Health is a fundamental right and a strategic issue for development in Africa, particularly in
Cameroon. To tackle health challenges such as malaria, universal access to healthcare
(Universal Health Coverage), citizen participation and governance, it is essential that our
leaders commit to increasing national investment in the health sector. Impact Santé Afrique
proposes to commission a consultant to produce an advocacy kit setting out the main
arguments and recommendations for strengthening the domestic health policy and budget
and the fight against malaria in 2025-2026. This kit will aim to raise awareness and mobilize
decision-makers, members of Parliament, the media and local stakeholders on the issues
and solutions for improving the health of the Cameroonian population.
I. OBJECTIVE
The main objective of this service is to collect all the key information concerning the fight
against malaria, Universal Health Coverage (UHC), GC7 counterpart funds for malaria, and
financial support for Community Health Workers (CHWs), in order to produce an advocacy
kit for Cameroon's leaders, calling for an increase in the domestic budget allocated to health
and the fight against malaria for the years 2025-2026.
II. DUTIES AND RESPONSIBILITIES OF THE CONSULTANT
Under the direct supervision of the ISA program manager, the consultant will develop an
advocacy kit in the form of a mini-magazine.
The consultant must submit a technical offer containing a detailed methodology, a timetable

III. KEY DELIVERABLES
✓ Data collection and analysis of malaria-related gaps
✓ Advocacy kit for leaders to increase the health budget for 2024

IV. MISSION SCHEDULE
The timetable for the implementation of this consulting mission will be from October 05,
2023 to December 20, 2023 (2.5 months).
V. CONSULTANT'S QUALIFICATIONS AND SKILLS
✓ Proven experience in advocacy and/or communications
✓ Experience in developing this type of advocacy document
✓ Excellent writing and speaking skills in English or French
✓ Be based in Yaoundé, Cameroon
