1.SUBJECT OF THE BID INVITATIONThe General Manager of the National Investment Corporation of Cameroon (SNI),Contracting Authority, hereby launches a restricted international bid invitation for theselection of a firm to carry out a feasibility study of Property Company – ManagementCompany mixed model within the framework of the HDP restructuring.2.NATURE OF WORKSThe works, subject of this consultation include: Carry out a legal, financial, accounting, operational, infrastructural and socialdiagnosis of the Hotel companies and their units; Establish the opportunity of the above-mentioned mixed model for therestructuring of SNI Hotels and anticipate the constraints and risks of thismodel from the view point of its implementation; Identify the pre-requisites and diligences to be implemented by each of theexisting Hotel companies, in view of the merger, setting-up scenarios of theSHU by the merger of existing Companies and thereafter the overall cost ofthe process; For each of the companies (SHU and SdG), propose the detailed specifications,determine the organizational model, organize their interrelations, propose andestimate the cost of the organizational chart; Estimate the contribution of the project at the economic level and it socialimpact; Identify and propose the most appropriate judicial and legal measures togovern relations between the stakeholders (SHU, SdG, Hotels), in accordancewith the Hotel sector practice and HDP objectives; Identify fields for harmonization of hotel management methods and synergy,determine the optimal organizational structure of each Hotel and thereafterestimate the social cost of the restructuring; Establish the prospects of the Hotel activity of each town, propose apositioning concept – price – product – target for each Hotel, identify andevaluate the cost of upgrading the investments for each Hotel (detailedquantitative and cost estimate), finally prepare operations and financialforecasts of each Hotel; Establish the profitability and sustainability of SHU then propose a financingoutline for the upgrading of the Hotels.
3.PARTICIPATION AND ORIGINParticipation in the present bid invitation is restricted to firms below:They had been prequalified following the notice for expression of interestn°022/SNI/DG/DI/18, published in Cameroon Tribune, edition of November 10th 2018.4.FINANCINGWorks for the present bid invitation are financed by SNI 2018 Fiscal Year budget –Heading N° 2590000000.

8.BID BONDAt the risk of rejection, each bidder must provide a provisional guarantee document inthe amount of one and a half million (1 500,000) francs CFA, with a validity period of120 days as from the deadline for submission of bids, issued by a first-rate bankinginstitution approved by the Ministry of Finances (see list in annex 5) .
9.ADMISSIBILITY OF BIDSAt the risk of rejection, required administrative documents must imperatively beoriginals or true copies (Hereinafter STR).The said copies must necessarily be no older than 3 months preceding the date ofsubmission of bids.
10.OPENING OF BIDSBids will be opened in two phases. The opening of the envelopes containing administrative and technical documents willtake place on Monday 03rd december 2018 at 11h 00, local time, by SNI’s TendersBoard, Room 721, 7th floor of SNI’s headquarters. At the end of the analysis of the administrative and technical offers, the opening of theenvelopes containing the financial bid will take place in the same conditions at a laterdate which will be communicated to the tenderers having satisfied the criteria below.Bidders or their duly mandated representatives with a perfect knowledge of the bidmay attend the opening sessions.
11.EXECUTION PERIODThe maximum period provided by the Contracting Authority for the completion of thefeasibility study is 150 days (five months) as from the notification date of the Order ofService for start of works.
12.ELIMINATORY CRITERIAEliminatory criteria are as follows: False declaration, substitution or forgery of documents ; Absence of bid bond; Terms of reference and schedule of common specific administrative clausesnot initialed on all pages and not signed on the last page; Presence of financial items in the administrative and in the technical bid; Absence of a grouping deed in compliance with article 4.5 of STR; Technical score under 70/100.
13.QUALIFICATION CRITERIAThe main criteria for technical qualification are: General presentation of the bid 05 points Understanding of TOR and methodological approach 20 points Professional credentials of the bidder 15 points Bidder's experience in feasibility study for the hospitality sector 25 points Qualifications and skills of key staff assigned to the mission 30 points Equipment and logistics of the mission 05 pointsA technical qualifying mark of less than 70/100 leading to the elimination of the bidder,the financial offer of the said bidder shall not be opened.
14.AWARD METHODThe contract will be awarded to the tenderer whose bid will be evaluated as best, inaccordance with article n°49 alinea 1 of SNI Procurement Procedure Guide.
15.VALIDITY OF BIDS Bidders remain bound by their bids for ninety (90) days as from the deadline fixed forsubmission of bids.
