Title: One (01) Regional Consultant to collect and analyse data on the malaria
input supply chain in Cameroon
(Far North, East and West)

I. Context
Impact Santé Afrique (ISA), a non-governmental organisation based in Cameroon, is actively
committed to improving people's health through innovative and sustainable programmes.

ISA is implementing the "Equité Accès Palu" project, a civil society initiative supported by
Expertise and financed by the Initiative over a 3-year period. This initiative aims to
increase the involvement of civil society and communities in the implementation of the
National Strategic Plan to Fight Malaria (PSNLP) in Cameroon, at all levels. The aim is to
demonstrate the tangible benefits that civil society involvement can bring to this crucial
fight.
One of the specific objectives of this project is to improve access to inputs for Community
Health Workers (CHWs), with a particular focus on the most vulnerable populations. In line
with this objective, ISA is launching the recruitment process for an experienced consultant.
The consultant will be specifically tasked with conducting an in-depth analysis of the
malaria input supply chain from the regional level to Community Health Workers, with a
focus on the health districts of Mifi, Maroua 3, Doumé, and Mokolo. By initiating this
recruitment process, ISA seeks to strengthen its efforts towards a more effective and
targeted approach in the fight against malaria, by ensuring improved access to inputs in
these specific health districts.
II. General objective
To conduct an in-depth analysis of the malaria input supply chain in Cameroon from the
regional level down to the CHWs, focusing on the health districts of Mokolo, Maroua 3,
Doumé, and Mifi in the three project implementation regions, Far North, East and West
respectively. The aim is to document and clarify the various processes, roles and
responsibilities of the key players, from the regional level down to the Community Health

III. Specific objectives
• Drawing up the study protocol with the methodology, tools, key players, roles
and responsibilities in the supply chain at regional level.
• Collect data on the malaria supply chain in the regions to CHWs in the health
districts of Mifi, Maroua 3, Doumé and Mokolo.
• Analyse data to identify bottlenecks at regional level.
• Document and clarify the various processes involved in the supply chain at
regional level
• Document information on collection, storage and distribution, as well as the
specific responsibilities of regional stakeholders in the supply process.
• Draw up a final report and have the results validated by ISA.
IV. Responsibilities of National Consultants
• Develop a study protocol for regional data collection.
• Present the study protocol to the PNLP-CS4ME Taskforce for validation.
• Collect data from the regional level to the districts (Mifi, Maroua 3, Doumé, and
Mokolo).
• Organise a workshop with the Taskforce to analyse the data collected.
• Drawing up the final report on the study.
V. Qualifications of National Consultants
 At least 3 years' experience in public health research and/or logistics
management of medical inputs or a related field;
 At least 3 years' experience in collecting and analysing qualitative and
quantitative data;
 Proven experience with Cameroon Supply Chain Management;
 Skills in developing data collection methodologies and tools;
Assets :
• Good knowledge of the regional malaria input supply system in Cameroon;
• Excellent written and verbal communication skills.
VI. Deliverables
• Study protocol for regional data collection.
• Research report on the malaria input supply chain in the districts of Mifi, Maroua
3, Doumé, and Mokolo.
• Database collected.

VII. Length of assignment
The duration of the Consultants' assignment will be 30 working days from the date of
signature of the contract, over the period from 12/02/2024 to 12/05/2024, according to
the timetable.
VIII. Terms of submission
Interested candidates are invited to submit an application including:
1. A Cover letter ;
2. A detailed CV with at least three professional references;
3. Proof of previous experience (certificates, attestations, etc.);
4. A methodological proposal including a detailed timetable (Technical proposal) ;
5. A detailed financial proposal
N.B.: Applications will be assessed on the basis of their relevance to the required
qualifications and the quality of the technical and financial proposals. Applications from

IX. Confidentiality
All information and data collected as part of this study must be treated confidentially and
used only for purposes related to the study. The Regional Consultant will be required to
sign a confidentiality agreement prior to commencement of the assignment.
