Plan International Cameroon is currently advertising for the position of 01 Monitoring and Evaluation Learning Coordinator for the SIDA project in Bamenda


This is a local position.


Dimensions of the Role

The purpose of the Monitoring, Evaluation and Learning Coordinator position is, on the one hand, to improve project quality and accountability through supporting and implementing high quality MEL in the project management and, on the other hand, to provide evidence for project design, planning and effectiveness. In line with Core Humanitarian Standards (CHS), the Monitoring & Evaluation Coordinator will be the key focal point in the NW response to ensure all response programming have Child Friendly Complaints & Feedback mechanisms in place.

This position is responsible for technical leadership and coordination of planning initiatives, monitoring, evaluation, research and dissemination in the context of emergency response implementation in the North West Region. S/he will also strengthen the project technical team and will provide technical support to the coordinators, communities and other partners. S/he will work closely with the Project Coordinators in the Emergency Response Team especially monitoring & evaluation management, to build the technical capacity of local partners, and improve program quality and effectiveness. The Monitoring Evaluation and Learning Coordinator will be based at the Emergency Response office in Bamenda.


Role and responsibilities of Service providers

Design/update strategy for dissemination and capitalization of Plan International Cameroon experiences in project implementation in the context of the response to the NWSW crisis;

Provide technical support to the Project Coordinators and other project staff for activities implementation and affected population reach;

Follow the implementation of activities to ensure that the information/data collection is made in accordance with the load specifications of the project, guideline of donor and in accordance with the strategic guidelines and Plan International Cameroon programmatic standards; This includes the collection and analysis of Sex, Age & Disability Disagregated Data (SADDD)

Participate in the development/review of the action plans and detailed budgets of projects  to ensure budgets are sufficiently allocating funds to monitoring, evaluation and feedback mechanisms

Ensure all humanitarian projects in the NW are in line with Core Humanitarian Standards (CHS) and are developed to ensure accountability to affected populations

Develop/update the tools of indicators for monitoring of all emergency response projects and all emergency response projects have a MEAL Plan developed and the project teams are aware of the commitment to this

Ensure quality control of data and information collected, through the development and/or review of tools for the data collection in accordance of the logical frameworks of the project, the quality assurance system of Plan;

Organize/supervise the data collection, their processing and analysis of data in the context of the monitoring of indicators of the project;

Train local Plan International staff, members of the local organizations partners to the use of data collection tools; 

Elaborate the performance reports and the reports of projects indicators monitoring and to ensure their presentation according to the request;

Participate in the selection and organize the follow-up of consultants selected for studies and evaluations; 

Produce monthly reports on lessons learned and good practices identified in the context of the project implementation; Equally, identify and cost improvements to the project, ensuring these are incorporated in any ongoing proposals

Produce monthly, quarterly and annual reports of the response in the MW

Participate actively in the annual evaluation process of programs of Plan International Cameroon and in the evaluation of the performance of organizations partner.

Engage and actively participate in Information Management working groups relevant to the NW SW Response

Coordinate data collections for evaluation and research activities of all projects

Coordinate the dissemination process of evaluation and research findings among stakeholders/partners in the NW

Ensure availability and accessibility of monitoring information for reviews, evaluation and management decisions


Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills and knowledge



Diploma in Monitoring and evaluation or Bac + 2 in social sciences or other related sectors ;

Three (03) years minimum experience in planning, monitoring and participatory evaluation of programmes and projects;

Have solid experience in the conduct of qualitative and quantitative investigation;

Have a practical and relevant experience in the interventions in emergency contexts;

Have a good editorial capacity (capacity of drafting of reports);

Know how to use the computer and master standard software (Word, Excel, PowerPoint...); 

A knowledge of the intervention area would be an asset;

Good knowledge and understanding of humanitarian principles and established international child protection standards;


Skills in participatory assessment.

Ability to identify, design, lead/manage/coordinate M&E tools, processes and initiatives

People Skills: Ability to work independently and as a team player who demonstrates leadership and is able to support and train local staff and also able to work with displaced persons and communities in a sensitive and participatory manner.

Communication Skills: Well developed written and oral communication skills. Able to communicate clearly and sensitively with internal and external stakeholders as a representative of Plan International. This includes effective negotiation and representation skills.

Commitment to child protection, gender equality and participation.

Fluency in French and English

Frequent field visits: The Monitoring,  Evaluation and Learning Coordinator will spend at least 60% of his time on the field in the context of the implementation of M&E activities
