Position: Protection Team Leader

Location: Buea, South West Cameroon

Contract type: Standard

Start date: 1/11/2020


Overall purpose of the role

•          Supervise members in DRC’s protection team

•          Deliver technical support and guidance to team

•          Ensure the quality of the planning, implementation and follow up of all technical aspects of the protection activities being implemented by DRC in the Southwest of Cameroon

•          Develop and maintain good relations with the persons of concern, relevant stakeholders and other humanitarian actors, to support adequate implementation and coordination of DRC’s sector activities


Sector responsibilities: Advocacy for the rights of displaced people in their context of displacement, individual protection assistance based on vulnerability, sexual and gender-based violence prevention, monitoring of rights and rights awareness-raising, facilitation of return and repatriation processes, assessment of crisis affected populations’ needs.


Geographic scope: Area (Buea)

This role has an area focus and ensures compliance to DRC procedures and guidelines within the area. The role contributes to the development of area strategies, which are translated into action plans and day-to-day tasks. The role provides support and/or technical guidance to base operations.


Main responsibilities



•          Lead and manage DRC’s protection team in Southwest Cameroon (including people planning, performance, well-being and development)

•          Ensure effective planning and quality implementation of the sector/support activities

•          Asses and enforce the daily quality of protection programming

•          Provide technical support and inputs as necessary

•          Supporting reporting according to internal and donor requirements


Programming & Operations

•          Ensure efficient and effective program implementation while following the budget and work plan

•          Participate in preparing monthly/quarterly/annual highlights/reports and proposals and budgets for donors

•          Lead the team in carrying out monitoring and evaluation exercises


Coordination and representation

•          Collaborate with relevant internal and external technical experts on protection issues

•          Represent DRC at relevant technical coordination meetings

•          Ensure integration with other DRC sectors (food security, ES/NFI, child protection)


Project development

•          Support in the development of projects tools

•          Project implementation and reporting

•          Coordinate with the DRC M&E department on project monitoring and evaluation



•          Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up

•          Initiate procurements and ensure their execution

•          Ensure distribution plans are prepared in a timely manner


•          As Team Leader the post-holder is responsible for the following:

•          Accountable for people management of employees, usually working in the same area of work

•          Accountable for ensuring that agreed work plans and tasks set by the next-level up Manager are implemented on time

•          Hiring and termination of employees and conducting performance appraisals (closely overseen by the next-level manager)


Required experience and competencies

  • Minimum 2 years of management experience at a mid to senior level, preferably with experience in the field of humanitarian response and refugee protection working for an international NGO, UN agency, relevant ministry, or local authority.
  • Minimum 3 years of practical experience in sector area working for an NGO (preferably INGO)
  • Proven management skills and a competence in people management
  • Commitment to learning and implementing organizational policies and procedures.
  • Excellent skill in MS Word, Excel, and PowerPoint
  • Full professional proficiency in English
  • Fluency in Pidgin
  • Field experience

Required education

Master's degree in political science, international development, economics or other relevant field


Knowledge of context: Minimum 10 years working / studying / living in South West or North West Cameroon. Applications that do not demonstrate this will not be considered.
