AVIS DE RECRUTEMENT.

Dans le cadre de la mise en œuvre de ce projet dans le site de Douala, Bamenda et Kribi, Bertoua et Ngaoundéré, CARE AND HEALTH PROGRAM en tant que sous bénéficiaire de la subvention collabore avec le Comité national de lutte contre le VIH/Sida, le Ministère de la santé, les partenaires cliniques, les organisations communautaires et d’autres parties prenantes pour renforcer les capacités de l’intervention nationale, régionale et communautaire. CHAMP a les objectifs suivants :  (1)   Renforcer la compétence  technique des partenaires dans la conception et la gestion des programmes des populations clés et la prestation de services pour l’augmentation du  CoPCT, (2) Créer un environnement favorable et (3).assurance de la qualité / amélioration de  la qualité,   et systèmes de suivi et  d’évaluation. A cet CARE AND HEALTH PROGRAM est à la recherche des personnes motivées et engagées telle que décrit dans les postes ci-dessous pour faire partie de l’équipe du  CHAMP.  

 

1) Titre du poste : Program Manager

CDD : 3 mois d’essai Renouvelable après évaluation.

Lieu : Yaoundé

Durée : 12 Mois

Sous la supervision du Directeur du projet, Il/Elle sera en charge de la coordination et de la mise en œuvre des activités du terrain du projet CHAMP

 Avec le soutien des coordonnateurs de site, il / elle veillera à ce que les clients aient effectivement accès aux services de dépistage et de conseil, de soins, de traitement et de soutien relatifs au VIH / SIDA adaptés aux clients, y compris la santé sexuelle et reproductive, la planification familiale, la tuberculose, violence sexiste, juridique, psychosociale, toxicomanie, etc., aux niveaux de la communauté et des établissements de santé. Il / elle s'assurera également que les clients reçoivent des conseils d'observance, des messages et un suivi des clients, une gestion de cas et une rétention dans les soins.

Notice of Recruitment : PROGRAM MANAGER

A. BACKGROUND

 

Cameroon has among the highest burden of HIV in West and Central Africa (4.3% among average risk reproductive age adults – DHS 2011). High HIV prevalence is associated with high-risk sexual behaviors such as inconsistent use of condoms and lubricants and a high rate of sexually transmitted infections (STI). Stigma and discrimination have further marginalized key populations limiting their access to life-saving services such as anti-retroviral therapy (ART) and reducing the country’s ability to control the HIV epidemic.

 

The national response is led by the National AIDS Control Committee (NACC), which coordinates implementation of the National HIV/AIDS Strategic Plan 2011- 2015. This policy aims to reduce HIV and STI-related morbidity and mortality and alleviate its socioeconomic impact on the development of Cameroon. Among strategic approaches, the plan stresses improved access to prevention, care and treatment for key populations.

 

U.S. Government (USG) commitment for the response is articulated in the 2012 “PEPFAR Blueprint: Creating an AIDS-Free Generation”. Among various USG agencies supporting the response, the United States Agency for International Development (USAID) focuses on combating the spread of HIV/AIDS through five key activities: HIV prevention in Most-At-Risk Populations (MARP) or key affected populations; care and support to children affected by AIDS; strengthening the national pharmaceutical management system; technical assistance to programs funded by the Global Fund; and operational research in the area of HIV prevention.

 

The USAID-funded Continuum of Prevention, Care, and Treatment (CoPCT) for HIV/AIDS with Most-at-risk Populations (CHAMP-Cameroon) is a five-year program with a total estimated cost of $18.8 million. Initiated in April 2014, CHAMP has the following objectives: (1) technical competence of partners in key populations program design and management using the CoPCT increased, (2) enabling environment for key populations HIV/AIDS programming strengthened, and (3) quality assurance/quality improvement, and monitoring and evaluation systems in the CoPCT strengthened. These efforts will expand service coverage in four focus regions and generate data for evidence-based programing. The program will employ a continuum of care approach, linking clients with community-and facility-based interventions. It will also strengthen the policy environment to support client-friendly services and appropriate social protection and advocacy.

 

B. POSITION LOCATION

The Program Manager will be a member of the CHAMP team based at the CHP office in Yaoundé. The Incumbent will report to the Project Director. Position is full time and will be based in Yaounde 

 

C. SPECIFIC DUTIES AND RESPONSIBILITIES

Under the supervision of the Project Director, the Program Manager is in charge of:

Technical (20%)

1. With Site Coordinators’ support, he/she will ensure that clients effectively access client-friendly HIV/AIDS testing and counseling, care, treatment, and additional support services, including sexual and reproductive health, family planning, TB, sexual- and gender-based violence, legal, psychosocial, substance use, etc., at both community and health facility levels. He/she will also ensure that clients receive high quality adherence counseling, client messaging and tracking, case management, and retention in care support.

2. The Field Operations Manager will work closely with CHAMP’s technical leads to ensure that clients receive appropriate prevention, care and treatment services, including: linkage with prevention outreach, access to condoms and lubricants, information, education, and communication material; treatment of opportunistic infections, sexually-transmitted infections (STIs), HIV diagnostics, TB diagnosis and treatment (and TB-HIV program linkage), palliative care, psychosocial care and supports.

3. S/he will keep abreast of emerging data concerning referral, linkage to care, and retention in care, and will provide guidance and advice to colleagues and implementing partners. 

Program Management (20%)

1. Conducts regular site visits and works closely with the CHAMP Site Coordinators to ensure that activities are being implemented on time and as planned. Based on information collected during field visits, s/he communicates findings and recommendations for strengthening activities to the DCOP-Programs, other senior technical leads, and broader CHAMP team, implementing partners as appropriate. 

 

 

2. Help partners develop sustainable strategies, provide direction and capacity strengthening, reach agreement on follow-up actions, and follow through to ensure they are effectively carried out. S/he will work with closely with Site Coordinators and Field actors to ensure various program activities are evidence-based, best practice or theory-driven, and that partners use the latest evidence-based intervention guidance. S/he will assist implementing partners to understand compliance with all relevant Cameroon, WHO, USAID and PEPFAR regulations and procedures. 

3. Develop with the Technical Leads, Site Coordinators and Implementing Partners an annual / quarterly work plan and reporting in collaboration with the MEAL Specialist under the leadership of the DCOP - Programs. S/he also contributes to drafting narratives of quarterly, semi-annul and annual reports, relevant presentations, and briefing papers. 

Coordination (20%)

1. Ensures the roll out and implementation of various program interventions/strategies across the different program areas such as prevention, care, treatment, monitoring and evaluation.

2. Supports Site Coordinators to assist in and guide implementing partners (IP) monthly planning meetings and validates the monthly action plans.

3. In collaboration with the technical leads organizes monthly coordination meetings between DICs and other stakeholders

4. Synthesizes and validates Site Coordinators’ reports from Implementing Partners’ weekly debriefing meetings 

5. Supports Site Coordinators and follows-up CBO partners in implementation of their action plans

6. Participates in program design meetings, which include planning, implementation, monitoring and evaluation

7. Oversees planning and implementation of all events at CHAMP sites, including the logistics for trainings, meetings, visits etc.

8. Informs the DCOP- Programs of any attempted fraud, fraud, corruption or misuse of resources from implementing partners

 

Coaching and Technical Support (10%)

1. Provides supportive supervision of Site Coordinators’ planned activities and takes corrective measures 

 

2. Participates in the identification of gaps and proposes training themes for strengthening the technical and organizational capacities of team members and IP

Monitoring and Repoting (10%)

1. Contributes to the capitalization of results and good practices of the project. 

2. Assists in the monitoring of quality services by making sure all services are offered based on established Standard Operating Procedures and service delivery tools 

3. In collaboration with Site Coordinators, M&E and finance team, ensures the respect of technical and financial deadlines for reports submission by IP 

4. Provides regular feedback to Site Coordinators and Technical Leads on CBOs’ technical performance and follow recommendations

 

Quality Assurance/Quality Improvement (10%)

1. Contributes to the capacity assessment of IP and follow-up on the capacity development plans

2. With Site Coordinators’ support, provides coaching and support towards the improvement of services based on various quality assessment visits such as: QA/QI, SIMS, External Evaluators

3. Contributes to non-stigmatizing service provision through regular visits, on-site supervision and feedback from clients.

 

Procurement and Supply Chain management for HIV/AIDS commodities and drugs (10%)

1. Ensures that prevention and HTS supplies and all related commodities are timely supplied to DICs

2. Ensures the tracking of all commodities put at the disposal of CBOs to be distributed to clients

3. Forecasting for ARVs, STI drugs, Laboratory reagents and equipment’s for ART delivery and STI/PrEP/HIVST service completed 

4. Support to supply chain management provided by subcontracting logistic company and participation in logistics task force. 

5. Technical assistance provided to inventory and supply chain management officers for obtain of HIV/AIDS drug and commodities. 

6. Work closely with PSM and Chemonic 

 

D. DESIRED MINIMUM QUALIFICATION AND COMPETECIES

Education: Master’s Degree in Public Health, health policy, or behavioral or social sciences or a Bachelor’s degree in a related field with significant field experience.

Experience: A minimum of 3 years’ experience implementing HIV/AIDS prevention programs in Cameroon or in Central/Western Africa among key populations. This includes experience working with an international agency, host government or implementing partner, with demonstrated increased responsibility for activity management and design. Experience should demonstrate ability to manage and coordinate with community-based organizations, public sector entities, and bilateral and multilateral donors.

Language Proficiency: Strong communication skills, verbal and written; Written and oral fluency in French language is required. Fluency in written and oral English is an asset. 

Knowledge:  Comprehensive knowledge of HIV/AIDS epidemiology and current strategies for behavioral, biomedical and structural prevention is required. Knowledge about HIV/AIDS care and treatment is preferred. The candidate must have thorough knowledge of HIV/AIDS program design, implementation and evaluation.

Skills and abilities:  Strong interpersonal and leadership skills, including the ability to work effectively on a team and to lead a team. The incumbent must be able to plan, implement, monitor and advocate for programs and beneficiaries. S/he must have strong management skills and time-management competency in order to prioritize and manage several activities simultaneously.

Promotes a learning environment in the office. Promotes a learning environment in the office – empowers staff to address their development needs and promotes an open atmosphere of mutual feedback and support.

 Manages for results. Translate strategic aims into achievable plans to achieve quality results, with established priorities, monitor them, making periodic adjustments as required. 

 Manages complex relationships. Promote team and relationship building in the context of HIV/AIDS and Key populations in light of difficult partnerships in a complex/crisis site. 

 

Good working knowledge of information technology.

 Strong planning and analytical skills.

 

E. POSITION ELEMENTS

 

1. Supervision received: The Program Manager works under the general supervision of the DP. The latter and the incumbent will review roles and responsibilities together, set goals, objectives, expectations and results to be achieved. The incumbent will be expected to seek advice and assistance as required. 

 

2. Exercise of judgment:  Good judgment is required to analyze, interpret, and adapt prior experience, particularly as guidelines are updated and new activities developed. Within a range determined by the incumbent and superiors, the incumbent exercises independent judgment in planning and follow-up of actions and assignments. The incumbent works with some level of independence.

 

3. Nature, level, and purpose of contacts: The incumbent will be expected to dialogue with the 04 site coordinators.
