Position: Access and Safety Team Leader

Number of Positions: 01

Location: Buea, South West Cameroon

Contract type: National Fixed Term contract

Start date: 20th October 2020

 

Overall purpose of the role

  • Responsible for the implementation of the DRC Safety Risk Management System, with a strong focus on conducting Safety Risk Assessments in the field
  • Provide professional security advice, support, guidance, and expertise to DRC staff
  • Enable, ensure, contextualize and report compliance to DRC MOSS security management system, while achieving effective access and continuity of operations through close cooperation with programmes
  • Enabling DRC staff to conduct their work in a confident, safe, appropriate and effective manner

 

Geographic scope: Base (Buea)

This role has a base focus and ensures compliance to DRC procedures and guidelines at base level. The role contributes to the development of base strategies, which are translated into action plans and day-to-day tasks.

 

Main responsibilities

INFORMATION

  • Act as the local focal point for safety co-ordination and information sharing between the relevant national actors within the area of operations
  • Collect, verify, analyze and report information that affects, or may affect, DRC operations
  • Establish a network of contacts that supports DRC safety and access in operations
  • Track safety related incidents and developments and provide trend/pattern analysis to facilitate programme access.
  • Undertake and support others to undertake Risk Assessments (RAs) and facilitate the implementation of mitigation measures.
  • Manage safety related information and provide all staff with regular safety updates and advisories.
  • Maintain relevant safety documentation, data and records (training register, incident tracking, maps, etc.)
  • Liaise with UN agencies, NGOs and other external actors to gain safety information and analysis
  • Represent DRC at inter-agency safety fora.
  • Focal point for the procurement of safety-related equipment, facilities and other resources within Ninewa.

 

ACCESS

  • Develop and maintain DRC’s access strategy for NW/SW operations. Lead on DRC gaining and maintaining access for principled humanitarian response.
  • Guide program and support service teams on conflict sensitive programming to maintain access objectives.
  • Lead on coordination with relevant focal points to secure safe and principled access to DRC operation areas.

 

ANALYSIS

  • Conduct analysis to inform robust access approaches in current and anticipated operational areas
  • Assist in training on safety procedures as required for program staff
  • Provide Safety and Security advice on programme development and implementation

 

SAFETY RISK MANAGEMENT

  • Implement safety policies, protocols and procedures related to the safe implementation of programme activities
  • Engage and participate in Safety related training as directed by Line Manager
  • Supervise and monitor the development and implementation of context specific MOSS
  • Mentor safety colleagues on an ongoing basis in the area of safety and security management
  • Supervise the implementation of physical and asset protection protocols and regulations
  • Conduct regular site assessments and advise on mitigation measures
  • Assist in the development and implementation of contingency plans; such as medical emergency, evacuation and incident management, movement briefings and contextualization of movement plan.

 

OTHER

  • Any other duties as may be assigned by the Line Manager;
  • Conduct duties in accordance with programme Standard Operating Procedures (SOPs);
  • Conduct duties in accordance with DRC Code of Conduct.
  • Make sure to spread a positive image of DRC and its activities by explaining what DRC is doing and why DRC operates in that way.

 

As Team Leader the post-holder is responsible for the following:

  • Accountable for people management of employees in the same area of work
  • Accountable for ensuring that agreed work plans and tasks set by the next-level up Manager are implemented on time
  • Hiring and termination of employees and conducting performance appraisals (closely overseen by the next-level manager)

 

Required experience and competencies

  • At least 3 years' experience in field safety and of operating in a hostile security environments
  • Full professional proficiency in English
  • Excellent reporting skills
  • Familiarity with humanitarian principles and practices
  • Fluency in Pidgin

Required education

Master's degree in political science, peace & conflict studies, history, disaster management or a military education.

 

Knowledge of context: Minimum 10 years working / studying / living in South West or North West Cameroon. Applications that do not demonstrate this will not be considered.
