The World Wide Fund for Nature (WWF) Cameroon is recruiting a Consultant for a
Comprehensive Assessment of seven (07) Cooperatives and Living Income
Baseline Study of Cocoa/NFTP Supported Cooperatives’ members of Mintom and
Djoum in Tridom-Cameroon Landscape

We are recruiting a Consultant for a Comprehensive Assessment of seven (07) Cooperatives
and Living Income Baseline Study of Cocoa/NFTP Supported Cooperatives’ members of
Mintom and Djoum in Tridom-Cameroon Landscape.
I. Context and justification
In the TRIDOM Cameroon landscape, since 2019, WWF is implementing the Green
Commodity Landscape Programme (GCLP), developed through a phased approach and
referenced as the programme where new policies and innovative solutions from the Joint
Framework for Action to address cocoa-related deforestation are to be piloted. WWF
Cameroon is a signatory of the Joint Framework for Action to Deforestation-free Cocoa
developed by IDH. Within this Framework, the signatories commit to working together both
technically and financially and to implement programs and their budgets towards the
sustainable production and marketing of cocoa, the preservation and rehabilitation of forests
in Cameroon and the inclusion of communities. In this line, the GCLP aims to promote
sustainable development of the Cameroonian cocoa sector, contribute to forest protection and
create sustainable livelihoods for IP and LC communities in Djoum and Mintom councils.
WWF NL has expressed its strong desire to finance the program in its phase 5 for the next
three years.
The program aims to engage with seven (07) cocoa and NTFPs cooperatives in Djoum and
Mintom towards sustainability and focuses on the commitment of supporting at least 75% of

.the members of the GCLP-supported cooperatives to reach a living income by FY27, as per
the definition of the Living Income Community of Practice. WWF plans to fund the
professionalisation of GCLP-supported cooperatives, including the development of
economically viable business cases for each cooperative, which will require detailed
information on the legal status, membership, governance systems, management capacity,
transparency and inclusivity of each cooperative, as a basis for delivering targeted further
capacity building and ongoing technical backstopping.
In order to better target this support, WWF Cameroon is looking for a Consultant to carry
out this assignment which includes a complete assessment (technical, institutional,
organizational) of each targeted cooperative and carry out a Baseline study of cocoa and NTFP
producing households of targeted cooperatives members in the DJOUM and MINTOM
landscapes.
II. Details of the assignment
The consultant will be particularly interested, but without limitation, in the following aspects.
A. Cooperatives assessment
On the technical side:
i. The goal of the Cooperative,
ii. Its objectives and responsibilities towards its members
iii. Capacity building strategy for members
iv. Technical support regarding maintenance and protection of farms
v. Mechanisms strategy for the circulation of information, from producers to the
Cooperative and vice versa (sharing of information on price variations by ONCC
and/or CICC)
vi. Monitoring the quality and organization of cocoa marketing (monitoring and control
of harvesting and drying techniques, fermentation, packaging and storage of cocoa)
On the organizational side (Administrative and financial)
i. Complete disaggregated list of members, frequency of admission and resignation,
ii. Compliance with the rules for setting up Cooperatives according to the Law (Basic
Texts and Constituent General Assemblies);
iii. Bodies set up and their functionality, terms of appointment,
iv. Respect for the holding of General Assemblies (GA) and other statutory meetings
v. Establishment of the Management Department and the services provided for by
law,
vi. Supervisory Committee and the ancillary and/specialized bodies
vii. Monitoring of members' agricultural production and mechanisms for protecting or
losing the harvest before group sales.viii. The main sources of income of the cooperatives (producer levies during sales,
admission fees or direct payment, donations, other financing sources, etc.),
ix. Rules of Transparency, control and data backup tools (registers and manifolds,
existence of financial services and mechanisms for entry and exit of funds,
x. Existence of bank accounts and mechanisms for carrying out movements in the
account
xi. Periodic reports, balance sheets and their use.
On institutional side
i. Existence of member support structures (Cooperative headquarters building,
meeting room, scales, etc.),
ii. Materials and equipment at the use of members “agricultural equipment and
transport of production from farmer to the Cooperative”,
iii. Beans collect strategy: transport and delivery equipment to sales centers.
iv. Organization of marketing process (identification and monitoring of members'
individual production and its security),
v. Contact strategy with local/central administrations, and existence of technical and
commercial partners,
vi. Mechanisms for compliance with the Law, particularly on child labor and infiltration
of person’s subject to the Law,
B. Baseline Study On Living Income
Sociological characterization of the environment
a. Delimitation of sociological space,
b. Communities ‘structuring,
c. Disaggregation of the target population (men, women, young people)
d. Clarification of the understanding of household in the environment and its structuring,
e. Role of individuals and labor distribution between individuals within households and
constitution of income contribution
Income Collect of information
a. Harmonize Common understanding of income
b. Sources of income identification:
i.Agricultural production,
ii.Pastoral production,
iii.Picking,
iv.Various sales,
v.Donations from family members, donations from third parties
vi.Trafficking and other illegal income streams (illegal logging, poaching and sale of
meat, narcotics)c. Classification of income sources by actors in the household (head of household,
spouses, children, other members of the household),
d. Analysis of non-monetary contributions
i.Traditional medicine,
ii.Barter and other “commodity” exchanges
iii.Non-monetary reserve: herd, small livestock, etc.
e. Suggestions on the average income level compared to known standards but adapted
to the context.
1. OBJECTIVES AND DELIVERABLES
a) General Objective of the mission
Get reference data and coherent information on the target cocoa Cooperatives producers,
partners of WWF and reference date on income level of the inhabitants, members of the target
Cooperatives of cocoa producers/NTFPs in the Djoum and Mintom area.
b) Specific objectives :
i.Obtain comprehensive data on target cocoa cooperatives supported by WWF in the
DJOUM and MINTOM area
ii.Elaborate guidelines for the technical, organizational and institutional strengthening
of these cooperatives.
iii.Obtain reference data on the average living income, members of the project's target
organizations in the DJOUM and MINTOM area
iv.Formulate relevant orientations and proposals to reinforce support of targeted
organizations and members to better meet the needs and reduce the gap.
c) Deliverables
i.Deliverable 1 linked to SO1: Comprehensive data on the establishment,
structuring and functionality of each cocoa producer cooperative,
ii.Deliverable 2 linked to SO2: Proposal for strengthening the technical,
organizational and institutional capacities of each cooperative evaluated,
iii.Deliverable 3 linked to SO3: Living income baseline data for the households
of targeted cooperatives members,
iv.Deliverable 4 linked to SO4: Proposal for adjustment or improvement that can
be done for the beneficiaries.
2. METHODOLOGY
a. Methodology for specific activities
Assessment of the Cooperatives: The Consultant will describe the methodology that will be
used, indicating the essential tools (questionnaire, interview guide, information collectionchecklist etc.)
Baseline study: The Consultant will be expected to clearly indicate how it will proceed in the
field. Depending on the size of the communities, the Consultant will be able to define a
sufficiently representative and disaggregated sample. It will describe the organization of
meetings with households, possible use of relay people, interpreters, etc. it will indicate the
essential tools that will be used (questionnaire, interview guide) for data collection and the tools
for compilation, analysis and production of expected results.
Each deliverable will be subject to specific validation by the team in charge of monitoring and
shared with the Consultant.
3. PERIOD AND DURATION OF THE MISSION
The evaluation of the cooperatives mentioned above and the reference study on living income
will be carried out over a period of maximum 60 days from the date of signing the contract.
However, a timetable will be developed and validated by the team in charge of the study before
any work begins.
The duration billed for this work will be 60 days. This duration will be clearly mentioned in the
contract drawn up for this purpose
4. QUALITY CRITERIA FOR VALIDATION OF DELIVERABLES
1. In relation to the approach
 Meeting with all stakeholders on the ground (target populations, cooperative
managers, local NGOs, local authorities, managers of decentralized state services)
 Visit of the installations and certain activities of the actors
2. In relation with the presentation of deliverables
 The deliverables will be presented in a clear and illustrated manner, the text may be
accompanied by tables and diagrams if possible
 The evaluation of cooperatives will be done cooperative by cooperative with a general
summary at the end.
3. In relation with the content
 The deliverables will present the main information indicated in the TOR to which the
Consultant can add any relevant information or data collected in the field.
5. HUMAN RESOURCE NEEDS
Not restricted but strongly recommended, the firm or structure bidding within the framework of
this call will be called “Consultant” and the persons to be proposed by each bidding structure
will be called “Expert”.
The experts presented by the consultant will be subject to approval by the Program before thestart of the mission. These terms of reference include the profiles of the experts. Bidders must
provide CVs demonstrating that their experts correspond to the expected profiles.
The bidder must mobilize and coordinate key experts selected to carry out the mission in order
to cover the geographical space and the targets of the evaluation and baseline study within
the allotted time frame.
The Consultant will be responsible for the methodology and implementation of all activities
related to its mission.
Main Experts
All experts called upon to exercise an important function in the execution of the contract is
designated by the terms “Main experts”. The main experts will be involved in carrying out the
mission, in particular the planning and conduct of validation meetings, analysis and the
effective consideration of the improvements formulated, as well as the development and
presentation of reports. For the purposes of this mission, we recommend a team of Three (3)
Main Experts.
Main Expert 1: Team Leader
Qualifications and skills
 Hold a university degree in socio-economics, social, legal, administrative sciences (Bac
+4 minimum), or equivalent and additional training in organizational analysis and
surveys.
General professional background
 At least 10 years of professional experience in the field of conducting studies,
evaluations, organizational analysis and social surveys.
Related professional background
 Have at least 5 years of specific experience in the following areas: conduct of studies,
evaluation and organizational and institutional analysis;
 Having work with cooperatives and/or producer organizations,
 Be able to work in French and English;
Main Expert 2: Rural or farmers ‘organizations specialist
Qualifications and skills
 Hold a university degree in socio-economics, social, legal, administrative sciences or
equivalent.
General professional background
 At least 5 years of professional experience in the field of conducting studies and
organizational analysis with cooperatives and producer organizations;Related professional background
 Have at least 3 years of specific experience in carrying out organizational reference
studies and analysis;
 Having work with cocoa producers;
 Have a good command of written and spoken French and an average knowledge of
English;
Main Expert 3 : Specialist in sociology and economics analysis
Qualifications and skills
 Hold a university degree in socio-economics, social, legal, administrative sciences (Bac
+4 minimum), or equivalent.
General professional background
 Have at least 5 years of professional experience in the field of conducting studies and
economics analysis;
Related professional background
 Have at least 3 years of specific experience in carrying out baseline studies and living
income analysis.
 Having work with producers and rural communities;
 Have a good command of written and spoken French and an average knowledge of
English;
Other experts, support staff and technical support
Curriculum vitae of experts other than those of main experts should not be included in bids.
The Consultant chooses and hires other experts according to its needs.
The cost of technical support from other experts and support staff, which is at the sole
discretion of the Consultant, is not invoiced and is covered in the fees and other costs of the
Main Experts.
Office and other working material
An office will not be allocated to the Consultant, however, the Consultant may use, if necessary
and if available, the facilities of the project unit based in the study area.
No working material will be provided, during this mission, to the Consultant.
6. REPORTS
Mandatory reporting
Consultant will submit in French: 1st provisional Report: On the evaluation of Cooperatives in which the evaluation of
each Cooperative will be the subject of a chapter, then a summary of the entire
evaluation.
 1st Provisional Report: On the baseline study on living income. This report will contain
a chapter for each community with disaggregated data, then a summary for the entire
project intervention area.
 2nd Provisional report for each of the above component: This report will be
submitted no later than two weeks after receipt of the team's observations and
comments on the two (2) provisional reports. This Final Report will give rise to a
restitution session in the presence of the actors concerned by the mission. If certain
observations require a further visit to the field, additional time, without financial impact,
could be granted to the Consultant. This report will be submitted in hard and soft
versions
 One Final report for Cooperative assessment and one final report on baseline
study: This last report will be produced after validation of the 2nd provisional report. The
final report will be provided no later than 7 days after receiving comments on the 2nd
provisional report.
Composition of the application files
Bidders' files will include:
 A complete file highlighting the legal existence of the Consultant
 A complete Technical offer;
 A detailed financial offer;
 The detailed CV of the Team Leader and those of experts 1&2
 Certificates of exclusivity and availability for Experts.
