Job Vacancy : Manager - Recruitment Onboarding, MTN Cameroon - Mobile Telecommunication Networks :

JOB DESCRIPTION
The Manager Recruitment & Onboarding supports all activities of recruitment right from - posting job requisitions, to scheduling job interviews, coordinating assessments and background checks, generating offers and initiating provisioning for new joiners. The role demonstrates customer service orientation and knowledge of Human Resource processes and related systems to perform responsibilities, operating as a liaison with candidates, employees and external vendor as applicable.
The role is also responsible for executing the performance management process, right from goal setting at beginning of the year to appraisals and performance calibration at the end of the year. The role is also responsible for executing learning initiatives in the OpCo, ensuring that all cohorts of employees receive relevant training as per requirement. Performs other duties as assigned by head of HR.
The Manager Recruitment, Onboarding & talent management reports to Manager HR Operations and is an individual contributor. The role maintains liaison with Group Human Resources team, as and when required

RESPONSIBILITIES
Key Deliverables

The Manager Recruitment, Onboarding & talent management will be accountable to achieve the following objectives:

Strategy Implementation

Abide by and execute the functional strategy cascaded by the functional lead
Assist in review of the functional strategy and roadmap, in collaboration with the functional lead, to ensure its alignment with the changing dynamics of the internal and external ecosystem
Governance

Strategic Meetings

Participate in strategic meetings, when required
Execute OpCo wide transformation initiatives, when required by the functional lead
Implement adequate risk mitigation and controls, with directions from the functional lead
Assist in the evaluation baseline of Service Level Agreements (SLAs) and KPIs, when required
Assist in the preparation of proposal on change initiatives SLA, policies and procedures, when required
Escalations

Escalate issues that will result in severe time, scope, productivity, and cost or resource impact to functional lead
Function Tactical

Execute projects initiated in the specific sub-function
Abide by the established objectives, targets and budgets for the sub-function, when required
Document identified key risks, issues and dependencies and set mitigation actions, with guidance from the functional lead
Prepare documentation required for sign-off on tactical changes
Performance

Ensure execution in alignment with divisional strategy
Reporting

Report on a daily basis to the functional lead relating to progress made within the work area and in accordance with the measurement metrics set by the organisation
Report on an ad hoc basis on specific projects, as required
Budgets

Abide by function’s budgets in line with business objectives
Abide by project initiative budgets in line with business objectives
Operational Delivery

The role is accountable for the following work area outcomes:

Strategy & Analytics, Budgeting, Data and Reporting

Execute policies, procedures and guidelines cascaded by the functional lead and ensure compliance with the same
Comply with the set governance mechanisms, under supervision from the functional lead
Evaluate the efficiency and effectiveness of Recruitment & Onboarding strategies and propose and offer suggestions for improvements
Recruitment & Onboarding Operations

Execute the end-to-end of recruitment and onboarding of candidates for the OpCo
Build and report on quarterly and annual hiring plans
Create and publish job ads in various portals
Collaborate with hiring managers across functions to set qualification criteria for future employees
Ensure adherence to the D&I requirements and targets as prescribed by Group DigiFin
Screen resumes and job applications and based on meeting of minimum criteria for a job, progress candidate on to the next stage of the selection process
Interview candidates and facilitate interviews with hiring managers
Track hiring metrics including time to hire, time to fill and source of hire
Design, distribute and measure results of candidate experience surveys
Create clear policies and employee handbooks that explain company operations to new hires
Prepare and distribute onboarding kits to new hires
Prepare and process paperwork such as contracts, non-disclosure agreements etc
Liaise with other functions (Eg- Technology) to ensure that new hires have technical assistance to properly set up work requisites such as software and hardware
Organize orientation programs at a periodic frequency (first week, first month, first quarter)
Address all new hire queries
Manage recruitment and onboarding for all expatriates following above guidelines
Ensure new employees’ data is properly stored in the HRIS, under guidance from the HR Operations Manager
Where required, escalate unsolvable issues to Manager HR Operations in a timeous manner
Other tasks and duties, as assigned
 

Performance Management

Execute end-to-end of performance management process in the OpCo, right from goal setting to KPIs and KRAs cascade, ensuring check-in conversations happen regularly and ensure talent reviews are objective and regular
Ensure implementation, compliance & adherence to the Performance Management Framework, policies, guidelines & processes defined by Group DigiFin HR  team and  MTN Group HR team as applicable
Work closely with other HR sub-functions to ensure performance management results determine offerings (Eg – rewards)
Maintain performance data on the HRIS system
Produce scheduled and ad-hoc reports pertaining to employee performance management, in line with group reporting mandates and collaborating with Manager Operations
Undertake all statutory and compliance reporting for performance management, and support audit activities as required
Participate in training line managers on conducting performance evaluations for subordinates
Develop CEO and leadership’s performance scorecards as per guidelines set by the Group remuneration Committee and take sign-off on the same
Use only Group mandated tools, methodologies and procedures for conducting performance management in the OpCo
Serve as point of contact for all performance management related issues and matters and timely resolve the same
Learning & Development

Develop and implement localized L&D programs, in line with global guidelines. Manage and curate learning content and engage with third party vendors, as required
Support the Head of HR in conducting training needs assessment for the OpCo, and ensure appropriate training types and curriculum are cascaded to the OpCo
Liaise with the group in implementing on learning & development initiatives as required and provide OpCo specific insights on improving training effectiveness
Where required, escalate unsolvable issues to Head of HR in a timeous manner
Other tasks and duties, as assigned

QUALIFICATIONS
Education:

Degree / diploma in Human Resources / Personnel Management or related field
Post Graduate degree in similar or related field is an advantage
Experience:

A minimum of 2 to 3 years’ total experience in Recruitment and/or onboarding is required
Experience in Fintech, banking or Telecom is preferred
Experience working in a global/multinational enterprise with a good understanding emerging markets is preferred
