Position: Head of the Drug unit (UMED)

SUMMARY OF THE SERVICE

The National Episcopal Conference of Cameroon (NECC) is the institution that represents all the Bishops of the Roman Catholic Church in Cameroon. It is a public juridical person whose mission is to continue to witness the love of Christ to all men so that they may have life in abundance (cf. Jn 10:10). In order to achieve its objectives in Cameroon, NECC runs the Catholic Organization for Health in Cameroon (OCASC). Its mission is to promote the integral health of man, especially the poorest, and to promote Catholic Christian ethics in the field of health. It also ensures the provision of health services to vulnerable populations and supports the communities, especially the most vulnerable. It guarantees the populations access to quality medication. It improves preventive, curative and promotes care and improvement of integral human health.

JOB SUMMARY

The Head of the drugs Unit is a pharmacist who is under the direct authority of the National Coordinator whom he replaces in the event of absence. He sits on the OCASC Commissions as a technical reference person for all matters relating to drugs and medical consumables; He collaborates in the financial aspects of the pharmacy sector with the Accountant of the OCASC.

Duties and responsibilities

Under the supervision of the National Coordinator of the Catholic Health Organization in Cameroon (OCASC), the Head of the Drugs Unit has the following responsibilities:

1. Day-to-day management of the Drugs Unit

·         Actively participate in the recruitment of staff working in his Unit;

·         Coordinate the activities of the various members of the Unit in direct relation with the National Coordinator.

2. Management of purchases of Drugs and Medical Consumables

2.1. Coordination of OCASC purchases

 

·         Prepare technical files for orders including tenders;

·         Perform the technical analysis of the offers received, which he forwards to the National Coordinator who is responsible for their validation.

·         Place orders duly validated by the hierarchy with suppliers and follow them; Take charge of updating the various documents necessary to carry out international orders (registration in the file of importers, derogations, exemptions, etc.)

·         Monitor customs clearance operations and relations with the freight forwarder;

·         Coordinate the technical aspects relating to the physical and official reception of the containers, the other responsibilities being reserved for the National Coordinator, General Controller and General Secretariat. Coordinate the sale of drugs to dioceses and other authorized customers.

2.2General technical tasks

·         Organize and supervise the activities of the Drugs Unit;

·         Ensure the establishment of a fluid and secure circuit of drugs and consumables, from the Central Purchasing Center to the supply of the depots of the Diocesan Health Coordinations;

·         Ensure inventory management according to good distribution and storage practices;

·         Ensure the accounting and financial monitoring of UMED;

·         Propose standardized management procedures and tools for medication management;

·         Coordinate the revision of the lists of essential drugs and medical consumables in circulation in the network;

·         Be responsible for the quality of drugs and consumables acquired by OCASC and make arrangements for quality control.

·         Coordinate pharmacovigilance;

·         Carry out the inventory every three months and draw up the list of drugs nearing expiry.

3. Information management

·         Put in place specific procedures and tools for collecting data relating to inventory management, distribution and dispensing of drugs;

·         Centralize the data it uses;

• Compile files concerning the pharmaceutical situation of each diocese.

4. Support for the management and training of dioceses

·         Develop a training program for the CDS and for the dioceses and train the CDS;

·         Assist the dioceses in the development and implementation of training programs in Catholic Health Formations (FSC);

·         Advise the CDS in the field of drug management both in the coordinations and in the FSCs;

• Develop during visits and stays in the dioceses, the relationship network between the Drugs Unit, the dioceses and the FSCs.

5. External relations

·         Represent the OCASC if necessary upon delegation from the hierarchy;

·         Ensure relations with the National Authorities Responsible for all aspects related to drugs;

·         In charge of looking for new suppliers, both national and international, which he has validated by the hierarchy before any collaboration.

MINIMUM QUALIFICATIONS

Education, qualification and expérience

• Hold a PhD in Pharmacy;

• Have already held a position as Head of the Drugs Unit for at least five (03) years;

• Be registered and up to date with contributions to the National Order of

Pharmacists;

Have a perfect knowledge of the National Drug Supply System (SYNAME) in Cameroon.

Knowledge of the national Catholic health system would be an asset.

·         Have good managerial skills. Ability to lead diverse/multidisciplinary teams; Have very good relationship management skills. Ability to build relationships with people at all levels, both internally and externally. Strategy in how to approach each relationship;

·         Be rigorous and have a sense of responsibility;

·         Have very good skills in strategy, analysis, systems thinking, problem solving, with the ability to see the big picture, exercise judgment and make sound decisions;

·         Be proactive, resourceful, solution-oriented and results-oriented;

·         Be dynamic, have the ability to innovate and develop a structure; Have moral probity.

·         Honest.

·         Able to build good relationships.

·         Open to continuous improvement and innovative.

·         The potential candidate is dynamic, responsible and reliable and has the ability to adapt to changing programme requirements.

·         Be determined and able to work under pressure, in a faith-based environment with a reliable ability to dialogue and work effectively as a team with senior staff from local and international institutions.

Language requirements: Must be bilingual with a working knowledge of English and French.

Travel required: National (25%) and international travel (as needed)..

KEY WORKING RELATIONSHIPS

Supervision: National Coordinator

Internal: Unit Heads, all CENC departments, National Office Units, Diocesan Coordinations, Health Units

External: Ministry of Health, other ministries and partners.
