JOB ANNOUNCEMENT

A Development Organization is seeking the services of qualified, experienced and highly motivated Administrative and Finance Officer who will help coordinate and support the Finance department’s management of accounting systems, policies and procedures in compliance with CRS’ established accounting standards, Generally Accepted Accounting Principles (GAAP), donors’ rules and regulations, and legal requirements to support high quality programs serving the poor and vulnerable. As part of an experienced financed finance team you will help coordinate daily financial activities through preparation and delivery of financial services.

This position is based in Kousseri.

Specific Responsibilities:

Review and analyze supporting documentation of financial and administrative transactions, including logistics and procurement, to ensure all required documents are accurate and complete
Help ensure maintenance of all data required for processing financial transactions for assigned accounts in Sun Systems financial accounting package
Record financial and administrative transactions following appropriate authorizations. Review various accounts to detect irregularities
Help evaluate and monitor sub recipient financial management processes in accordance with policy and help strengthen capacity of partner in financial accounting and transactions
Prepare various, periodic and ad hoc financial and administrative reports, as needed and perform variance analyses to assist with decision-making and proper management of financial resources
Help share information with sub recipients and staff on relevant administrative and financial accounting policies and procedural compliance issues and support capacity strengthening
Perform assigned treasury (cash payment/receipt, cash forecast, etc.) duties, as long as segregation of duties is ensured
Monitor and report on activities and required resources to ensure cost efficient an quality service delivery from administrative support functions
Help ensure administrative systems, processes, and policies are in line with agency standards and donor and local law regulations
Coordinate the efficient use of office assets and rented facilities help ensure fully compliant procurement and assets management systems
Coordinate the provision of travel and logistics support and services to staff and visitors. Coordinate event planning activities including delegation visits, trainings and workshops
Provide coaching tailor individual development plans, and complete performance management for direct reports.


Qualifications and Skills
B.A degree in accounting, Finance, Economics, Office Administration, and Business Administration strongly preferred. Courses in accounting or a qualification in accounting (CPA/ACCA or equivalent)
Minimum of two years financial and administrative experience, preferably with and international or local NGO, or a financial/banking institution
Familiarity with relevant public donors’ regulations preferred
High proficiency in MS Office (Excel, Word, PowerPoint, etc.). knowledge of Sun Systems financial accounting package or similar financial reporting software a plus

Excellent analytical skills with ability to detect and report inconsistencies
Excellent organizational skills with great attention to detail
Ethical conduct in accordance with accordance with recognized professional and organizational codes of ethics
Proactive, resourceful, solutions oriented and results oriented
Ability to work collaboratively
Required/Desired Foreign Language: strong written and oral communication skills in English and French,

Required Travel: Frequent travel between Kousseri and program sites, as well as occasional travel to Yaoundé and Maroua.

Work Environment: kousseri is a town in the Logone and Chari department. It has limited infrastructure; markets offer a variety of goods, and three are a few local restaurants. Electrical blackouts are frequent, and internet service is limited
