The World Wide Fund for Nature (WWF) Cameroon is recruiting a Consultant to carry out
the mapping of actors involved in the restoration of TRIDOM Cameroon forest landscape.

We are looking for a Consultant to carry out the mapping of actors involved in the restoration
of TRIDOM Cameroon forest landscape.

1. Context and justification
Faced with the accelerated degradation of forests and land, the international community has
undertaken several actions to reverse the trends, namely: the Bonn Challenge and the AFR100
Initiative which are two examples of movements that promote forest landscape restoration as
a key ingredient in strengthening economies and building resilience to climate shocks, as well
as a climate change mitigation measure. Forest Landscape Restoration (FLR) is not just about
planting trees: it is about restoring an entire landscape and is defined as a process aimed at
regaining ecological functionality and improving human well-being in deforested or degraded
landscapes. FLR is a means of restoring, enhancing and maintaining vital ecological and social
functions, leading in the long term to more resilient and sustainable landscapes.
WWF, aware of the environmental, social and economic challenges of forest landscape
degradation, launched the African Forest Landscape Restoration Initiative in 2021. It brings
together nine (09) African offices to work with governments, local and regional partners,
indigenous peoples and local communities and the private sector to raise the profile of forest
restoration and scale up implementation of the African Forest Landscape Restoration Initiative
(AFR100) commitments.
The Initiative seeks to converge and, where possible, integrate the actions of government and
other partners not only towards a national discourse that presents forest restoration as an
economic, political and social solution to the current forest loss crisis, but also to lobby for

restoration.
The WWF Initiative vision supports fair and effective implementation in degraded forest
landscapes, mosaics and other degraded landscapes to achieve a restoration target of at least
13.5 million ha, or 35% of AFR 100 commitments by 2027. This target should not be seen in
isolation, but rather as supporting the implementation of ongoing activities by stakeholders,
including government, indigenous peoples and local communities, the private sector and civil
society.
As part of the implementation of activities to restore degraded forest landscapes, WWF
proposes to engage the services of a consultant to carry out a study on the mapping of
restoration stakeholders in the TRIDOM landscape.
2. Overall objective of the study
The overall objective of the study is to identify and characterize state and non-state actors
(government, CSO, private sector, communities, etc.) in the field of restoration of degraded
forest landscapes.
3. Specific objectives
Specifically, through this study, it involves:
· Identify and categorize actors involved in the TRIDOM landscape in terms of restoration of
degraded forest landscapes;
· Identify the nature of actors' interventions, their achievements and means mobilized;
· Make recommendations or suggestions enabling synergies of actions to be undertaken
with a view to better intervention.
4. Recommended methodology
Methodology for developing the cartography may combine:
· Documentary review of available data on the various identified actors working in predefined
themes and meeting set criteria;
· Field surveys, interviews with main actors, focus groups, semi-directed interviews with
different actors, interviews with main Informants;
· An evaluation of actions undertaken by identified actors, and any other necessary and
identified steps;
A more detailed methodology must be presented by the consultant.5. Missions expected from the consultant
The consultant must:
• Present to WWF a concept note describing methodology, execution schedule and an
indicative list of key actors potentially interesting to include in the mapping;
• Take charge of the work of a targeted research of the actors, oriented according to the
guiding questions previously formulated as well as the collection of data concerning them;
• Develop and propose to WWF the summary and structure of the mapping report for
validation;
• Finalize the mapping and report which must be validated by WWF;
• Cooperate and coordinate with WWF and make any necessary changes to the report;
• Present the map developed during a restitution and validation meeting.
6. Expected result and deliverables
Result :
 WWF CCO has a mapping and global analysis of catering players in TRIDOM
landscape, meeting the criteria developed in these terms of reference.
Delivrable :
a. A concept note describing the methodology, the execution schedule and an indicative
list of potentially interesting key actors to include in the mapping;
b. Final report with finalized cartography in French and English
- Annexes concerning actors mentioned
- List of resource persons for actors identified and mentioned (with names and contacts).
7. Duration
The duration of the mission is twenty (20) working days from the date of signature of the
contract.
8. Requested profile
Academic profile
• Master's degree in agronomy, environmental sciences, climate sciences, or in an
equivalent field.
Technical skills and professional experience:
• Minimum five (05) years of professional experience in the field of natural resource
management, agricultural development and climate change adaptation and/or mitigation
policies;
• Excellent command of written and spoken French and English;
• Computer skills especially in cartography (an asset).
9. Application file
The application file (in PDF format) must be submitted in French or English and will include a
technical offer and a financial offer:
 Technical offer
The technical offer must include the elements listed below:- A summary note of the understanding of the terms of reference, including the proposed
methodology;
- The planning for carrying out the mission;
- The consultant's updated CV;
- A completed and signed declaration of integrity to be collected from WWF Cameroon.
 Financial offer
The financial offer for the service must be submitted, in FCFA including all taxes.
NB: Please note that the financial offer must include any possible expenses linked to
this mission.
10. Offer evaluation criteria
Proposals will be evaluated on the basis of technical and financial criteria. The technical offer
must be based on the terms of reference. The experience and technical capacity of the bidder
will count for 70% and their evaluation will be based on the following:
- Proposed methodology for carrying out the intervention;
- Proposed timetable;
- Experience of the bidder and his knowledge of the field and the restoration of degraded
forests and landscapes;
- Proposed pre-list of some of the most interesting players to consider.
The financial offer will count for 30% of the final grade.
