As part of the support of United Nations Population Fund (UNFPA) to the Government of Cameroon in general and more specifically in relation to the humanitarian response, the project entitled "Provision of psychological first aid to IDPs in South West and North West Regions, notably women, girls and boys there is a need for a Program Manager to be placed in Buea, South West Region.
This rapid response project targets internally displaced persons (IDPs) in the North West and South West (NW, SW) regions of Cameroon and aims to provide psychological first aid (PFA) services including clinical management of rape.
The implementation plan of this project is structured around emergency services offered by social workers and health professionals who will be deployed in tents established in/near sites with the greatest concentration of IDPs populations. UNFPA will support the NGOs COMINSUD in the North West Region and LUKMEF in the South West Region and the Regional Delegation of MINPROFF to orient and deploy social workers with necessary tools and equipment to offer psychological first aid (PFA). Ten community agents will be deployed in the areas of intervention.
UNFPA will work with the Regional Delegation of MINSANTE to deploy trained health providers to administer clinical management of rape services and life-saving reproductive health care.Three services will be provided as follows: • Distribution of dignity kits to adolescent girls and women who have been recently displaced.• Provide psychological first aid for all displaced populations who have experienced violence and trauma and are in need of information and counselling. • Provide clinical management of rape according to national guidelines and provision of life saving reproductive health commodities including condoms and contraceptives.The implementation of the project will cover the period from September to December 2018. Task and responsibilities
Under the authority of UNFPA Representative in Cameroon, the general supervision of Deputy Representative and technical and direct supervision of Gender Specialist Program, the Program Monitor will support the monitoring of the implementation of the CERF project according to technical standards and good practices in GBV psychological first aid and clinical management of rape.
More specifically, the Program Monitor will:• Develop the implementation plan with timelines and continues update of the plan on monthly basis with the implementing partner;• Develop project monitoring tools and GBV data collection matrix with the project partners (COMINSUD, LUKMEF, DRPROFF, DRSP);• Ensure good collaboration with the medical and psychosocial service providers at the different location of intervention; • Undertake field monitoring visits and follow up with implementation of the project for results; • Prepare the progress reports and final reports, as well as other report, including necessary documentation to highlight the achievements of the project;• Identify opportunities for potential new initiatives and follow up interventions related to the project; and • Undertake any other task necessary during the implementation of the project
Candidate Profile:• At least a Masters degree in Project Monitoring and Evaluation, Human Rights, Gender, Public Health, or relevant field in Social Sciences;• A minimum of 3 years working experience in humanitarian settings • Have skills in monitoring the implementation of emergency projects with various partners;• Knowledge on GBV issues will be an advantage; and • Being familiar with the geographical, social and cultural environment of the North West of Cameroon and fluent in English and Pidgin is an asset. Ability to work in French is required.
