TERMS OF REFERENCEReporting to: Protection ManagerActivity Supervision Line: Protection Monitoring Assistants, Protection Focal Points
Main ResponsibilitiesGeneral- To provide technical support for all protection monitoring activities, including the collection (both throughmobile devices and in hard copy), storage in hard copy and soft copy and analysis of protection information.The Protection Monitoring Officer will ensure compliance with the DRC Information Sharing Protocol at alltimes.
Programme Planning and Implementation- Supervise the collection of protection data, ensuring that Protection Monitors are using approved DRCmethodologies, the correct systems and approaching communities in a sensitive and culturally appropriateway.- Manage the work of Protection Focal Points to ensure that they are providing regular updates on protectioninformation as needed, including daily phone checks. - Assist the Protection Manager in creating work plans for the protection monitoring team to ensure that alllocations are covered on a standardized number of visits with sufficient use of different methodologies.- Summarize transcripts/notes from focus group discussions and submit to the Protection Manager on regularbasis for review.- Oversee the submission of Key Informant Interviews and Direct Observations by Protection MonitoringAssistants from mobile devices to SurveyCTO (the software) in coordination with the relevant staff.- Provide technical support to Protection Monitoring Assistants on the receipt and transfer of information,according to DRC’s Information Sharing Protocol- Support the relevant Information Management/M&E staff on downloading files from SurveyCTO to Excel.- Review the charts and tables produced by Information Management/M&E staff and analyse results toproduce draft written information on trends and submit to the Protection Manager.- Flag any individual cases that come forward while Protection Monitoring Assistants are carrying outProtection Monitoring activities in the community to the Protection Manager for appropriateadvice/guidance.- Ensure the confidentiality and security of all information in both hard copy and soft copy, includingoverseeing the storage and transfer of information, according to DRC’s information sharing protocol.- Present findings, upon review of the power point presentation by the Protection Manager, from DRCProtection monitoring activities in the monthly Protection Cluster meeting.- Oversee and provide technical support the Community-Based Protection Committees (CBPC) and ProtectionFocal Points in the communities.- Conduct regular visits to assigned field locations and support protection staff in their activities.
Reporting- Ensure that Protection Monitoring Assistants submit detailed notes from all focus group discussions andtranslate where necessary to be sent to the Protection Manager.- Coordinate with the Protection Manager on the production of Rapid Protection Assessment and ProtectionMonitoring monthly reports to ensure that sufficient information is available for analysis and that ProtectionManager has received detailed summaries of all data collected.- Contribute to the production of quarterly and end of project reporting by submitting draft narrative anddata analysis to the Protection Manager.
Coordination- Where requested by the Protection Manager, liaise with DRC logistics staff to ensure that transport isorganized in sufficient time in advance for all Protection Monitoring Assistants to cover the locations neededaccording to the workplans.- Liaise with the Protection Manager to ensure that Protection Monitoring Assistants have flagged individualcases for the Protection Manager awareness and advice/guidance.- Create/build and maintain good relationship with community leaders for smooth implementation ofprotection activities in the communities.
HR- In coordination with the Protection Manager, ensure adequate support and capacity building for theProtection Monitoring Assistants, CBPC and PFP is provided for delivery of high-quality protectionmonitoring activities.- Ensure adherence to DRC’s national staff policy guidelines and ensure adherence by all direct reports. - Comply with DRC’s Code of Conduct at all times and ensure adherence by all direct reports.- Engage in recruitment process for new protection staff as appropriate (e.g. Job Description, VacancyAnnouncement, Interview etc).- Support in induction process for new Protection Monitoring Assistants as and when necessary.- Perform any other relevant HR tasks as requested by the Line Manager (Protection Manager)
EDUCATION, COMPETENCIES AND EXPERIENCE REQUIREMENTS- Degree in Law/Social work/Sociology/Psychosocial Studies or Diploma in Law/Social Work with aminimum of 2 years’ field experience or alternative degree with 4 or more years’ experience- Relevant certification- Knowledge and expertise in Protection and/or Social Work desirable- Must have at least 2 years working experience in (Social Work or humanitarian context)- Facilitation skills- Reporting Skills- Computer literacy (Excel, Word, Office Package)- Fluent in English, Pidgin and French
Functional Skills:- Strong organizational and problem-solving skills with analytical approach- Teamwork- Good communication skills- Must be able to work independently with limited supervision- Ability to strictly adhere to deadlines- Readiness to sign and abide to a Child protection policy- Readiness to commit and adhere to values, mission and vision of DRC
