EGPAF is mainly funded by PEPFAR through the Centers for Disease Control and Prevention (CDC) and the United States Agency for International Development (USAID).Purpose of the JobThe Elizabeth Glaser Pediatric AIDS Foundation is seeking to recruit one recruit 2 Retention, Adherence and Linkage Technical Officers to provide technical expertise, coordination and supervision of all community level HIV/ TB Care, Treatment and PMTCT activities within the assigned region. S/he will provide technical support and supervision to ensure that the community level HIV/TB Care, Treatment and PMTCT services Scope of Work for the project area assigned is, carried out fully and to the highest possible degree of quality. The technical Officer will provide technical support and supervision in collaboration with regional project management teams to ensure the successful planning and implementation of community level HIV TB service delivery activities, including work planning, budgeting, support supervision, technical support and reporting in assigned areas.
Key Responsibilities:• Provide overall administrative leadership for community HIV services in collaboration with the HTS, HIV/TB Care, Treatment and PMTCT teams to ensure effective coordination throughout the HIV continuum of care.• Provide overall technical leadership in the implementation of the HIV community and linkage interventions including strengthening facility community linkages, scale-up adherence interventions both at facility and community levels, support for model of differentiated care at the community and strengthening retention mechanisms both at facility and community levels.• Coordinate the development, implementation and monitoring of costed project work-plans.• Work in close collaboration with project M&E team and the regional and district HMTs to implement community HIV interventions.• Oversee the integration of the project's community HIV/ TB technical approaches for the achievement of successful project implementation using evidence informed, innovative and best practices• Provide leadership in creating and strengthening linkages and referral networks between facility and community activities ensuring there is seamless implementation of activities leading to improved health outcomes.• Take lead in the preparation of monthly, quarterly and other reports as may be required• Provide leadership in weekly, monthly, quarterly, semi-annual and annual project performance reviews, assessing progress in an objective manner in collaboration with HMT• Provide leadership on Quality Improvement/Quality Assurance interventions in community HIV services in collaboration with HMT.• Participate in the donor progress report writing, continuation application and quarterly review report writing and presentation• Take lead in site preparation for supportive supervision and SIMS assessments and ensure recommendations are implemented at community/facility level by project team in collaboration with HMT.• Overall coordination with regional HMT on implementation of community level HIV Care,Treatment and PMTCT service delivery work plans with focus on strengthening facility-community linkages and retention mechanisms and scale-up model of differentiated care in the community.Required Qualification, competencies, skills and experience• University Degree in Sociology (or equivalent qualification) with a minimum of 3 years' experience providing leadership in implementation of community level HIV services with specific experience in PEPFAR funded HIV/TB projects.• MPH or other master's degree in a relevant field will be an added advantage.• Advanced HIV/ TB Care, Treatment and PMTCT trainings will be a distinct advantage.• Hands on experience in community level HIV service delivery and technical coordination• Proven experience and familiarity with MOH/ Cameroon health systems.• Excellent interpersonal and supervisory skills, capable of directing and managing change, effective delegation, inspiring teamwork and motivating staff and partners to achieve results.• Computer literacy.• Research experience, proposal and abstract writing will be a distinctive advantage.• Ability to work in a complex project implementation environment with multiple tasks, short deadlines and intense pressure to perform.• Ability to lead a multi-sectoral team and support collaboration with multiple stakeholders• Ability and willingness to learn.• Excellent facilitation, mentorship, team building and coordination skills.• Experience in public speaking and professional presentations.• Field oriented and comfortable with a team approach to programming.• Proficiency in English and French• Ability to communicate effectively in English and in French.How to applyQualified candidates should submit a CV and cover letter indicating the town for which they are applying through the following link.Applications will be considered on or before 25th July 2018,Please note that only short-listed applicants meeting the above requirements will be contacted.
