The Information and Technology Coordinator’s purpose is to coordinate and provide technical support for users; and to manage and administer local ICT infrastructure and corporate systems; to provide technical ICT4D support to project/program team by selecting or designing and implementing ICT4D solutions, as well as providing capacity building on the use of these solutions.  

Dimensions of the Role

Main Responsibility

The activities the position is responsible for include:

ICT/ICT4D operational plans
ICT disaster recovery plans within the business continuity plan
Plan and manage technical services ensuring adherence to all corporate standards and processes
 Information Security plan for IT/ICT4D for data and devices.
ICT for development and Business in-country (Digital technology for development and business)


Coordinate and provide support for IT operations (ICT4Ops)
Provide IT operational plans for the continuous delivery and operation of Information Systems
Implement IT disaster recovery plans within the business continuity plan to ensure timely and effective restoration of the IT services in the event of disaster
Coordinate the support for technical operation of organizational IT applications and systems including but not limited to Plan’s online systems (SAP, HRIS, ChildData, ...), Plan’s online services (Planet, Email, Workplace, Microsoft Teams, ...), Plan International Cameroon’s local systems (SAGE PAIE, TOMPRO, LOGEMA, KRYSTAL DMS, …), MS Office, Desktop OS, Server OS and mobile/remote users.
Plan and manage technical services ensuring adherence to all corporate standards
Implement the system security and organizational compliance, processes and procedures are in place and properly maintained
Facilitate information management and usage
Install and upgrade computer systems and networks in line with global operations standards
Availability and reliability of the ICT infrastructure, applications and connectivity
Maintain internal/external agreed levels of service provision and service levels
Perform proactive tasks for ICT infrastructure and corporate applications maintenance
Provides first line support, advice and solutions to ICT users in relation to application, data and business process issue, ensuring all issues are resolved in a timely fashion
Increase user ICT proficiency through the transfer of skills to Plan staff
Ensure proper IT inventory is in place.

Coordinate and provide support for IT for development (ICT4D)

Implement ICT4D strategies, policies and procedures in line with Plan International Digital strategy.
Serve as ICT4D Point person to provide technical advice in the incorporation of ICT4D frameworks in the design and implementation of ICT4D for upcoming and ongoing projects
Collaborate with the MERL staff in the implementation of ICT4D for data gathering and tool assessments.
Support the implementation of ICT4D solutions like PoiMapper, CommCare, Power Bi, KoboCollect, ODK, FrontlineSMS, Ushaidi, …
Work in collaboration with MERL team to develop reports, dashboards and other business intelligence for ICT4D projects
Design analysis frameworks for evaluations and surveys in collaborations with the MERL team based on MERL framework
Design and implement innovative ICT4D software solutions.
Assess the ICT4D capacity of local implementing partners
Train/provide capacity building to staff, partners, beneficiaries in ICT4D-related area to ensure consistent and efficient adoption and use of ICT4D technologies.
Provide adequate technical support during the implement of the data collection tools (PoiMapper, KoboCollect, …)
Collaborate with Procurement to ensure ICT4D purchases are in line with Plan International standards and in compliance with donor requirements.
Maintain functionality of hardware and software of ICT4D equipment, to ensure an adequate supply of functioning devices as per the needs.
Ensure all ICT4D devices are well accounted for at inception, during implementation and at closeout of all projects.

c) Coordinate and provide support for IT for Business (ICT4B)

Research, Design and implement innovative ICT software solutions to enhance operational excellence
Implement and maintain a knowledge management solution that captures key learnings from the country operation and programme and enhances document retention

Works with CITM and PIIAM to support utilization of ICT to support Plan’s internal efficiencies and effectiveness and Program work
Collaborate with the MERL Specialist in the incorporation and implementation of ICT4D for data gathering and tool assessments.
Collaborate with users of ICT services and systems to ensure they receive timely services
Collaborate with Colleagues to develop and implement digital technology for development and Business

Qualification and Experience

University Degree in Computer Studies with 2 years working experience
Proven ability and experience in setting up LANs and telecommunications networks
Experience of Microsoft Server administration
Experience in managing and implementing information systems and supporting technologies
Experience in Geographic Information System an advantage
Experience in managing ICT4D (Digital technology) tools, including data collection, analysis and visualisation tools like KoboCollect, PoiMapper, ODK, Excel, CommCare, Power Bi, ...

Capability to coordinate and cooperate within interdisciplinary teams
Able to prioritise work effectively for execution with limited resources
Problem solving and decision making
Project management skills
Training and communication skills
Strong analytical skills
Be proficient in one official language and have a Working knowledge of the other (English and/or French)
