Position: ACCESS AND SAFETY ASSISTANT

Number of Positions: 01

Location: Buea or Kumba, South West Cameroon

Contract type: National Fixed Term contract

Contract Duration: 12 Months

Anticipated Start date: 1st September 2023

 

Overall purpose of the role: The Access and Safety Assistant, under the supervision of the Safety, Security and Access Team Leader, is responsible for assisting in the development and implementation of Access and Safety policies, plans and procedures in areas of operation. The Access and Safety Assistant provides advice on all manner of access and safety related matters, and participate in incident monitoring, analysis and assessment, the development and implementation of security risk management plans and accompanying of staffs to the field.

 

Main Responsibilities:

·        Assist in analyzing security risks and threats, draft accurate reports on trends and circumstances that could negatively affect DRC operations and ensure that information is accurately collated to enable reporting and decision-making.

·        Support the Safety, Security and Access TL in developing network of local contacts which facilitates safe access for DRC operations.

·        Review security-related data (such as security incidents and occurrences, security support for daily activities, etc.) and use corporate or local information management technologies to produce fundamental analyses and reports to guarantee that information is easily accessible to important stakeholders.

·        Assist in the organization, preparation, execution, and tracking of field missions, as well as the staff, and carry out routine security assessments in the assigned region to promote safe and efficient program delivery.

·        Prepare and submit Safety Incident Reports (SIR) as needed.

·        Provide DRC with timely and credible security information and contextual analysis of the local security information through daily alerts and reports; weekly incident reports; bi-weekly analytical reports and other thematic reports.

·        Support in the review of related policy documents, conduct site-security surveys.

·        After field missions, draft thorough security assessment reports with suggestions for risk reduction to aid in security scenario analysis and decision-making.

·        Assist the Safety, Security and Access TL in the formation of recommendations for the Area Manager on security risk management issues and safety concerns in accordance with the DRC Security Management System.

·        Assist in the execution of all security risk management mitigating measures, including the Minimum Operational Security Standards (MOSS), to ensure compliance.

·        Assist in the management and upkeep of security equipment and pinpoint new needs to increase technology capacity in accordance with corporate objectives.

·        Assist in monitoring that all access control procedures are effective and stringently followed by all staff and visitors to ensure accountability and maintenance of safe and secure environment.

·        Contribute to the development and update of emergency and contingency planning documentation including physical preparations and procedures to support preparedness for a crisis.

·        Assist in identification of security training needs to support training planning and implementation to address staff development needs.

·        Supervise and provide on-the-job training to other staff supporting their development and high performance.

·        Monitor all DRC official movements within and between field locations and Buea daily.

  • Immediately report all breaches of safety and security procedures and all threats to DRC staff, beneficiaries, activities, or assets.
  • Assist in providing safety briefings to staff, as delegated by the Safety, Security and Access TL.

The responsibilities listed in the present Job Description are not exhaustive and may be readjusted according to operational needs but will remain in line with the overall purpose of the role.

 

Personal and professional skills and technical competencies:

Education and Experience:

·        University Degree in political science, peace & conflict studies, history, disaster management, or any related field.

·        Minimum 2 years of relevant experience in field security operations and management.

·        Very good knowledge of the security context of the Southwest and Northwest Regions.

·        Experience in negotiating access for humanitarian agencies.

·        Training in safety and disaster management, fire and evacuation procedures is desirable

 

Languages: (indicate fluency level)

·        Fluency in written and spoken English.

·        Fluency in local South-West Cameroon Languages (Pidgin English)

·        Desirable knowledge of French.

 

Key stakeholders: (internal and external)

·        DRC Program and support teams.

·        (I)NGOs and local partners. 

·        Local Government Bodies and relevant stakeholders

 

Knowledge of context: Minimum 10 years working / studying / living in South West or North West Cameroon. Applications that do not demonstrate this will not be considered.
