Background

UN Women, grounded in the vision of equality enshrined in the Charter of the United Nations, works for the elimination of discrimination against women and girls; the empowerment of women; and the achievement of equality between women and men as partners and beneficiaries of development, human rights, humanitarian action and peace and security.

In Cameroon, UN Women is implementing its New Strategic Note for the period 2022-2026, which focuses on four impact areas (Governance and Participation in Public Life; Economic Empowerment and Resilience; Ending Violence Against Women and Girls; Peace and Security, Humanitarian Action and Disaster Risk Reduction). This Strategic Note is operationalized through Biennial work plans.

Specific to Women Economic Empowerment, UN Women Cameroon CO has been funded by the Government of Cameroon to implement a project ‘Ring Road and Gender’ that seeks to Improve the productivity and reduce time and labor burdens of women, promote opportunities for women farmers to participate in, and move up the green value chain, develop context specific, affordable and scalable learning, entrepreneurship and employment pathways for empowering women living along the ring road. The project is located in six departments of the Northwest Region and includes several connections to the Nigerian border, notably from Misaje. It is structured around the four components, namely (i) road works; (ii) related facilities and support for women and youth; (iii) institutional support; and (iv) programme management and coordination.

Reporting to the Project Officer, the Project Associate works with and provides support to the members of the Project Team in the development and implementation of effective project consistent with UN Women rules and regulations.  The Project Associate provides programme, administrative, and logistical assistance to the team for the smooth project implementation.


Duties and Responsibilities

1. Provide administrative and logistical support to the implementation and management of Ring Road project

Provide administrative support in the preparation of project work plans, budgets, and proposals on project implementation arrangements, including tracking the delivery of funds;
Provide administrative support to the executing agencies / responsible parties on routine delivery and reporting of programme supported activities and finances;
Provide administrative support for the audit of the project and support implementation of audit recommendations;
Identify sources, and gather and compile data and information for the preparation of documents, guidelines, speeches and position papers, in collaboration with the team.
2. Provide administrative support to the financial management of the Project Unit

Create projects in Quantum, prepare budget revisions, revise project awards and status; and determine unutilized funds and the operational and financial close of a project;
Provide administrative support in monitoring and preparation of budget and the finances of the project, and in the preparation of FACE forms;
Prepare invoices for development projects;
Process payment for consultants, as deleaged;
Create requisitions in Quantum for development projects; register good receipts in Quantum.
3. Provide administrative support to the Project Unit

Undertake all logistical, administrative and financial arrangements for organization for meetings, workshops, events, and missions;
Make travel arrangements for the Programme Team, including travel requisitions and claims;
Draft minutes in meetings, as delegated;
Assemble briefing materials and prepare power-point and other presentations, in collaboration with the Project team;
Organize and coordinate filing of documents; maintain mailing lists.
4. Provide programmatic support to the project unit

Support the project Unit on the identification and selection of women’s organizations/potential partners;
Support the Project Unit on the capacity building of women’s cooperative related to the relevant thematic.
Support the project Unit on the follow-up of activities in the field.
Contribute to the quarterly as well as annual reporting (activities and financial);
Provide support on the planning /organization of the joint field missions with partners
5. Provide administrative support to resource mobilization

Organize, compile, and process documentation and information from donors, and project team as inputs to various databases and documents.
6. Facilitation of knowledge building and knowledge sharing

Provide administrative support to the organization of training for the office staff and partners on programme and operations related issues.

Full compliance of administrative activities with UN Women rules, regulations, policies and procedures;
Timely and accurate tracking of data for Country Office management and donor purposes;

Required Skills and Experience

Education and certification:

Bachelor’s degree in Business, Public Administration or social sciences
Experience:

At least 5 years of progressively responsible experience in administrative or project implementation support;
Experience in working in a computer environment using multiple office software packages;
Knowledge of Gender/Women issues
Experience in working with United Nations
Experience in the use of Quantum is an asset;
Experience in supporting a team is an asset.
Knowledge of project implementation area is an asset.
Language Requirements:

Fluency in English  is required;
Knowledge of the other UN official working language is an asset.
Being able to speak the local language would be an asset
