Organizational contextThe Northwest and Southwest Regions of Cameroon are going through a protracted and escalating humanitarian crisis. The ongoing crisisin the NW and SW Regions of Cameroon affects 4million persons with 1.3million people in need of humanitarian assistance. The crisis hasleft 530 persons displaced from these Regions. A Multi-Sectoral Needs Assessment carried out by UNICEF in 4 communities in MezamDivision, Bamenda subdivision on 10-15 October 2018, found that 76% of IDP households were female headed and 97% of IDPs had beendisplaced at least twice due to violent clashes. Protection was identified as the most critical need, particularly for separated children. Most ofthe displaced persons are women. GBV is on the rise and response capacities has greatly decreased in most areas as service providershave also fled from the crisis. UNFPA along with other humanitarian actors is intervening to provide lifesaving GBV services by providingemergency response but also by strengthening weakened mechanisms in conflict affected localities.UNFPA along with other humanitarian actors is intervening to provide lifesaving GBV services by providing emergency response but also bystrengthening weakened mechanisms in conflict affected localities. UNFPA received funding by Central Emergency Response Fund (CERF)for the project entitled ‘’ Lifesaving Gender based violence and sexual and Reproductive Health interventions for IDPs and refugeesin the North West , South West and Far North Region’With CERF Funds, UNFPA will focus on life-saving interventions targeting 116,996 women and girls of reproductive age and 35,608 boysand men who are among the 2.3 million persons who have been affected by the deteriorating humanitarian crisis and are in need, out of thetotal affected population of 4.3 million (UNOCHA HRP 2019). Beneficiaries targeted are those in South West, North West and the Far Northregions of Cameroon.Essential functions of the position- Oversee quality monitoring and evaluation of the project activities with the project partners- Develop the implementation plan with timelines and continues update of the plan on monthly basis with the UNFPA team in thefield as well as implementing partners;- Develop project monitoring tools , GBV and SRH data collection matrix with the UNFPA staff and project partners ;- Ensure good collaboration between the partners, as well as with UNFPA staff, at the different location of intervention;- Undertake field monitoring visits and follow up with implementation of the project for results;- Prepare the progress reports and final reports, as well as other report, including lessons learned and good practices as well asnecessary documentation to highlight the achievements of the project; document innovative approaches to programming.- Identify opportunities for potential new initiatives and follow up interventions related to the project; and- Undertake any other tasks as required by the Representative or CO, during period of assignment.Work Relations- The PM Expert shall work directly with the GBV and SRH team in the country office, the M&E Specialist and those of the humanitariancommunity. She/he will create synergies between the nexus of development and humanitarian response.Candidate Profile:- Advanced degree (At least a Master’s degree) in Project Monitoring and Evaluation, Human Rights, Gender, Public Health, orrelevant field in Social Sciences;- A minimum of 3 years working experience in humanitarian settings.- Have skills in monitoring the implementation of emergency projects with various partners;- Knowledge on GBV and SRH issues will be an advantage; and- Good knowledge of UNFPA working policies and procedures as well as the UN system is an asset.- Being familiar with the geographical, social and cultural environment of the North West of Cameroon and fluent in English andPidgin is an asset. Ability to work in French is an asset.
