RECRUITMENT NOTICE

Position: Finance & Administrative Officer

Reports to: Project Coordinator

Place of work: Bamenda, North West Region

Expected Start Date: Immediately

Duration of Contract : 9 Months (with possibility of extension)

About IDF

The Integrated Development Foundation (IDF Bamenda), a non-governmental organization created on the 12th of February 1994 with head office at Mile 3 Nkwen. Her main objective is to contribute to implement the conditions that can allow marginalized and vulnerable people to regain their dignity and improve their living conditions.

IDF as Civil Society organization is an implementing partner of the 26 local Sub Recipient– Implementing Partners (SR-IPs) of the CoSMO Project in at least 68 health districts across all 10 regions of Cameroon.

She is seeking the services of a qualified , experienced and highly motivated finance & administrative officer. The position will be based in Bamenda, North West Region of Cameroon.

 

Summary of the CoSMO Project

Funded by the President's Emergency Plan for AIDS Relief (PEPFAR) through the United States Agency for International Development (USAID), the National Episcopal Conference of Cameroon (NECC) as principal recipient and project author of the 5 years Consolidating Systems and Services for the Management of Orphans and Vulnerable Children in Cameroon (CoSMO) Project .

The OVC program addresses the challenges of sustainable care and support to OVC by strengthening the capacities of the Government of the Republic of Cameroon (GRC), civil society, communities, and households to provide quality care and support to HIV-infected and affected children in Cameroon. Under the leadership of NECC, sub-recipients' partners, the Government of Cameroon and other stakeholders will work collaboratively to reach about 65,000 OVC and their families in health districts across the country where the HIV burden is high. The program consists of HIV prevention and case finding activities for OVC as well as ensuring community support for linkage to care and retention among children and adolescents living with HIV with the goal of contributing to HIV epidemic control by attaining and sustaining the 95-95-95 targets of UNAIDS.

 

Job Summary:

You will coordinate the Finance department's management of accounting systems, policies and procedures in compliance with the organizations & NECC established accounting/Finance standards, and local laws rules and regulations, to support high-quality programs serving the poor and vulnerable. You will help coordinate daily financial activities through preparation and delivery of financial services of the organization in Bamenda ,North West Region.

 

Job Responsibilities:

·         Ensure integrity of accounting information by reviewing account issues for compliance and establishing quality control over accounting transactions and financial Reporting.

·         Reconcile daily, monthly and yearly transactions

·         Perform periodic Financial analysis to detect and resolve problems

·         Review and analyze supporting documentation of financial transactions to ensure all required documents are accurate and complete.

·         Record financial transactions following appropriate authorizations. Review various accounts to detect irregularities.

·         Be a key point of contact for other departments, CoSMO Zonal office ,NECC and Donors on financial and accounting matters,

·         Help evaluate and monitor IDF financial management processes in accordance with policy and help strengthen capacity of partner in financial accounting and transactions.

·         Prepare various, periodic and ad hoc financial reports, as needed, and perform variance analyses to assist with decision-making and proper management of financial resources.

·         Perform assigned treasury (cash payment/receipt, cash forecast, etc.) duties, as long as segregation of duties is ensured.

·         Perform data entry for the recording of financial transactions after validation by the supervisor

NB: With the support of the IDF administrative assistant, carry out the following:

Property and Equipment Management Functions

·         Oversee the use and maintenance of the office equipment including the photocopier, fax, binding machine to ensure that they are in working and arrange for their repair and maintenance as needed.

·         Oversee proper running of utilities for the building such as electricity water and proper function of telephone lines.

·         Manage safety and security of the building and assets, and cleaning of the building

·         Consistently maintains inventories of all equipment and supplies in accordance with Donor’s regulations and/or organizational policies and procedures.

Administrative Functions

·         Assist in organizing meetings and trainings, taking notes and preparing minutes during internal meeting and external meetings.

·         Produce a range of documents including letters/email/memo ,staff employment contracts and presentations to a good standard by the required deadline

·         Support procurement processes, by ensuring segregation of duties and availability of proper documents for each step

·         Make sure Donor’s rules and regulations are known, understood, and implemented as an integrated part of quality improvement process when providing services.

·         Monitor general improvement of the organization including procedure manual based on audit findings, evaluation recommendations and feedback forms comments

·         Anticipate and identify risk issues and challenges and the most appropriate solutions to address them.

·         Plan and perform internal audits, control reviews and compliance assessments. Analyze results and provide recommendations to the leadership.

 Human Resource Functions

·         Process documentation and prepare reports to personnel activities (staffing, recruitment, training, grievances, performance evaluations etc)

·         Deal with employee requests regarding human resources issues, rules and regulations

·         Process payroll preparation

·         Carry out any task assigned by the line management

Typical Background, Experience & Requirements:

Education and Experience

·         Degree in Accounting, Finance, strongly preferred. Courses in accounting, or a qualification in accounting (CPA/ACCA or equivalent).

·         Minimum of two year’s accounting experience, preferably with an or local NGO, or a financial/banking institution.

·         Proficient in Microsoft office package

·         Knowledge in Tom2Pro will be a distinct advantage.

Personal Skills

·         Excellent analytical skills with ability to detect and report inconsistencies

·         Excellent organizational skills with great attention to detail

·         Ethical conduct in accordance with recognized professional and organizational codes of ethics

·         Proactive, resourceful, solutions oriented and results-oriented

·         Ability to work collaboratively

Required/Desired Foreign Language: Fluency in French, Professional Proficiency in English required
