Shwari Health Cameroon is a locally registered organization with a vision to ensure the provision of quality, effective and innovative evidence-based solutions to address health systems challenges within the Health sector in Cameroon and beyond with a special focus to children and adolescents. To achieve this, Shwari Health Cameroon uses proven community strategies to identify HIV infected children and adolescents , refer them to health facilities for initiation on treatment , support and accompany them through treatment to ensure they remain in care and achieve viral suppression. Our mission is to be one of the most sought-after implementation science association in Cameroon that uses evidence-based strategies to effectively cover the ‘Know-Do’ gaps in the provision of health services. We aim to achieve this through the application of modern evidence generation and synthesis methods to understand operational contexts so as to devise strategies that could make the implementation efforts more effective and efficient. We are constantly expanding our expertise to ensure that our pooled experience is adequate to be responsive to the changing needs in health service provision. Our team has in depth knowledge and experience in working in the Cameroon local healthcare system, at all levels from community to policy making at national and subnational levels. By applying different innovative approaches such as multisectoral collaborations, data analytics and Continuous Quality Improvement, we have been able to understand organizational processes and barriers to effective implementation of various community interventions aimed at improving access to health services by children and adolescents.

 

Position Title: Human Resource and Logistics Assistant

Reports to: Shwari Health Cameroon Program Director

Location of Work: Center Region

Number of positions: 1

Position Summary: The Human Resources and Logistics Assistant will provide support the Human Resources Officer in promoting staff welfare, recruiting quality staff, enhancing job performance through development and management of employee performance, and ensuring that the organization’s personnel policies, regulations, and practices comply with the local labor laws as well as providing support in payroll management functions.  In addition, the HR and Logistics Assistant will provide consistent and quality programming logistic support services to all project staff.  These services include arranging of all logistics for in-country and visiting personnel and the handling of program administrative tasks.  This includes coordination for transportation, accommodation, events, and scheduling.

Specific duties

  • Applies GUGH policies and procedures.
  • Ensures working conditions (staff regulations) are in conformity with legal requirements.
  • Proposes improvements to support a qualitative human resources management framework.
  • Assures appropriate quality for all personal files and keeps them up-to-date at all time.
  • Prepares registration of employees to social security & tax office and related payments.
  • Keeps classifications and descriptions of functions and management manual up-to-date.
  • Assures up-to-date and validated job descriptions for every employee.
  • Monitors paid and unpaid leave and serves as point of contact for staff information.
  • Prepares certificates and other HR documents as needed.
  • Supervises all movements of personnel from/to mission/project/home and all related formalities (briefing, visa, accommodation, trial period, extension of mission, early return, etc.).
  • Participates in recruitment processes and ensures complete follow up of all required recruitment processes. 
  • Participates in briefing on staff regulations.
  • Communicates to and briefs new employees on HR policies and regulations.
  • Participates in the organization of social events for the staff.
  • Prepares all correspondence with local authorities (i.e. tax offices, ministry of labour).
  • Assures documentation supporting qualitative end of contract process respecting legal requirements.
  • Makes all HR related information available to staff at all time.

·       Arrange all domestic and international travel for staff and visitors

·       Arrange accommodation including hotel transfers for staff and visitors

·       Work closely with the Program Director and other technical staff to organize workshops, in terms of logistics, venue arrangement, provision of materials

·       Oversee project vehicles/motor bikes and ensure they are maintained in line with organization’s policies

·       Facilitate settling in of project foreign staff and domestic staff who are relocated to different parts of the country

·       Track staff movements

·       Fleet management – supervision of drivers/riders, vehiclemotor bike management, transport allocation, and vehicle/motor bike scheduling, vehicle/motor bike maintenance, vehicle/moptor bike logs

·       Fuel allocation to vehicles/motor bikes

·       Asset and inventory management; maintaining asset register, managing office day-to-day inventory, and manage all office assets

 

Personal / Profesional skills

·       Bachelor’s Degree in Human Resources Management, preferably with HR related accreditation, and a training in Logistics, Project Management or related field.

·       At least 2 years’ experience in Human management function and at least 2 years in logistics management function in a reputable organization.

·       Excellent customer service skills.

·       Deep understanding of the Cameroon employment and labor law practice environment.

·       Excellent writing and communication skills

·       Excellent organization and coordination skills

·       Must be fluent in French and working knowledge of English
