*Final grade/step for NORs will be determined by Washington.

The U.S. Mission in Yaounde, Cameroon is seeking eligible and qualified applicants for the position of Regional Security Technician.  This position is located in Yaounde, Cameroon.

NOTE:  Due to the high volume of applications received, we will only contact applicants who are being considered.

Basic Function of The Position

Under the direct supervision of the Security Technician Specialist, the incumbent inspects, installs, maintains, and repairs unclassified technical security equipment; makes recommendations to improve technical security at all U.S. Government posts for which Security Engineer Officer is responsible such as:  Yaounde, Douala, N’Djamena, Bangui, and Malabo.  There may be requirements outside SEO Yaounde’s specified region that arise unexpectedly.

Qualifications Required
Applicants must address each required qualification listed below with specific and comprehensive information supporting each item.  Failure to do so may result in a determination that the applicant is not qualified. 

  1. Education: A Bachelor’s Degree in Electronics, Electrical, or Mechanical engineering from a reputed institution is required.
  2. Experience: At least five (5) years of hands-on field experience in major repairs and installation of electrical and heavy-duty mechanical equipment, closed circuit television, alarm systems, public address, or vehicle arrest systems is required.
  3. Language: Level III (good working knowledge) speaking/reading/writing English and French are required. (This will be tested.)
  4. Skills And Abilities: The incumbent must be able to apply the knowledge below in the installation and maintenance of security equipment; read blueprints and schematic diagrams of electrical and mechanical systems; use electronic test equipment; apply his knowledge and skills through independent problem solving; and drive a 4-wheel-drive pickup truck. He/She must be available for extended deployments worldwide, including danger pay posts in Iraq and Afghanistan; have experience working on hydraulic systems; willing to work in crawl spaces, pits, and underground spaces that are dirty, wet, hot, and/or dangerous due to their exotic locations for extended periods of time. (Skills and abilities will be tested)
  5. Job Knowledge: The jobholder should have strong knowledge of power systems, hydraulic systems, electronics, and a wide variety of test equipment.

Hiring Preference Selection Process:  When qualified, applicants in the following hiring preference categories are extended a hiring preference in the order listed below.  Therefore, it is essential that these applicants accurately describe their status on the application. Hiring Preference Order:

(1) AEFM / USEFM who is a preference-eligible U.S. Veteran*
(3) FS on LWOP**

* Important:  Applicants who claim status as a preference-eligible U.S. Veteran must submit a copy of the most recent Member Copy Four (4) of the DD-214, Certificate of Release or Discharge from Active Duty, and, if applicable, a letter from the U.S. Department of Veterans Affairs.  If claiming conditional eligibility for U.S. Veterans’ preference, applicants must submit proof of conditional eligibility.  If the written documentation confirming eligibility is not received in the HR office by the closing date of the vacancy announcement, the U.S. Veterans’ preference will not be considered in the application process.  Mission HR’s decision on eligibility for U.S. Veterans’ preference after reviewing all required documentation is final.

** This level of preference applies to all Foreign Service employees on LWOP.

Additional selection criteria:

  1. Management may consider any of the following when determining successful candidacy: nepotism, conflicts of interest, budget, and residency status.
  2. Current OR employees serving a probationary period are not eligible to apply. Current OR employees with an Overall Summary Rating of Needs Improvement or Unsatisfactory on their most recent Employee Performance Report (EPR) are not eligible to apply.
  3. Current NOR employees hired on a Family Member Appointment (FMA) or a Personal Service Agreement (PSA) are not eligible to apply within the first 90 calendar days of their employment, unless they have a When Actually Employed (WAE) work schedule.
  4. The candidate must be able to obtain and hold a Locally Employed Staff security clearance.
