Overview of GGH LLC:

The Georgetown University Center for Global Health Practice and Impact (CGHPI) serves countries to improve their population health and wellbeing and to safeguard against health-related threats by advancing the use of evidence and human-centred enterprise architecture on the path towards achieving equity and social justice. To achieve this mission, we catalyse the uptake, spread, and implementation of innovations; triangulate data from different sources, and tailor visualization of the information for each audience; design and implement integrated service delivery models; support communities of practice to inform policy and practice through efficient data use and horizontal and vertical collaboration; disseminate best practices and evidence globally through open source learning networks; build global, collaborative, multi-disciplinary, and interprofessional networks; undertake research that is informed by local needs; and invest in local leadership to own, provide oversight, and sustain implemented interventions. Georgetown University, through CGHPI, is managing an award received from U.S Centers for Disease Control and Prevention (U.S. CDC) through funding from the U.S President’s Emergency Plan for AIDS Relief (PEPFAR) to support HIV response efforts in Cameroon for achievement of HIV epidemic control to implement a program titled Translating Data and Evidence into Impact (TIDE).

Position Title: 1 Risk/Compliance Specialist

Position Summary:
•    The Risk/Compliance Specialist will conduct risk related activities for the country program (CP) including sub-recipient compliance adhering to GUGH LLC policies, local laws, and donor regulations to help ensure effective delivery of high-quality programming to the poor and vulnerable.
•    The Risk/Compliance Specialist is responsible for supporting GUGH LLC Cameroon’s efforts to effectively manage risks; promoting a risk management culture within the Country Office (CO), for supporting the Country Program Director (CPD) in ensuring the CO’s compliance within high-risk areas and with regulations not specific to a given function (i.e. Document Management, Legal implication, sanctions, data protection, etc.); and responding to any issues or questions that arise relating to the CO’s work on PSEA, legal and Code of Conduct.
•    Your knowledge and skills will help reduce risk to the organization, to staff, to the effectiveness of our programming and to the people we serve through the application of the principles of stewardship, integrity, transparency, and accountability.
•    The Risk/Compliance Specialist will support all Sub-grantees of the project in the management of their sub-awards.


Specific Duties:

•    Collaborate with the country leadership team on strengthening internal control systems and processes.
•    Help identify risk issues and challenges and propose solutions to address them.
•    Review and advise the leadership team on finance and operational processes to ensure compliance at all levels
•    Support the implementation of subaward for all subgrantees ensuring the strategies of sub awardees in grant management.
•    Carry out periodic review of sub award performance against budget expenditure.
•    Carry out review of financial transactions and operations before the approval of the CPD and other leadership staff.
•    Prepare sub award reports for country and HQ leadership as per program requirements.
•    Perform occasional audit of sub award accounts as applicable
•    Support the planning and performance of internal audits, control reviews and compliance assessments, conduct audit activities as applicable. Help analyze results and provide recommendations.
•    Perform audit tests and prepare working papers in accordance with professional internal audit standards and GGH LLC methodology
•    Evaluate the adequacy of process, design, and the effectiveness of controls in meeting program and control objectives. Identify and document control and process weaknesses and provide evidential support for findings
•    Propose practical and value – added recommendations to address control weaknesses and/or process inefficiencies
•    Engage in continuous knowledge development regarding donor rules, regulations, best practices, and internal audit standards
•    Support the design and facilitation of trainings and institutional capacity strengthening on compliance issues for GGH LLC and partners.
•    Support external audits and the coordination of action plans to close out audit findings.
•    Perform any other tasks assigned by the CPD

Required Qualification:
•    Bachelor’s Degree in Accounting, Business Administration or another relevant Bachelor’s strongly preferred.
•    Certified Fraud Examination certification will be an added advantage
•    Minimum of 5 years work experience, ideally with an international organization, with progressive responsibility in operations and/or programming.
•    Knowledge of audit standards and compliance regulations and familiarity with international standards for internal control and risk and compliance management
•    Experience with PEPFAR programs would be an added advantage

·    Proactive, resourceful and results-oriented
Preferred Qualifications:
·    Required Languages – English. French will be an added advantage.
·    Travel – Must be willing and able to travel up to 50%.
·    Familiarity with accounting systems.
·    Proficient in MS Office package (Excel, Word, PowerPoint, Visio) and information management systems.
·    Excellent report writing skill
·    Supervisory Responsibilities – none
