Given the current humanitarian crisis in the North West and Sout West Regions of Cameroon, Plan International is engaged in providing life-saving humanitarian assistance, protection, education and psychosocial support. Its operations are implemented in key sectors of Child Protection, Education, WASH, NFIs, Livelihood and Food Assistance and in coordination with all other humanitarian institutions.
Dimensions of the Role
This position is responsible for supervising all M&E processes related to the response in the NW/SW. S/he will work closely with the ERM. S/he shall be charged with ensuraing the quality of internal and external reports, including defining and executing data editing and corrections, creating/accessing database, developing forms, documentation of procedures and data analysis for Bamenda PU. The M&E manager will be based at the Plan International Cameroon PU office in Bamenda, with travels in all project locations.
Provide technical support to the ERMProvide technical support to the montly Sit-rep designEnsure that the information/data collection is made in accordance with projects’ specifications, guidelines of donors and in accordance with strategic guidelines and Plan International Cameroon’s programmatic standardsOrganize/supervise project specific data collection, their processing and analysis in the context of monitoring the indicators of the projectsTrain Plan staff, and members of parter organizations on the use of data collection toolsSupport specific project database, like the Child Protection Information Management System or the GBV Information Management System Ensure quality control of data and information collected, through the development and/or review of new tools for the data collection in accordance of the logical frameworks of the projects, the quality assurance system of Plan InternationalGurantee the quality of internal reports, including the monthly narrative reports and the workbookGuarantee the quality of external reports, including those addressed to donors and clusters Provide support to the analysis of key projects indicators with produce graphs, maps and infographicsBased on the data collected, conduct needs and gap identification for the relevant sectorsProactively gather information from relevant partners and other organisations which may be of use for making strategic decisionsDevelop an information-sharing platform as a web-portalGuarantee the quality and timely submission of the 5Ws matrix with information and data from projects in the PUAttend all relevnt coordination meetings related to M&E, i.e UNOCHA’s IM working group.
Information and Co-ordinationProvide regular weekly updates with inputs from all project managersGuarantee the monthly sit-rep is submitted to the ERM by 25th of every monthGuarantee all 5Ws are submitted by 20th of every month.
Human Resources and AdministrationAssess the PU needs in terms of M&E and build a team able to support all projects.Dealing with Problems:

Ensures that Plan International’s global policies for Child Protection (CPP) and Gender Equality and Inclusion (GEI) are fully embedded in accordance with the principles and requirements of the policy including relevant Implementation Standards and Guidelines as applicable to their area of responsibility. This includes, but is not limited to, ensuring staff and associates are aware of and understand their responsibilities under these policies and Plan International’s Code of Conduct (CoC), their relevance to their area of work, and that concerns are reported and managed in accordance with the appropriate procedures.

Technical expertise, skills and knowledge
Qualification and Experience
University Degree in Management of Information Systems (MIS), data management and in-depth analysis or Computer Science or Statistics, economics or related disciplinesA minimum of 4 years in data collection and data management, monitoring and evaluation or other relevant fieldsExperience in database design, database distribution and map production and capacity building to give "hands-on" training on database management and reporting. Proficient in use of GIS, Advanced Excel, SPSS or STATA and other related software packagesDemonstrated skills and experience in data and data analysis visualization.
Knowledge, Skills, Behaviors, and Experience Required to Achieve Role’s Objectives:
Have a good editorial capacity (capacity of drafting of reports)Excellent written and spoken skills in English; Knowledge of French is an asset
