Commodity Supervisor

Global Health Supply Chain- Procurement Supply Management Cameroon


The purpose of the Global Health Supply Chain– Procurement and Supply Management (GHSC-PSM) Program is to ensure uninterrupted supplies of health commodities in support of United States Government (USG)-funded public health initiatives around the world. The project provides direct procurement and supply chain management support to the President’s Emergency Plan for AIDS Relief (PEPFAR), and the President’s Malaria Initiative (PMI). In supporting USG-funded global health activities, GHSC-PSM will develop and manage a wide array of services for health commodity procurement and related systems strengthening technical assistance encompassing different elements of a comprehensive supply chain. 

At the country level, GHSC-PSM supports country strategies and priorities that fall under the following three project objectives:

  • Global Commodity Procurement and Logistics
  • Systems Strengthening Technical Assistance
  • Global Collaboration to Improve Long-Term Availability of Health Commodities


Purpose of the position

Under the supervision of the Deputy Country Director – TO1, the Commodity Supervisor, in coordination with the Warehousing and Distribution Advisor and the region-based logistics advisors, is the lead for tracking and accounting PEPFAR, GF and GRC commodities as they move from CENAME to 319 PEPFAR-supported ART sites via 10 RFHP. He or she will manage upstream and downstream commodity accounting as well as liaison with the region-based GHSC-PSM staff for commodity data coming from the RFHP and the 3PL.

  • To maintain accurate commodity accounting records of all commodity movement including receipts, dispatches, distributions and losses.
  • Manage all tracking procedures to ensure all HIV commodity transactions supported by GHSC-

PSM are accounted for in compliance with established internal systems 

Specific responsibility

  1. Track all PEPFAR commodities delivered at CENAME, comparing Goods Receipt Note (GRN) to waybills and other shipping documents
  2. Keep track of HIV commodity movements from CENAME to RFHPs including delivery schedules, dispatch and delivery statuses
  3. Work closely with the Sr. Inventory Management and Distribution Advisor and the Regional Logistics Officers to gather and centralize physical copies of the orders by PEPFAR-supported sites, distribution plans from RTG/HIV, and the Regional Fund waybills/Proof of Deliveries (POD) from deliveries completed to PEPFAR-supported sites.
  4. Lead efforts to electronically capture transactional data from orders by PEPFAR-supported sites, distribution plans and waybills/POD.
  5. Maintain core commodity records and files including waybills/POD, distribution plans, and copies of PEPFAR-supported site orders and ensure their correct filing.
  6. Ensure all reporting deadlines are met, data updates from different regions are received and consolidated on a timely manner.
  7. Ensure data integrity and prepare accurate and reliable statistical analysis as required by the project management.
  8. Produce weekly, monthly, and quarterly commodity reports required for internal and external audiences including USAID 9. Perform any other duty as requested by the Deputy Country Director or his/her designee.



  • Bachelor’s degree in statistics, accounting, business, IT, Computer Science, or logistics. Advanced degree preferred 
  • At least 3 years of relevant work experience. Experience in health commodity supply chain or logistics is preferred.
  • Knowledge of warehousing, transport, and shipping is an added advantage.
  • Strong analytical skills and have a very good level of use of electronic data analysis tools (spreadsheets, statistics packages, etc.).
  • Experience preferably with international organizations in handling logistics and commodity tracking and accounting.
  • Proven ability to work as part of a multi-disciplinary team
  • Excellent interpersonal skills and demonstrated ability to interact professionally with a diverse staff, clients and stakeholders.
  • Demonstrated competence to assess priorities and manage a variety of activities in a time- sensitive environment and meet deadlines with attention to detail and quality.
  • Fluency in French is required. Fluency in English is preferred.
  • Ability and willingness to travel to different regions of Cameroon


  • The Commodity Supervisor will report directly to the Deputy Country Director – TO1
