Organizational Setting and Work Relationships

The Assistant Livelihood and Economic Inclusion Officer will support in operationalizing the strategic vision to align livelihoods and economic inclusion efforts with the Global Compact on Refugees (GCR), which underscores the need to mobilize additional actors and to adopt a whole-of-society approach to strengthen refugee self-reliance and help ease pressure on host countries. Promoting economic inclusion of refugees is a key development area that will enable the achievement of these objectives and contribute to the 2030 Agenda's Sustainable Development Goals.

Leveraging the growing global momentum, UNHCR is working to translate the objectives of the GCR into impactful results for persons of concern (PoC). Contributing to this global roll-out of the GCR, the Assistant Livelihood and Economic Inclusion Officer, with support from the Livelihoods and Economic Inclusion Unit in the Division of Resilience and Solutions (DRS), contributes to the following objectives:
      1) improve the enabling environment for refugees to work through advocacy on the right to/at work, access to economic
          opportunities and service;
      2) seek new and strengthen existing partnerships including with the private sector, development actors, government institutions and
          specialized agencies to advance economic inclusion of refugees; and
      3) enhance ongoing livelihoods and economic inclusion programming through evidence-based and market-driven approaches to
          improve economic inclusion outcomes.

The Assistant Livelihood and Economic Inclusion Officer should be proactive, always looking for new opportunities and persuasive in mobilizing donors and new partners around new models of economic and social integration. Within UNHCR, the Assistant Livelihood and Economic Inclusion Officer will work under the supervision of the head of livelihoods and closely with multi-functional teams on matters including but not limited to protection, education, cash, partnerships, research and analytics, GBV, solutions, complementary pathways and more. S/he will support the office's involvement with livelihoods and economic inclusion, working with relevant external stakeholders from government line ministries, development actors, private sector, UN agencies, international organisations, NGOs, research institutions and universities.

Duties
- Explore partnerships to facilitate the economic inclusion of refugees, such as line ministries, private sector and development actors in accordance with UNHCR Global and Country level policies, priorities, and strategies, in particular the Global Compact on Refugees. This includes advocating with public and private sector services providers to include UNHCR PoC in supporting services (business development, micro-finance, training, saving accounts, poverty alleviation and social protection, etc.).
- Work with the multi-functional team, more specifically with the Protection Unit, support the assessment of the legal framework for the right to work and rights at work and recommend/implement advocacy initiatives and policy reform to improve UNHCR PoC¿s economic inclusion, rights and access to work.
- Build on UNHCR databases to support regular information sharing and coordination among different humanitarian, developmental and governmental stakeholders. This includes supporting the implementation of socioeconomic and wealth ranking surveys utilising community-based strategies to inform targeting, monitoring and facilitation of development programmes.
- Conduct necessary assessments in collaboration with relevant private and public stakeholders, including impact assessments on local economies and surveys that help to identify investment and funding opportunities that enhance the economic inclusion of UNHCR PoC.
- In case UNHCR is implementing specific livelihoods activities, work closely with and provide technical assistance on livelihoods interventions to help ensure they are market-based, and that the role of UNHCR has been strategically determined in consideration of its comparative advantage vis-à-vis other partners.

Experience in facilitating the economic inclusion of vulnerable and marginalized groups in collaboration with internal and external stakeholders, ideally in varied field contexts. Experience in working in partnership with private sector, NGOs, UN organisations, development actors, and government authorities in sub-sectors relevant to livelihood programming e.g. financial inclusion, employment, entrepreneurship, private sector development, local economic development, poverty reduction, agriculture, livestock, vocational and technical education and training, etc.

Desirable
Knowledge about latest development in the livelihoods sector, including broader UN processes on the SDGs and the Global Compact on Refugees.

Operational Context

La Région de l¿Extrême-nord abrite 561 480 PoCs soit 116 105 réfugiés nigérians (soit 67 353 réfugiés vivant au camp de Minawao et 48 752 réfugiés hors camp), 321 886 PDIs et 123 489 personnes retournées.  Avant la crise de Boko Haram, l¿Extrême-Nord était déjà la Région la plus pauvre du CAMEROUN, avec 74.3% de la population vivant sous le seuil de pauvreté (la moyenne nationale du taux de pauvreté étant de 34.5%). Mais la survenue du conflit entraînant la fermeture des frontières a considérablement affecté l¿économie locale en affaiblissant le tissu commercial local, en appauvrissant des milliers de commerçants qui dépendaient des échanges avec le NIGERIA et empirant la situation économique déjà précaire des habitants de cette Région écologiquement fragile. En outre, bien que la Région regorge de nombreuses des potentialités économiques, les variations des conditions climatiques ne favorisant pas un très bon développement des activités agricoles et d¿élevage. La réduction du couvert végétal et l¿assèchement des mares d¿abreuvement, l¿insuffisance des moyens de production notamment l¿accès aux terres agricoles, la maîtrise de l¿eau, le faible niveau de revenus des ménages limitant leur capacité d¿entreprenariat, la faible offre de formations professionnelles/vocationnelles et le manque d¿accès des POCS aux institutions de micro finance laissent le niveau d¿autosuffisance des populations très faible, avec une rude compétition autours des ressources disponibles.

La compétition autour des ressources naturelles ne se fait pas souvent sans conflit. Le 10 août 2021 dans la localité de Missiska, arrondissement de Logone Birni, la tension est montée après que les Mousgoum (pêcheurs et agriculteurs) aient érigé des canaux de pêche dans une mare utilisée par les Arabe Choa(eleveurs) pour paître leur bétail. Il s¿en est suivi une bagarre qui s¿est généralisée à coups de machettes, de bâtons et de flèches. L¿affrontement sanglant qui a ainsi opposé les deux communautés a engendré de vastes mouvements de populations et des besoins important de protection et d¿assistance humanitaire. Près de 11000 camerounais auraient traversé par le fleuve Logone pour s¿installer dans la localité de Oundouma, au Tchad. En interne, 12559 personnes déplacées internes sont parties de 40 villages et installées dans les points de convergence de Logone Birni centre, Zimado et Kousseri. 35 villages arabes (87%), et 5 villages Mousgoum ont été ainsi vidées de leurs populations.

Aves les différents efforts des autorités pour ramener la sécurité et quiétude, les populations ont commencer les mouvements de retour dans les différentes localités. Il y a lieu dès lors de les accompagner à reconstituer les moyens de subsistance en vue d¿une paix durable dans la localité.

C¿est dans ce cadre que le Livelihood Officer(NOA)  sera essentiel à Kousséri pour opérationnaliser la vision stratégique visant à faciliter la reconstitution/réorganisation des moyens de subsistance  des populations concernées. Il/elle favorisera les opportunités de subsistance pour les populations en contribuant à une meilleure cartographie des potentialités en termes de production agricole, halieutiques, et d'élevage ainsi que d'autres activités de subsistance appropriées. Il / elle interagira avec les parties prenantes, avec un mandat spécifique de réorganisation de la conduite des activités de subsistance, de manière a ce que les antagonismes évidents des activités des deux groupes ne soient plus des sources de rancœurs permanentes qui ont caractérisé les relations entre les deux groupes. Il/elle plaidera auprès des autorités nationales pour permettre une meilleure définition des couloirs de transhumance et leur respect, ainsi qu¿une meilleure réorganisation des activités de pêche et d¿aquaculture dans la zone. Il devra proposer et mettre en œuvre des techniques et technologies plus avancées de productions avec des rendements conséquents (étangs piscicoles, aires aménagées de pâturage, agroforesteries, etc.) afin de limiter les situations conflictuelles et renforcer la coexistence pacifique.   

En outre, il s'appuiera sur les bases de données du HCR pour soutenir le partage régulier d'informations et la coordination entre les différentes parties prenantes humanitaires, de développement et gouvernementales. Cela comprend le soutien à la mise en œuvre d'enquêtes socio-économiques et de classement des richesses en utilisant des stratégies communautaires pour éclairer le ciblage, le suivi et la facilitation des programmes de développement.
