Position: Finance and Administration Team Leader

Location: Buea, South West Cameroon

Contract type: CDD

Duration of contract: 12 months

Start date: Immediately

Overall purpose of the role

The Finance and Administration Team Leader (FA-TL) is in charge of the management of the finance and accounting department in Buea. S/he ensures that the overall expenditures of the North-West / South-West base are compliant with DRC regulations, donors’ requirement, as well as the national legal framework. S/he ensures that all transactions are correctly recorded in the accounting system (Dynamics) and strictly respects the deadlines set-up for the accounting closure (weekly, monthly and yearly).

S/he is in charge to provide capacity building to DRC project team (PMs and Team leaders) to have a comprehensive understanding of the BFUs and their respective roles and responsibilities.

         

 

Main responsibilities

 

Responsibility 1: To ensure procedures applied in DRC Buea base are compliant with DRC regulations, Donors’ requirement and national legal framework

·         Ensure that all documentation (request for payment, request of professional advances, request of reimbursement, etc.) are verified and approved by the relevant employees,

·         Ensure that regulations issued from DRC HQ and shared by the Head of Support Services (HoSS) are effectively applied in Buea Base,

·         Ensure that the Programme meets donors’ contractual requirements and complies with donor policies and regulations,

·         Ensure that concerned DRC employees are informed about accounting and financial regulations; provide induction and refresher training whenever it is necessary.

 

Responsibility 2: To ensure an efficient and up-to-date accounting and cash management

·         Ensure the quality of the accounting data is compliant with DRC requirements,

·         Ensure that deadlines provided by the HoSS (Yaoundé office) regarding accounting closures (weekly, monthly, half-year, year-end) are strictly respected,

·         Prepare and manage year-end accounting closure,

·         Ensure that weekly and monthly reconciliations of cashboxes and bank accounts are accurate (proceed to regularly random check),

·         Prepare the bi-weekly fund request to be submitted to Yaoundé office (HoSS),

·         Ensure that DRC Buea base are supplied with the necessary amount of money in order to allow a smooth implementation of DRC activities,

·         Ensure that the cash and bank management policy is up-to-date, including the delegation of signatories (DRC bank accounts),

·         Proceed to internal control to check the quality of the accounting documents (contact suppliers, beneficiaries, partners…),

·         Ensure that DRC suppliers are paid on time.

 

Responsibility 3: To ensure that the financial management of DRC Buea base is efficient and accurate

·         Participate to the development of the master budget for DRC Buea Base,

·         Provide induction and refresher training to the budget holders on their role and responsibility against financial management (budget follow-up, development of budget for call for proposals, development of amended budet),

·         Organise a monthly BFU meeting with the area manager and the project team (PMs and Team leaders) to review the financial allocations of the previous expenses and to adjust the forecasted expenses,

·         Be informed of donors’ requirements to ensure the compliancy of financial reporting,

·         Participate to the development of budget for new donors’ proposal,

·         Participate to the preparation of financial reporting in respect of donors’ requirements (interim and final financial reports),

·         Ensure that requested documentation and explanations from auditors are dully and timely provided from all expenses related to DRC Buea office,

·         Communicate to Area Manager and HoSS any financial information that could have an impact on the programme

 

 

Responsibility 4: To ensure that partners reach DRC requirements

·         Participate to the vetting of DRC potential partners (accounting and financial capacities),

·         Ensure that DRC partners are trained (induction and refresher training) in order to apply efficiently DRC regulations and donors’ requirement,

·         Support DRC partners with the production of their initial budget,

·         Review partners’ financial reporting and ensure that all supporting documents are compliant with DRC regulations and donors’ requirements,

·         Proceed to random check of partners’ expenses (internal control).

Responsibility 5: Ensure a fair and effective management of the finance team

·         Supervise and give guidance (training and coaching) to finance and administration team members,

·         Manage the follow-up of Finance team members’ contract (leave, recuperation, appraisal, individual action plan, objectives, etc.), if the need arises, co-validating disciplinary procedures with Area Manager,

·         Oversee Finance and Administration team members' career development: defining training needs and providing guidance on professional development.

It is expected that Finance and Administration Team leader will perform any other duties as required by Area Manager and HoSS that are commensurate with the position.

 

Experience and technical competencies: (include years of experience)

·         At least four years’ experience in a finance department (preferably with an INGO)

·         Good communication and excellent inter-personal skills

·         A team player who is responsible, diplomatic, and confident at dealing with people at all levels and different backgrounds

·         Good analytical skills

·         A problem solving and solution-oriented attitude

·         Planning skills and attention to detail

·         Ability to work under minimal supervision and deliver on set objectives within given deadlines

·         Approachable and willingness to listen and assist finance and non-finance colleagues

·         Ability to work under pressure and on irregular working hours

·         Ability to occasionally conduct training of staff on finance related issues

 

Education: (include certificates, licenses etc.)

·         Bachelor’s Degree

·         Proficient computer skills, including Microsoft Word, Outlook and Excel

Languages: (indicate fluency level)

·         English-professional Competency

·         Service providers

Knowledge of context: Minimum 10 years working / studying / living in South West or North West Cameroon. Applications that do not demonstrate this will not be considered.
