JOB DESCRIPTION

Overview of GGH LLC:

The Georgetown University Center for Global Health Practice and Impact (CGHPI) serves countries to improve their population health and wellbeing and to safeguard against health-related threats by advancing the use of evidence and human-centred enterprise architecture on the path towards achieving equity and social justice. To achieve this mission, we catalyse the uptake, spread, and implementation of innovations; triangulate data from different sources, and tailor visualization of the information for each audience; design and implement integrated service delivery models; support communities of practice to inform policy and practice through efficient data use and horizontal and vertical collaboration; disseminate best practices and evidence globally through open source learning networks; build global, collaborative, multi-disciplinary, and interprofessional networks; undertake research that is informed by local needs; and invest in local leadership to own, provide oversight, and sustain implemented interventions. Georgetown University, through CGHPI, is managing an award received from U.S Centers for Disease Control and Prevention (U.S. CDC) through funding from the U.S President’s Emergency Plan for AIDS Relief (PEPFAR) to support HIV response efforts in Cameroon for achievement of HIV epidemic control to implement a program titled SCORE.

Position Title:      District HIV Program Advisor, SCORE Project Cameroon

Reports to: Integrated Service Delivery Improvement Advisor _Georgetown
Location of Work: Centre and East Region
Position Summary: The District HIV Program Advisor will provide technical leadership and support for the implementation of comprehensive HIV prevention, care, and treatment services at the district level within the SAFECARE-Cameroon project. This role involves providing technical leadership, collaborating with local health teams, and ensuring the integration of HIV services with broader health programs at the district level.


Specific Duties:
Program Planning and Implementation:
Collaborate with district health teams to develop and execute strategic plans for HIV prevention, care, and treatment services.
Ensure alignment of district-level HIV programs with national and international HIV strategies and guidelines.
•  Technical Assistance:
Offer technical support and guidance to health facilities to enhance the quality and effectiveness of HIV service delivery.
Identify best practices and innovative approaches to improve HIV services based on current evidence and emerging trends.
•  Service Integration:
Facilitate the integration of HIV services with other health programs, such as maternal and child health, tuberculosis, and sexual and reproductive health, to provide a holistic approach to patient care.
•  Data Analysis and Solutions:
Collect, analyze, and interpret district-level HIV data to identify gaps in service delivery and program performance.
Develop evidence-based recommendations and action plans to address identified issues and optimize program impact.
•  Community Coordination:
Work closely with community-based organizations to enhance local HIV prevention, education, and care initiatives.
Strengthen partnerships with local stakeholders to support community engagement and ownership of HIV programs.
•  Capacity Building:
Design and conduct training sessions for healthcare workers and community volunteers to build their capacity in HIV care and program implementation.
Provide ongoing mentorship and support to enhance the skills and knowledge of program staff.
•  Program Monitoring and Improvement:
Monitor and evaluate program performance against established targets and indicators.
Develop and implement strategies to address performance gaps and improve program outcomes.
•  Reporting:
Prepare and submit regular reports detailing district HIV program activities, achievements, challenges, and outcomes.
Ensure that reports are accurate, timely, and aligned with donor and organizational requirements.

Qualifications, Skills and Specification

•  Education:
Master’s degree in Public Health, Epidemiology, or a related field is required.
•  Experience:
A minimum of 5 years of experience in managing HIV programs at the district or regional level.
Demonstrated experience in implementing and overseeing HIV care and treatment programs.
•  Technical Skills:
In-depth understanding of the HIV care continuum, including prevention, treatment, and support services.
Familiarity with PEPFAR (President’s Emergency Plan for AIDS Relief) programmatic approaches and reporting requirements.
Proficiency in health systems strengthening, capacity building, and quality improvement methodologies.
•  Data Skills:
Strong skills in data collection, analysis, and interpretation.
Ability to use data to inform decision-making and drive program improvements.
•  Stakeholder Engagement:
Proven ability to work effectively with a diverse range of stakeholders, including government officials, health practitioners, and community leaders.
•  Language Skills:
Fluency in French is required.
Working knowledge of English is preferred.
•  Personal Attributes:
Strong leadership, communication, and interpersonal skills.
Ability to work independently and as part of a team.
Excellent problem-solving abilities and a proactive approach to addressing challenges.
