Job Description
The Position:

Under the overall supervision of the UNFPA representative and direct supervision of the GBV Coordinator, the Information Management Analyst (IMA) will be based in Yaoundé and will be responsible for supporting the data, information management, and analysis under the GBV Area of Responsibility (AoR), and when needed, other humanitarian programs.

Cameroon is facing three humanitarian crises; namely in the Far North as a result of extremist insurgency on the borders with Nigeria, and in the East Regions as a result of political and social unrest in the Central Africa Republic and finally in the English speaking regions of the North West and South West due to a secessionist movement.  All three crises have a strong GBV dimension within the context of protection and access to reproductive health services and the vulnerability of women and especially young girls in volatile settings. In response to the humanitarian situation, UNFPA is working with government authorities, UN sister agencies and non-governmental organizations on the prevention and response to GBV as well as delivery of a comprehensive sexual and reproductive health (SRH) services to the affected population. UNFPA is delivering a response package that includes assisted delivery, obstetric care, family planning, GBV coordination, clinical management of rape, psychosocial support (PSS), case management, establishment of safe spaces for women and girls, and GBV prevention.

Job Purpose:

Working within the Country Office (CO) environment, the Information Management Analyst (IMA) will support the effective management of GBV information systems and data analysis in Cameroon. The Information Management Analyst will maintain collaborative relationships with the government line ministries and departments, civil society constituents, the United Nations funds, programs and specialized agencies and other development organizations. The IMA will actively participate in inter-cluster meetings and when necessary, in other specific cluster meetings relevant to the GBV AoR, including but not restricted to the Protection Cluster, the Food Security Cluster, the CP AoR.

You would be responsible for:

Data Collection and Management

In line with WHO’s Ethical and Safety Recommendations for Researching, Documenting and Monitoring Sexual Violence in Emergencies:

Engage in robust analyses of secondary data to ensure readily available information on known trends and patterns on GBV for inclusion at relevant points along the Humanitarian Programme Cycle, including the MIRA/MSNA.
Consolidate existing assessments on the GBV situation and/or work with relevant Governmental authorities, international and national organizations, UN agencies, to conduct relevant participatory analyses of GBV.
Carry out the required analysis and calculations to produce the GBV AoR (Area of responsibility) key humanitarian figures for the Humanitarian Needs Overview (HNO) and the subsequent Humanitarian Response Plan (HRP), including needs severity analysis, GBV People in Need (PiN), response targets and the financial requirements.
Contribute to developing the response monitoring framework for the GBV AoR and develop information management tools to collect relevant response data from GBV actors (e.g., service mapping and developing and 3/4/5Ws matrix); Coordinate information management with other Protection and OCHA Information Management Officers (IMO) in the development and implementation of Sub-cluster information management systems and tools.
Conduct regular analysis on GBV response progress and gaps and formulate priorities based on analysis findings (such as geographic targeting and types of services required) to inform resource mobilization, funding appeals and/or advocacy.
Develop regular information management products to visualize and report analysis findings on GBV needs and response (e.g., dashboards & service mappings etc.)
Ensure the quality and standard of data and information submitted by GBV actors meets effective analysis requirements, and provide regular capacity building support for GBV actors on IM and reporting tools (training, one-to-one support, learning sessions during GBV sub-cluster meetings, refresher sessions, etc.)
Represent the GBV AoR and ensure inclusion of GBV inputs into inter-sectoral information management activities. Work with the GBV working group to adopt a standardized GBV incident report/intake form and other relevant forms as necessary. Train partner organizations and other sectors in the use of this form with particular emphasis to the Guiding Principles for Working with GBV Survivors and in line with the GBV Information Management System (GBVIMS).              
Support in the implementation of assessments planned by the GBV AoR to assess services functionality and quality. Lead together with UNFPA and GBV AoR partners the implementation and analysis of risk audit, GBV risk perception and services quality assessments (i.e. Voices of Cameroon or similar).
Support the GBV AoR coordinator and UNFPA Representative in advocacy with donors and mobilize resources for inter-agency GBV prevention and response in line with the GBV Cluster work plan. As required, leverage resources within UNFPA to support inter-agency GBV activities under the GBV Cluster.
 

Programme Support

Provide accurate, complete and up-to-date information for effective budget preparation, programme and project design, implementation, management and evaluation purposes.
Ensure project efficiency and effectiveness is enhanced through effective implementation follow-up, with implementing partners.
Ensure that progress reports and project work plans are prepared in a timely manner, and that effective technical assistance is provided, particularly when sharing the relevant information with concerned partners.
Support SRH team to start up data collection in humanitarian action and help in raising funding to expand humanitarian data collection
 

Knowledge Sharing and Communications

Ensure appropriate knowledge sharing with donors, media and with all strategic partners is effectively promoted.
Ensure gender, sex and disabilities aggregated data and inputs relevant to the GBV Working group are provided.
Ensure effective communication and networking through partnership and collaboration; as well as help strengthen coordination amongst GBV partners and among the sectors.
Develop capacity building on information management to GBV AoR members, partner organizations, government institutions UNFPA and its partners working on the humanitarian response. Ensure the transfer of skills in using the relevant GBV information management tools.

 

Qualifications and Experience:


Education:  

Master’s degree in Information Management System, Public Health, Demography, Statistics, Sociology, Social Work or other social science is required.

 

Knowledge and Experience:

Three years of relevant experience in Gender Based Violence Information Management.
Professional experience in IM for the humanitarian sector, including secondary data reviews, 3/4/5W reporting, gap analysis, etc.
Experience working in IM for protection Clusters or GBV AoR is a valuable asset.
Experience with Gender Based Violence Information Management Systems (GBVIMS) is a valuable asset.
Demonstrated understanding of the survivor-centered approach to GBV programming, particularly in the context of information management.
Knowledge of the Knowledge of humanitarian architecture., Cluster Approach.
Ability to synthesize large amounts of information into concise, effective resources for decision-making and advocacy purposes.
Experience in information management, database development, usage and management.
Demonstrated capacity to analyze data/statistics for humanitarian operations.
Excellent Computer skills: MS Word, Excel, Power Point, Access, database and Power BI software/Data Studio, Adobe Illustrators/Adobe InDesign,  including in depth knowledge of pivot table/chart analysis.
Knowledge in GiS: QGIS/ArcGIS.
Solid overall computer literacy, including proficiency in various MS Office applications (Excel, Word, Excel, and monitoring tools, email/internet; fully conversant with information or database management;
 
Languages:

Fluency in French and English is required.
