JOB ADVERSEMENT - CHP CARE and Health Program Cameroon :   Program and Online Outreach Coordinator

A-    BACKGROUND

Cameroon has among the highest burden of HIV in West and Central Africa (2.7% among average risk reproductive age adults – DHS 2018). High HIV prevalence is associated with high-risk sexual behaviors such as inconsistent use of condoms and lubricants and a high rate of sexually transmitted infections (STI). Stigma and discrimination have further marginalized key populations limiting their access to life-saving services such as anti-retroviral therapy (ART) and reducing the country’s ability to control the HIV epidemic

The national response is led by the National AIDS Control Committee (NACC), which coordinates implementation of the National HIV/AIDS Strategic Plan 2021-2023. This policy aims to reduce HIV and STI-related morbidity and mortality and alleviate its socioeconomic impact on the development of Cameroon. Among strategic approaches, the plan stresses improved access to prevention, care and treatment for key populations.

The USAID-funded Community HIV/AIDS Investments for Longer and healthier Lives (CHILL) has the following objectives: (1) HIV testing for Key and Priority populations (KPs & PP); (2) ART uptake for KPs and PPs by ensuring that those who test positive are actively linked to treatment as soon as possible; and (3) improving retention in treatment through improved linkages between facility and community-based services, and reinforced community-based support for adherence and client follow-up.
Care and Health Program (CHP) will be the CHILL prime and will lead the program in partnership with fifteen local community-based organizations (CBO). The consortium is collaborating with the Ministry of Public Health (MOH), NACC and other stakeholders to build the capacity of the national, regional and community response.
These efforts will expand service coverage in five focus regions and generate data for evidence-based programming through the implementation of evidence-based prevention, care and treatment services to key and priority populations in Cameroon.

In the context of this project, CHP is recruiting a Program and Online Outreach Coordinator with the following criteria:

PROJECT PREIOD: 5 Years

CONTRACT PERIOD: 1 year, beginning from October 02nd 2023

PLACE: Yaounde

CONTRACT TYPE: CDD

TRIAL PERIOD: 3 Months Renewable after evaluation.

B. POSITION LOCATION
The Program and Online Outreach Coordinator will be a member of the CHILL team based at the CHP Central Office Yaoundé.
C. BASIC FUNCTIONS AND RESPONSIBILITIES.
    Coordination (25%)
1.    Participates in program design meetings, which include planning, implementation, monitoring and evaluation
2.    Oversees planning and implementation of all events at CHILL sites, including the logistics for trainings, meetings, visits etc.
3.    Manage a team of online outreach workers (ORW) by developing a communication system (i.e. WhatsApp group) that allows ORW to regularly discuss any successes/challenges they encounter during online outreach.
4.    Conducting biweekly team meetings with ORW to address safety and privacy concerns, offer tips on how to build rapport with clients and establish a UIC, discuss weekly outreach targets, improve engagement (leading role-plays), and other relevant topics.
5.    Following-up with DIC managers and outreach workers to ensure that ORW complete deliverables on time and participate in program activities. This will include offering recommendations for weekly ORW work schedule.
6.    Monitor weekly ORW progress on online outreach activities (such as number of chats, discussed topics, queries, referrals, follow-ups) and identify low performing ORWs
7.    Recruiting new ORW (as needed) and train newly recruited staff on Going Online strategy and best practices for outreach
8.    Informs the DCOP- Programs of any attempted fraud, fraud, corruption or misuse of resources from implementing partners
    Technical (15%)
1.    With Prevention and Site Activities Coordinators’ support, he/she will ensure that all program activities respect SOPs and send in deliverables.
2.    S/he will keep abreast of emerging data concerning CHILL program activities and will provide guidance and advice to colleagues and implementing partners where need be.
3.    Conduct a desk-based review of the Going Online strategy document, outreach worker training materials, and social listening survey results
4.    Collaborate with Prevention Technical Advisor to develop context-appropriate outreach materials including messaging matrices, campaign organigram, client confidentiality guidelines, etc.
    Program Management (15%)
1.    He/she will work under the supervision of the DCOP-Programs and communicate findings and recommendations for strengthening activities to the DCOP-Programs, other senior technical leads, and broader CHILL team, implementing partners as appropriate.
2.    Help partners develop sustainable strategies, provide direction and capacity strengthening, reach agreement on follow-up actions, and follow through to ensure they are effectively carried out. S/he will assist implementing partners to understand compliance with all relevant Cameroon, WHO, USAID and PEPFAR regulations and procedures.
3.    Develop with the Technical Leads, Prevention and Site Activities Coordinators and Implementing Partners an annual / quarterly work plan and reporting in collaboration with the SI Team under the leadership of the DCOP - Programs. S/he also contributes to drafting narratives of quarterly, semi-annul and annual reports, relevant presentations, and briefing papers.
    Coaching and Technical Support (15%)
1.    Provides supportive supervision of Site Coordinators’ planned activities and takes corrective measures
2.    Participates in the identification of gaps and proposes training themes for strengthening the technical and organizational capacities of team members and IP
3.    Collaborate with local CBOs to develop audience-specific social media posts for the campaign Facebook page and ensure that the language/images used will attract the target audience (ages 18 to 34).
4.    Collect all Facebook post submissions from CBOs and share submissions with content creator/ICT4D Consultant
5.    Identify strategy to respond to inappropriate/angry comments on campaign Facebook page
6.    Identify and engage prominent and local social media influencers (3K+ followers min.) who can promote the online outreach campaign through their respective platforms


    Monitoring and Repoting (10%)
1.    Contributes to the capitalization of results and good practices of the project.
2.    Assists in the monitoring of quality services by making sure all services are offered based on established Standard Operating Procedures and service delivery tools
3.    In collaboration with Site Coordinators, M&E and finance team, ensures the respect of technical and financial deadlines for reports submission by IP
4.    Provides regular feedback to Site Coordinators and Technical Leads on CBOs’ technical performance and follow recommendations
5.    Liaise with M&E, program, and technical team staff to obtain regular feedback on campaign materials and complete program deliverables on time
6.    Update message matrices and virtual mapping list to ensure that information is accurate and up-to-date
7.    Conduct research on new public health initiatives that should be discussed during outreach (i.e. U=U, PrEP)
8.    Report progress on online outreach indicators to Program Manager on a monthly basis and maintain strong lines of communication with executive staff regarding successes/ongoing challenges
    Quality Assurance/Quality Improvement (10%)
1.    Contributes to the capacity assessment of IP and follow-up on the capacity development plans
2.    With Site Coordinators’ support, provides coaching and support towards the improvement of services based on various quality assessment visits such as: QA/QI, SIMS, External Evaluators
3.    Contributes to non-stigmatizing service provision through regular visits, on-site supervision and feedback from clients.

    Procurement and Supply Chain management for HIV/AIDS commodities and drugs (10%)
1.    Ensures that prevention and HTS supplies and all related commodities are timely supplied to DICs
2.    Ensures the tracking of all commodities put at the disposal of CBOs to be distributed to clients
3.    Forecasting for ARVs, STI drugs, Laboratory reagents and equipment’s for ART delivery and STI/PrEP/HIVST service completed
4.    Support to supply chain management provided by subcontracting logistic company and participation in logistics task force.
5.    Technical assistance provided to inventory and supply chain management officers for obtain of HIV/AIDS drug and commodities.
6.    Work closely with PSM and Chemonics

OTHER: Any other duties as assigned by the supervisor.

D. POSITION ELEMENTS
1.    Supervision received: The Program and Online Outreach Coordinator works under the general supervision of the DCOP-Programs. The latter and the incumbent will review roles and responsibilities together, set goals, objectives, expectations and results to be achieved. The incumbent will be expected to seek advice and assistance as required.
2.    Exercise of judgment:  Good judgment is required to analyze, interpret, and adapt prior experience, particularly as guidelines are updated and new activities developed. Within a range determined by the incumbent and superiors, the incumbent exercises independent judgment in planning and follow-up of actions and assignments. The incumbent works with some level of independence.
3.    Nature, level, and purpose of contacts: The incumbent will be expected to dialogue with a wide variety of CBO representatives. 

E. DESIRED MINIMUM QUALIFICATIONS
•    Education: Master’s Degree or Associates Degree with field experience required.
•    Experience: Minimum two (3) years of professional experience in the position of project manager, online coordinator or any related field in local NGOs. Have skills in the use of Microsoft Office software (Word, Excel, Power point etc.).
•    Language Proficiency: Written and oral fluency in French language is required. Additional fluency in written and oral English is preferred.
•    Knowledge:  Understanding of rules and regulations related to USAID project funding, sub-contracting and reporting requirements desired.
•    Skills and abilities:  Strong interpersonal skills, including the ability to work effectively as part of a team. S/he must have strong time-management skills in order to prioritize and manage numerous activities concurrently.
