The Position:The Programme Data Analyst is located in the UNFPA Cameroon Country Office (CO) in Yaoundé. S/he works under the overall guidance of theUNFPA Deputy and direct supervision of Monitoring & Evaluation (M&E) Specialist.

Job Purpose:The Country Programme Document (CPD) 2018 – 2020 has three outcomes (i) integrated sexual and reproductive health; (ii) adolescents andyouth; and (iii) population dynamics, with gender as cross cutting. The Programme Data Analyst is under the Population DynamicsCluster/Outcome and ensures the effective oversight and management of UNFPA activities related to DD and makes contribution to jointprogramming activities under the UN Development Assistant Framework (UNDAF), national development agenda, the CPD and other initiativesrelated to data. The Programme Data Analyst will cover the area of harnessing the demographic dividend within the broader context of populationdynamics and also provide critical analysis of Implementing Partners (IP) and sub-offices reports into a data base for informed programmaticdecisions.
Responsibilities:● Providing substantive strategic support to the Ministry of Economy, Planning and Regional Integration, department responsible fordemography and population in moving forward the DD agenda in a holistic with all stakeholders;● Collaborating with UN agencies, Government counterparts, implementing partners, NGOs and other partners, in the formulation and designof initiatives related to population dynamics with a strong focus on harnessing the demographic dividend;● Revamping the DD champions initiative with the UN, youth and civil society organizations for their effective functioning;● Producing high quality reports, articles and stories on how Cameroon is advancing on DD;● Follows up with and provide substantive inputs to requests and initiatives on DD from the UNFPA Regional Office, Headquarters and otherpartners;● Support the M & E Specialist to undertake diligent quality review of implementing partners’ work plans, reports and translate information intodata and management of the data to inform the country office in strategic programme decisions and directions;● Working with implementing partners to enhance their programme data collection and analysis for effective reporting and informing individualwork plans, baselines and targets corresponding to the Country Programme;● Providing hands-on support to programme managers, heads of sub-offices and other staff in terms of effective gathering of data andconducting analysis for effective programming; and● Working with the M & E Specialist to provide substantive inputs to Joint Programmes under the UNDAF and with UN partners, linked to theCPD, existing and emerging Government priorities, including the monitoring of Cameroon’s SDGs;

Key Outcomes• The Population Dynamics Portfolio as a CPD Outcome is further strengthened through a focus on DD and programme data analysis;• Resource base increased under the Population Dynamics Portfolio through new innovative initiatives and partnerships; and• An enhanced knowledge base on innovative approaches in demographic dividend and application of data.Carry out any other duties as may be required by UNFPA leadership.
Qualifications and Experience
Education:Master Degree in the Health Sector, Demography, Statistics, Sociology, Development Studies, Economics, or other related fields.
Knowledge and Experience:Minimum of 7 years of progressive professional experience in the field of development and population activities, with experience in programme/project management. Knowledge in the area of DD, networking with partners and ability to analyse, use and monitor data is an asset.Languages:Fluency in both French and English is required.Required Competencies
