Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

UN Women in Cameroon has been working to ensure gender sensitive and gender sensitive approach to ensuring that the population affected by the different crisis receive the adequate assistance for their resilience and to preventing radicalization and violent extremism.

Taking especially into consideration the growing vulnerability of women and girls affected by the crisis in different part of the country, mainly the Far North, the East, the Northwest and Southwest regions, UN women with the support of the government of Japan is seeking to expand its efforts in the area of humanitarian assistance, women – peace – security and prevention of radicalization and violent extremism through accountability towards gender commitments in coordination and implementation of UN-led humanitarian and refugee responses and comprehensive protection and livelihood support to crisis affected women and girls through the LEAP Framework.

The Humanitarian Programme Specialist, under the supervision of the Country Representative, facilitates (a) the setting up of the programmatic and operational elements necessary for the successful implementation of the humanitarian Programme; (b) supports the day-to-day functioning of the humanitarian Programme, providing technical support when necessary; and (c) contribute to the creation and dissemination of knowledge products through  capturing good practices in support of UN women advocacy.


Duties and Responsibilities

Under the supervision of the Country Representative, the Programme Specialist contributes to programme implementation by:

1. Programme management and development

•            Advise and guide the development of the humanitarian programme, including design and formulation programme/ project initiatives;

•            Review and provide feedback to ongoing projects/ programmes on related strategies and documents, workplans, case studies, and related knowledge products and publications;

•            Provide strategic and specialized technical advice on the development of systems, processes and mechanisms to support programme planning, implementation, monitoring and progress reporting;

•            Review and evaluate proposals and oversee the preparation of donor proposals and reports;

•            Any other programme development and management functions as requested by the Country Representative.

2. Technical support

•            Facilitate and undertake periodic analyses of country situations pertaining to humanitarian issues;

•            Advise, support, guide and provide input to ensure the formulation of relevant, high quality, results-based and rights-based country programmes and projects on humanitarian action;

•            Finalize relevant documentation on donors and develop potential opportunities for resource mobilization;

•            Analyze and research information on donors, prepare substantive briefs on possible areas of cooperation, identification of opportunities for cost sharing;

•            Determine programmatic areas of cooperation, based on strategic goals of UN Women, country needs and donors’ priorities and develop the relevant partnerships.

•            Any other technical support as requested by the Country Representative.

3. Partnership building

•            Forge strategic partnerships and alliances at the country level to promote women’s leadership and empowerment in relation to improving resilience and preventing violent extremism;

•            Develop partnerships with appropriate civil society, UN agencies and governmental institutions to advance common goals in this area;

•            Support the Country Representative in establishing and maintaining effective consultations with the government, partners, stakeholders and donors to achieve active collaboration, cooperation and alliances on humanitarian program development and implementation, resource mobilization and sustained partnerships;

4. Evidence based advocacy and communications

•            Support UN Women’s advocacy efforts to help raise awareness and stimulate action on women and girls affected by crisis as well as gender responsive initiatives to prevent radicalization and violent extremism, including through the development of supportive networks and the elaboration of printed promotional materials, press releases, social media, success stories documentation, among others;

•            Identify and develop UN Women’s research agenda, as appropriate, on gender in emergency and women, peace and security;

•            Elaborate briefing reports, talking points, speeches and other written documents on humanitarian interventions;

•            Support UN women’s coordination and normative mandate in the area of humanitarian action; and

•            Represent UN women when requested in meetings, panel discussions, roundtables and other strategic events, both internal and external.

5. Knowledge management and capacity building

•            Develop learning and knowledge management plans as required, and identify areas that may require improvement and capture best practices/lessons learned, using corporate monitoring tools;

•            Ensure regular assessments of the country strategic and implementation plans. Identify lessons learned and areas of emphasis to guide programme improvements and future strategic development plan;

•            Monitor and provide substantive guidance and technical inputs to ensure the quality of knowledge products and capacity development tools;

•            Identify and implement capacity building training activities to enhance skills and knowledge on humanitarian assistance, through women’s empowerment, as well as Results Based Management, Results based budgeting and systematic quality assurance; and

•            Lead the process of identifying and synthesizing of best practices and lessons learned that are directly linked to the implementation of the humanitarian programme and contribute to their global dissemination.

 

Deliverables:

The Humanitarian programme is implemented in line with Strategic Notes and Annual Work plans;
The Humanitarian programme team adhere to UN Women’s Rules, Regulations, policies and procedures, using a results-based management approach;
The Humanitarian programme is implemented effectively and efficiently;
Regular monitoring of the Humanitarian programme;
Timely and quality reporting;
Regular dissemination and sharing of information; the country office is sharing best practices/ lessons learned on humanitarian programme management;
Quality support to the Cameroon country office.

Required Skills and Experience

Education:

Master’s Degree in International Development, Public Administration, Social Sciences, Political Science or other relevant social science fields.

Experience:

At least of 5 years of relevant professional experience in programme/ project management and design is essential.
Experience in the area of humanitarian and Women, Peace and Security is a strong asset.
programme design, programme coordination, monitoring and evaluation, donor reporting and capacity building;
Experience in working in a gender related area is an asset;
Experience in setting priorities, budgets, work plans, participating in programme
development and programme writing;
Proven experience in leading teams effectively;
Experience in the United Nations, a governmental, other multilateral or civil society organization in a developed or developing country highly desirable;
 Being a Japanese national is an asset
Language:

Fluency in oral and written English is required. Knowledge of another official United Nations language is desirable.
