Duties

 

The Maternal and Child Health Lead serves as the primary public health technical expert and agency point of contact for all activities related to pediatric and adolescent HIV treatment, care and support as well as prevention of mother-to-child transmission (PMTCT) of HIV, working under the supervision of the Associate Director of Clinical and Laboratory Services. Incumbent’s responsibilities include planning, implementing, coordinating, and monitoring HIV program activities for maternal and child health (MCH), including adolescents and PMTCT activities. Incumbent collaborates with various levels of public health stakeholders, conducts day-to-day program and administrative management and coordinates with other PEPFAR agencies to ensure project implementation addresses program strategic objectives and are aligned with internationally recognized public health standards and best practices. This management role requires public health technical leadership, results-oriented analysis, advocacy, and engagement with implementing partners, Ministry of Health (MOH), and other stakeholders.  The incumbent represents CDC on Maternal and Child Health issues at technical, policy and strategic planning meetings, including meetings with MOH, partner health organizations and other stakeholders.    

 

Qualifications and Evaluations

Requirements:

EXPERIENCE: At least five (5) years of mid-to-senior level public health experience in developing, implementing and evaluating Maternal and Child Health, HIV prevention and treatment programs or other relevant public health programs that involve coordination with an international agency or implementing partner is required.  One additional year of experience at the managerial level with multiple staff is required.


JOB KNOWLEDGE: Comprehensive knowledge of current HIV issues, prevention activities, management of people living with HIV in resource limited settings; community engagement, counseling and interventions, behavior change, testing, and treatment, particularly in antenatal settings, is required.  An in-depth knowledge of the range of maternal and child health programs, policies, regulations and precedents applicable to development and administration of national/international public health program is required. Detailed knowledge of the host government health care system and structures including familiarity with MOH policies, program priorities and regulations is required. Sound knowledge of Global Fund procedures and mechanisms is required. Good working knowledge of team management techniques to plan, organize and direct multi-disciplinary project teams and activities is required.  Good working knowledge of overall administrative requirements, budgeting and fiscal management for cooperative agreements is required.

Education Requirements:

Doctoral level degree: Doctor of Public Health (DrPH), Doctor of Medicine (MD), Doctor of Philosophy (PhD) or host country equivalent degree in medicine (MBBS or MBChB), public health, or epidemiology is required.

Evaluations:

LANGUAGE: Good Working Knowledge in English and French. This may be tested.


SKILLS AND ABILITIES: Strong oral and written communication skills are required to develop and maintain effective, sustainable working relationships with national and international working partners.  Ability to analyze, understand and discuss new program design, management and implementation approaches is required. Strong skills in interpretation of program monitoring and evaluation data are required.  This includes working with Strategic Information staff on the development of surveys, evaluation designs, use of reliable and valid instruments, and methods for data collection, analysis and reports.  The incumbent will be expected to exercise considerable ingenuity in applying PEPFAR guidelines to unique and different settings.  Considerable innovation to influence other partner organizations engaged in HIV programs to adopt strategies for program activities. Must have demonstrated skills in analysis of qualitative and/or quantitative data. Ability to readily analyze, understand and discuss new approaches to management of pediatric HIV. Experience in providing HIV clinical training and mentorship or other capacity building activities at an individual and group level. Skills necessary to write clear and concise documents, reports, program and policy guidelines, directives; skill and ability to orally present programmatic matters clearly to an audience. Intermediate user level of word processing, spreadsheets and databases is required. This may be tested.

SALARY: The annual gross salary includes: the Basic Rate, the Miscellaneous Benefits Allowance, and the End-of-the-Year Bonus.  Seniority Allowance is paid in accordance with local labor law. A Cashier allowance is paid for eligible positions.


MEDICAL BENEFITS: The U.S. Mission in Yaounde directly reimburse eligible employees for covered medical expenses incurred for them and/or eligible dependents, subject to the stated limits of the Local Compensation Plan.


LEAVE BENEFITS: Subject to the stated limits and rules of the Local Compensation Plan, employees are entitled to the following types of leaves: Annual Leave, Sick Leave, Maternity Leave, Special Leave.


HOLIDAYS: The U.S. Mission in Yaounde and the Embassy Branch Office in Douala observe American and Cameroonian public holidays, about 19 holidays per year.

The pay plan is assigned at the time of the conditional offer letter by the HR Office.
