Purpose of consultancy
To contribute to the organization and delivery of the WHO Public Health Laboratories Knowledge sharing webinar series.

Background  
WHO has established the WHO Health Emergencies (WHE) programme to help countries, and to coordinate international action, to prevent, prepare for, detect, rapidly respond to, and recover from outbreaks and emergencies. One of the pillars of this new programme is to support countries to enhance their all-hazards preparedness and to assess and strengthen their IHR core capacities, including the laboratory capacity. Safe, reliable, and timely laboratory testing is an essential component of disease alert and response systems.  
 
As part of the WHO response against COVID-19 (laboratory pillar), the WHO Public Health Laboratory (PHL) Strengthening Unit with the support of the WHO Regional Offices launched in May 2020 a knowledge-sharing platform for public health laboratories. This platform was developed after identifying the need to intensify networking and training amidst limited capacity for in-country and in-person events and workshops. Over 40 webinar sessions have been held, with over 50,000 cumulated participants from over 200 countries or territories. The consultant will contribute to the organization and delivery of webinar sessions as part of the PHL knowledge-sharing platform and produce associated reports and summaries.

Deliverables
Output 1: Contribute to the organization and delivery of up to 12 sessions of the WHO Public Health Laboratories Knowledge sharing webinar series through 2024.
Deliverable 1.1. Online information sharing and training sessions for public health lab professionals delivered through the WHO Public Health Laboratories Knowledge sharing platform.
Activity 1.1.1: Contribute to the planning and coordination of online information sharing and training sessions for public health lab professionals. (3.5 days per webinar session).
Activity 1.1.2: Produce session highlights (1-pager summaries for each webinar session) (1 day per webinar session).
Activity 1.1.3: Evaluate and record information and statistics related to the webinar events in relevant databases. (0.5 day per webinar session).
Qualifications, experience, skills and languages
Educational Qualifications:
Essential:

Advanced degree in public health, medical, pharmaceutical or life sciences, social sciences, or any related field.
Desirable:

A degree in laboratory sciences.
Experience
Essential:

At least 3-5 years of relevant experience in public health and/or laboratory capacity-building projects.
Experience in low and/or middle-income countries (as per World Bank classification).  
Desirable:

Experience in participation in and/or facilitation of knowledge networks/communities of practice.
Experience in design and development of adult learning activities within an organizational environment.
Experience in participation in science communication projects.
Relevant work experience with WHO and/or other UN agencies.
Experience in managing partnerships with various stakeholders.
Skills:
Proven capacity in networking sensitively, cooperatively, and productively with multiple stakeholders.
Ability to plan, organize, coordinate, and implement activities based on the inputs from several sources.
Strong analytical and writing abilities.
Capacity to adapt to changes.  
Languages required:
Essential:  

Expert knowledge of English.

Desirable:

Working knowledge of another UN language.

Location
Off site: Home-based.

Travel
The consultant is not expected to travel.

Remuneration and budget (travel costs are excluded):
Remuneration:
Band level B - USD 350 - 499 per day.

Living expenses (A living expense is payable to on-site consultants who are internationally recruited):
N/A

Expected duration of contract:
60 days during 11 months’ period.
