JOB ADVERSEMENT - CHP CARE and Health Program Cameroon :  QAQI Specialist

A-    BACKGROUND

Cameroon has among the highest burden of HIV in West and Central Africa (2.7% among average risk reproductive age adults – DHS 2018). High HIV prevalence is associated with high-risk sexual behaviours such as inconsistent use of condoms and lubricants and a high rate of sexually transmitted infections (STI). Stigma and discrimination have further marginalized key populations limiting their access to life-saving services such as anti-retroviral therapy (ART) and reducing the country’s ability to control the HIV epidemic.
The national response is led by the National AIDS Control Committee (NACC), which coordinates implementation of the National HIV/AIDS Strategic Plan 2021-2023. This policy aims to reduce HIV and STI-related morbidity and mortality and alleviate its socioeconomic impact on the development of Cameroon. Among strategic approaches, the plan stresses improved access to prevention, care and treatment for key populations.
The USAID-funded Community HIV/AIDS Investments for Longer and healthier Lives (CHILL) has the following objectives: (1) HIV testing for Key and Priority populations (KPs & PP); (2) ART uptake for KPs and PPs by ensuring that those who test positive are actively linked to treatment as soon as possible; and (3) improving retention in treatment through improved linkages between facility and community-based services, and reinforced community-based support for adherence and client follow-up.
Care and Health Program (CHP) will be the CHILL prime and will lead the program in partnership with fifteen local community-based organizations (CBO). The consortium is collaborating with the Ministry of Public Health (MOH), NACC and other stakeholders to build the capacity of the national, regional and community response.
These efforts will expand service coverage in seven focus regions and generate data for evidence-based programming through the implementation of evidence-based prevention, care and treatment services to key and priority populations in Cameroon.
In the context of this project, CHP/CHILL is recruiting a QAQI Specialist with the following criteria:

PROJECT PERIOD: 5 Years
CONTRACT PERIOD: 1 year, beginning from October 2nd 2023
PLACE: Yaounde- CHP Head quarters
CONTRACT TYPE: CDD
TRIAL PERIOD: 3 Months renewable once.

The QAQI Specialist will be supervised by the Senior Strategic Information Advisor.

Specific roles will include the following:

a. Under guidance of the Senior Strategic Information Advisor, develop, implement, and monitor quality assurance and quality improvement strategies for differentiated health service delivery grounded in international best practice and building on practical CQI approaches.
b. Build capacity of community health workers and other health providers in quality assurance and quality improvement.
c. Train and mentor site multi-disciplinary teams to adopt CQI-SI principles in delivery of comprehensive HIV services.
d. Adapt CQI for differentiated service delivery efforts at community levels using existing QI Charters/Roadmap.
e. Develop a system, including key quality indicators and tools to measure quality of services, to monitor the quality of HIV prevention, testing and linkage to treatment services within the project's scope.
f. Ensure project alignment with PEPFAR’s site improvement monitoring system (SIMS); and conduct joint field visits with national-level MOH and PEPFAR teams, including joint data verification.
g. Provide targeted CQI training to project staff and other relevant stakeholders, as needed.
h. Facilitate regular CQI data reviews and learning sessions to collaboratively review QI data and identify needs for improvement and strategies to address them together with relevant program teams.
i. Using MOH guidelines, integrate client feedback into CQI interventions.
j. Develop functional site CQI-SI Teams in all designated CBO.
k. Guide sites and mentorship teams to develop Performance Dashboard Reviews and use patient level data/information to inform key clinical and management decisions.
l. Support benchmarking and implementation of best practices between different sites
m. Act as a content expert within the mentorship team in development of remediation interventions following SIMS, DQA and other site performance assessment exercises.
n. Determine needs assessment for quality improvement and oversee its implementation
o. Develop Collaborative learning and quality of care improvement networks.
p. Analyze trends of the quality improvement collaborative results and facilitate the learning sessions.
q. Document the program’s quality assurance and quality improvement efforts and write improvement stories for dissemination.
r. Support the design, implementation, and learning about improvement collaboratives and other QA/QI approaches at the community level.
s. Work with project staff to strengthen integration of intervention components across the project.
t. Work with project staff to identify and document project lessons learned and success stories.

The Quality Assurance/Quality Improvement Specialist will ensure high quality service delivery across the CHILL project in line with international best practices and technical guidance, government guidelines and policies, PEPFAR’s site improvement monitoring system, and project standard operating procedures. H/she will be responsible for establishing, managing and coordinating CHILL’s continuous quality improvement (CQI) system and the capture, reporting and use of its data for service improvement. H/she will establish, oversee, and/or strengthen the capacity of CBO-level CQI teams to investigate gaps in service access and uptake using available data, prioritize and test solutions, and monitor progress against improvement indicators. H/she will support integration of CQI across project implementation areas and collaborate closely with CHILL Strategic Information Team to ensure systematic collection, reflection and use of data for learning and adaptive management, and documentation and dissemination of the project’s emerging best practices.

Qualifications
•    Bachelor’s degree in quantitative discipline (preferably in Social Science, Economics, Statistics, Informatics or Data analysis);
•    At least 3 years of professional experience in the field of Monitoring and Evaluation;
•    Knowledge of major quantitative & qualitative monitoring methodologies and proven ability to design monitoring instrumentation tools;
•    Extensive knowledge in (quasi-) experimental program evaluation designs - Excellent coordination and communication skills gained through experience in the supervision of field staff;
•    Broad experience in the design and implementation of capacity building activities in M&E;
•    Good knowledge of the Commcare environment and data extraction via Commcare;
•    knowledge of the DHIS2 environment would be an asset;
•    Experience in working in the public health system and wide health system network.
•    Prior experience with roles and responsibilities related to quality improvement and or quality assurance of HIV or other public health and/or healthcare services.
•    Experience working with keys populations.
•    Excellent command of MS Excel for data analysis.
•    Familiarity with Cameroon public health and healthcare systems, particularly with HIV prevention and treatment areas.
•    Experience with USAID.
•    Fluent oral and written French and English.
