UNICEF has been working in Cameroon since 1975 to allow women and children to fully realize their rights to development without restriction, as enshrined in the UN Convention on the Rights of the Child. UNICEF provides financial and technical support to Cameroon across seven areas to fully realize the rights of women and children. These areas include Health, HIV/AIDS, Water-sanitation-Hygiene, nutrition, education, child protection, and social inclusion. UNICEF focuses mainly on children and the most vulnerable and excluded families. Cameroon’s 2020 population is estimated at 26,545,863 people according to UN data. The population is young and generates strong socioeconomic demand. In rural areas, limited access to basic social services and the effects of climate change lead to household impoverishment and severe child deprivations. The task is immense but not insurmountable; it requires the energy of all stakeholders in Cameroon and outside of Cameroon: also, women, men, youth and children, government, technical and financial partners, donors, civil society, the private sector, parliamentarians, and communities. Objective:

To recruit an individual international consultant for the installation and management of oxygen equipment and plants to strengthen the country’s medical oxygen system and environment, with sustainable solutions for a long-term impact beyond COVID-19, and to improve MNCH health outcomes.

How can you make a difference?

Support the Ministry of Public Health in programming for the provision of services related to planning, coordination, strategy design, procurement, installation and programmatic use, monitoring, business analysis, and documentation for medical oxygen in general and particularly oxygen plants in the country.

Develop an operational plan for a functional oxygen management system in Adamawa and North regions.
Supervise the PSAs Installation: site readiness, mounting, and installation of PSAs.
Supervise the functionality of the two PSAs.
Build capacities of actors involved in using and managing medical oxygen and oxygen plants.
Follow up the monitoring system of oxygen equipment and material as well as oxygen plants.
Develop a summary Guide on Medical Oxygen System in Cameroon (Documentation of the process).
To qualify as an advocate for every child you will have

A first University Degree in a relevant field Biomedical engineering and/or oxygen programming
Sound expertise and proven experience in Medical Oxygen with regards to:  
Development and implementation of national or subnational oxygen strategies/roadmaps/improvement plans
Need assessments, analysis, and budgeting to inform decision making preferably in oxygen systems or broader medical devices
Development of structured country-level oxygen procurement plans
PSA, installation, commissioning, supervision, and maintenance including oxygen equipment
Oxygen distribution and supply chain management
Guidance and tools for the programmatic implementation and strengthening of oxygen use for COVID-19 and in the context of maternal, newborn, and child health
Capacity building for oxygen systems and oxygen use engineers/technicians and/or health workers
Adapting training materials to the country context (training relevant to biomedical engineering technicians, biomedical engineers, logistics staff, and others)
Previous experience in working and supporting at policy and strategic levels around coordination, partnership, Public-Private Partnership.

Organize onsite training sessions for   engineers/technicians and health workers for oxygen systems and oxygen use
Monitor/mentor/ coach trained biomedical engineers and health care providers
Update regularly the data base of trained biomedical engineers and health care providers
Contribute to the PSA management plan and oxygen cylinders supply chain and logistic
Explore possibility of creating region maintenance workshops
Supervise the installation works of the two PSA’s, functionality of oxygen plants, the implementation of the oxygen operational,
Follow-up the innovative platform for monitoring medical oxygen system
Initiative taken with regards to oxygen system in Cameroon
 

Document entire process and produce an extract summary guide

Individuals engaged under a consultancy or individual contract will not be considered “staff members” under the Staff Regulations and Rules of the United Nations and UNICEF’s policies and procedures, and will not be entitled to benefits provided therein (such as leave entitlements and medical insurance coverage). Their conditions of service will be governed by their contract and the General Conditions of Contracts for the Services of Consultants and Individual Contractors. Consultants and individual contractors are responsible for determining their tax liabilities and for the payment of any taxes and/or duties, in accordance with local or other applicable laws.

The selected candidate is solely responsible to ensure that the visa (applicable) and health insurance required to perform the duties of the contract are valid for the entire period of the contract. Selected candidates are subject to confirmation of fully-vaccinated status against SARS-CoV-2 (Covid-19) with a World Health Organization (WHO)-endorsed vaccine, which must be met prior to taking up the assignment. It does not apply to consultants who will work remotely and are not expected to work on or visit UNICEF premises, programme delivery locations or directly interact with communities UNICEF works with, nor to travel to perform functions for UNICEF for the duration of their consultancy contracts.
