Position: PROGRAM TEAM LEADER (Child Protection Background)

Overall purpose of the role:
• Supervise members in the child protection team
• Deliver technical support and guidance to the child protection team
• Ensure the quality of the planning, implementation and follow up of all technical aspects of the CP activities being implemented by DRC
• Develop and maintain good relations with the persons of concern, relevant stakeholders and
other humanitarian actors, to support adequate implementation and coordination of DRC’s child protection activities
Sector responsibilities: Advocacy for the rights of displaced people in their context of displacement,
child protection initiatives, individual protection assistance based on vulnerability, legal aid, sexual
and gender-based violence prevention, monitoring of rights and rights awareness-raising, facilitation of return and repatriation processes.
Responsibilities
Management
• Lead and manage the CP team (including people planning, performance, well-being and development)
• Ensure effective planning and quality implementation of the emergency/support activities
• Asses the daily quality of activity implementation
• Provide technical support and inputs to officers and assistants
• Reporting according to donor guidelines
Programming & Operations
• Ensure efficient and effective program implementation while following the budget and work plan
• Ensure efficient verification of data collection, and proactive communication with PIM officer
• Participate in preparing high quality monthly/quarterly/annual highlights/reports
• Ensure humanitarian and do no harm principles are always applied• Lead the team in carrying
out monitoring and evaluation exercises with the support of the area manager and in liaison with the MEAL team
• Ensure responsible data management respecting data protection guidelines
Coordination and representation
• Collaborate with relevant internal and external technical experts on sector relevant issues
• Ensure the centrality of protection in all our activities by mainstreaming child protection in other
sectors and contributing to the implementation of an integrated protection approach
• Be aware of the context and including (community) services and structures available for children
• Represent DRC at meetings and other relevant technical coordination meetings (such as the CP AoR)
Project development
• Develop projects and technical tools
• Project implementation and reporting
• Ensure that the CP projects are properly monitored
Logistics/Finance
• Support the monitoring of financial commitments and expenditures against budgets and provide timely feedback on budget follow-up
• Plan and coordinate proactively logistics and movements of staff from and to different operational areas
• Initiate procurements and ensure their execution
• Ensure distribution plans are prepared and shared with logistics in a timely manner
As Team Leader the post-holder is responsible for the following:
• Accountable for people management of employees, usually working in the same area of work
• Accountable for ensuring that agreed work plans and tasks set by the next-level up Manager are implemented on time
• Hiring and termination of employees and conducting performance appraisals (closely overseen by the next-level manager)
· Perform any other relevant tasks as requested by the Line Manager
Experience and technical competencies:
• Minimum 3 years of management experience at a mid to senior level, preferably with experience in the field
of humanitarian response and Child protection working for an international NGO, UN agency, relevant ministry, or local authority.
• Minimum 3 years of practical experience in sector area working for an INGO
• Proven management skills and a competence in people management
• Commitment to learning and implementing organizational policies and procedures.
• Excellent skill in MS Word, Excel, and PowerPoint
• Full professional proficiency in English
• Field experience
• An experience in GBV will be an added value
Education:
• Master's degree in political science, human rights, international development, economics or other relevant field
Languages: (indicate fluency level)
• Fluency in written and spoken English.
• Fluency in local South-West Cameroon Languages
Key stakeholders: (internal and external)
· Community leaders and the communities
· Other sectors technical experts
· CP AoR, protection cluster members
· MEAL team and PIM officer
Knowledge of context: Minimum 10 years working / studying / living in South West or North West Cameroon.
