Cameroon is a lower-middle-income country with a population of 26 million people of diverse ethnic and linguistic groups. Ranked 153rd of 189 countries in the 2020 Human Development lndex, the average life expectancy is 58 years and at least 75 percent of the people over 15 years of age are illiterate, with wide disparity between men and boys (78 percent) and women and girls (65 percent). Cameroon is confronted with three major complex crises: the crisis in the Lake Chad basin impacting the Far North region, the consequences of the influx Central African refugees in the east and the crisis in the Northwest and Southwest.

The country counts around 450,000 refugees mostly from neighboring countries, more than one million of the population is displaced and 2.7 million people suffer from acute food insecurity. Over one household in five is estimated to be food insecure (ENSAN, 2020), predominantly in the crisis-affected regions of the North-West (40%), South-West (31%), Littoral (25%), Far North (25%) and Adamaoua (22%). These challenges are reinforced by structural factors and chronic vulnerabilities that aggravate the impact of crises and affect people's resilience capacity.

University degree in Sociology, Social Development, Development Economics, Economics, Food Security, Environmental Studies, Statistics, Data Science, Performance Management or other related field, or First University degree with additional years of related work experience and training/courses in the relevant field.
Desired technical skills and experience:

At least 3 to 5 years of relevant professional experience in areas related to humanitarian and/or development aid.
Participated and led VAM activities at a country office. Collected geospatial and socioeconomic food security data, designed and supervised surveys and assessments, conducted quantitative and qualitative analyses, and reported findings to management.

Fluency (level C) in English language. • Intermediate knowledge (level B) of French will be an added advantage
ORGANISATIONAL CONTEXT: These jobs are found in Country Offices (COs), Regional Bureaux (RBs), and Headquarters (HQ). Job holders report to the Division/Regional/Country Director or the designate, and work under the functional supervision of the Director, Information Technology (IT). Job holders manage a small team of staff to ensure plans are implemented across an assigned area. They work independently, using technical knowledge and expertise to provide recommendations on design and development of systems, and implement projects. They conduct more complex analysis, develop and propose creative solutions to problems, and identify opportunities for improvements. May be involved in strategic planning and policy development.

Support the Head of RAM with the successful contribution to implement the CSP by leading a range of vulnerability assessment mapping (VAM) activities. coordinating issues related to market analysis and targeting with Field Offices, providing data analyses and mapping to generate VAM evidence base and inform programme design and implementation, as well as developing capacity of national partners and colleagues.

KEY ACCOUNTABILITIES (not all-inclusive)
Under the direct supervision of the Head of RAM, the VAM/M&E consultant will provide the Country Office RAM Unit, other units and Field Offices support with the following support:


Develop knowledge-based information to support decision making and programming. performing qualitative and quantitative analysis of assessment results by using descriptive and statistical methods to assess vulnerability of households, to determine the food security situation differentiated by crisis or region and population groups.
Coordinate the collection of primary and secondary data as appropriate and review background documents, reports, and assessment data.
Prepare the 2022 CFSVA and hold regular steering committee meetings to advance on the methodology, budget and timeline with partners and leverage funding with management.
Lead and participate in periodic food security assessments (i.e. FSMS/ENSAN, mVAM, JAM and CFSVA) with partners of the food security sector, UN agencies and MINADER and represent WFP at the October Cadre Harmonize sessions.
Summarize assessment findings and draft reports (i.e. contribute to the ENSAN report and mVAM monthly and quarterly bulletins) to inform programming and decision-making.
Contribute to other food-security related studies to enrich knowledge in key areas that would enhance WFP's contribution to vulnerable beneficiaries.
Support with the elaboration of a targeting strategy and SoPs covering the Northwest and Southwest (NWSW) crisis, the Far North and refugee targeting with the Joint UNHCR-WFP Hub (East) and the launch of a tender for targeting FLAs.
Ensure the quality and frequency of market monitoring activities, improving the data collection tools used by WFP, the MINADER and Cash Working Group (CWG) partners in the framework of Joint Market Monitoring, training partners and Field Offices, and drafting monthly and quarterly bulletins with the VAM Team.

Support the coordination of the One-Stop-Shop project and ensure it is fine-tuned and mainstreamed with CO and FO colleagues as well as management.
Support COMET administration with the M&E Officer and Field Offices, follow up the M&E indicators at output and outcome level into the databases and improve, update and maintain the existing databases. • Support the CO's mid-term Annual Performance Review and report on progress and achievements.
Support the development of targeting and CBT monitoring strategies for WFP Cameroon.
Follow up on PDM and TPM data quality/analysis/reporting and support the performance assessment and recruitment of TPM and PDM service providers.
Support the coordination of the annual country reporting and provide output/outcome performance data quality assurance.
Ensure the quality of the Complaint and Feedback Mechanism (CFM) management I and follow up on the regular publication of CFM dashboards, reports and bulletins.
