through opportunities in the local and distant markets, and engineer strategic approaches to exploit those opportunities;
• Ensure timeliness and quality in the preparation of all project interventions towards the

agricultural cooperative movement. this to include documents such as Terms of Reference, Protocol'commitment contracts Of performance, etc.
• From the Project's Crop Value Chain Development Strategy, develop action orientated implementation axis fior specific crops. taking into context the national policies, incentives. export promotion mechanisms, training, quality promotion, certification, standardization. and partnerships;
• Prepare a complete value chain map showing the chain actors, stakeholders, supporters and influencers, their number, size, values and volumes handled: disaggregated by gender;
In collaboration with the Procurement and Liaison Officer, and the Infrastructure
Engineer. prepare Technical Specification Oferop processing Machineries and Equipment to be acquired by the project.
Make professional decisions in a Cast-paced environment
Review and analyze all requests tor the support of micro-projects by farmers' cooperat'ves.
Develop operational plans for support of cooperatives
Ensure Ihat the quality ol' goods and works and accessories products and supplies to cooperative"' are of a high quality
Maintain and update list of manufacturererepairers/suppliers of processing equipment and their qualifications, and potential future development,
Contribute to the preparation of periodic (quarterly, semester, annual, Mid-Term and Completion) project implementation reports.
Work with team members and Project Manager to complete other project duties as needed

Skills Requirements and Oualifications
Post-graduate (Masters) in Agricultural Marketing. Cooperative Management, Agricultural Value Chain Development. Agricultural Economics, Agribusiness or any related field of studies.
Solid knowledge and understanding of agricultural value chain of oil palm, cocoa, cassava and rice.
Solid knowledge and understanding ofthe agricultural cooperative movement in Cameroon or similar country.
At least five (5) years previous experience as a dewelopment officer for a specific Crop value chain or farmers' cooperative movement
Proficient computer skills. including Microsoft Office Suite (Word. Excel._PowerPoint, and Outlook)
Excellent verbal and written communication skills (ability to explain technical concepts in plain English) and a working knowledge of French Demonstrable ability to:
analyze problems and strategize for better solutions mobilize and motive participation in problem solving work well with management and staff at all levels multitask. prioritize. and manage time efficiently
e—work under pressure and frequent traveling ili rural areas
Accurate and precise attention to details
Goal-oriented. organized team player with good interpersonal relations and have emotional intelligence
Be a quick learner.
