Title: One (01) Regional Consultant for Data Collection and Analysis on the

Malaria Input Supply Chain in Cameroon (Far North, East, and West regions)
Location : Cameroun


I. Context
Impact Santé Afrique (ISA), a non-governmental organization based in Cameroon, is actively
dedicated to enhancing the health of populations through innovative and sustainable

ISA is implementing "Equitable Access in Malaria Fight" project, a civil society initiative
supported by Expertise France and funded by L’Initiative over a period of 3 years. This
initiative aims to increase the involvement of civil society and communities in the
implementation of the National Strategic Plan for Malaria Control in Cameroon at all levels.
The objective is to demonstrate the tangible benefits that civil society engagement can bring
to this crucial fight.
One of the specific goals of this project is to improve access to inputs at the level of
Community Health Workers (CHW), with a particular focus on the most vulnerable
populations. In pursuit of this goal, ISA is initiating the recruitment process for an
experienced consultant. This consultant will be specifically responsible for conducting an indepth analysis of malaria input supply chain from the regional level to Community Health
Workers, with a particular focus on 4 health districts: Mifi, Maroua 3, Doumé, and Mokolo.
By engaging in this recruitment process, ISA aims to strengthen its efforts towards a more
effective and targeted approach in the fight against malaria, ensuring improved access to
inputs in these specific health districts.
II. General Objective
To thoroughly analyze the malaria input supply chain in Cameroon from the regional level to
Community Health Workers, focusing on the health districts of Mokolo, Maroua 3, Doumé,
and Mifi in the three project implementation regions: Far North, East, and West. The
objective is to document and clarify the various processes, roles, and responsibilities of key
actors, from the regional level to Community Health Workers (CHW), to precisely identify
bottlenecks specific to each region.
III. Specific Objectives
 Develop the study protocol with methodology, data collection tools, key actors,
roles, and responsibilities in the regional supply chain.

 Collect data on the malaria supply chain in regions towards CHW in the health
districts of Mifi, Maroua 3, Doumé, and Mokolo.
 Analyze data to identify bottlenecks at the regional level.
 Document and clarify the different processes involved in the regional supply
chain.
 Document information on collection, storage, distribution, as well as the specific
responsibilities of regional stakeholders in the supply process.
 Develop a final report and have the study results validated by ISA and the
Taskforce.
IV. Responsibilities of the Regional Consultant
 Develop a study protocol for regional data collection.
 Present a study protocol to the Taskforce; National Malaria Control Program
(NMCP)-Civil Society for Malaria Elimination (CS4ME) for validation.
 Train Civil Society Organizations (CSOs) on qualitative and quantitative data
collection methods.
 Collect data from the regional level to the districts (Mifi, Maroua 3, Doumé, and
Mokolo).
 Organize a workshop with the Taskforce to analyze the collected data.
 Develop the final study report.
V. Qualifications of the Regional Consultant
 Master's degree or equivalent qualification in Public Health, Pharmacy,
Demography, or a related area.
 Have at least 7 years of experience in Public Health research and/or logistics
management of medical inputs or a related field.
 Have at least 7 years of experience in qualitative and quantitative data collection
and analysis.
 Proven experience in collecting data and analyzing supply chain of medical inputs.
 Skills in developing methodology and data collection tools.
Assets :
 Good knowledge of the regional supply system of malaria inputs in Cameroon.
 Excellent written and verbal communication skills.
VI. Deliverables
 Study protocol for regional collection.
 Research report on the supply chain of malaria inputs in the districts of Mifi,
Maroua 3, Doumé, and Mokolo.
 Collected data sets

VII. Duration of the Mission
The duration of the consultant's mission will be 30 working days from the date of contract
signature within the period from January 15, 2024, to May 15, 2024, according to the
schedule.
VIII. Submission Modalities
Interested candidates are invited to submit their applications, including:
1. A detailed CV with references to experience in mapping.
2. A cover letter.
3. Three professional references.
4. A methodological proposal.
5. A detailed timeline.
6. A detailed financial proposal.

IX. Confidentiality

for study-related purposes. The Regional Consultant must sign a confidentiality agreement
before the start of the mission.
