·        INTRODUCTION

Founded in 1993, Médecins du Monde-Switzerland (MdM-CH) is a humanitarian non-governmental organization working in Switzerland and internationally to establish sustainable access to healthcare for excluded populations. MdM-CH has been present in Cameroon since 2013, and its main aim is to improve the living conditions of vulnerable populations. 

Within the context of the security crisis in the North-West Region, MdM Switzerland benefits from the experience gained from the implementation of 04 projects geared at promoting Sexual and Reproductive Health and Rights (SRHR) and strengthening the COVID-19 response between 2021 and 2023, as well as the good practices gained from 2 consecutive phases of a protection and education program implemented since 2018 of which the third phase is currently underway.

As part of the implementation of programs to reduce maternal, neonatal and infant mortality, MdM-CH's mission in Cameroon is looking for one (1) district supervisor to oversee project activities in two (2) health districts of Menchum Division (Benakuma and Wum) and one (01) health district of Momo Division (Njikwa).

 

·        JOB DESCRIPTION

GENERAL DESCRIPTION

Reporting to the Programs Coordinator and under the direct hierarchical supervision of the Project Manager, the employee will be responsible for carrying out project activities as part of the project titled "Strengthening access to maternal, neonatal and infant/child healthcare for the populations of three health districts in the North-West Region." The objective of this intervention is to guarantee access to quality maternal, neonatal and child health services for host communities and IDPs in 8 health areas of the Benakuma, Njikwa and Wum health districts. He/she will directly supervise project activities by engaging district stakeholders and will work closely with the project's administrative, financial and logistical staff.

Specifically, the main tasks of the Project Supervisor will be:

Objective 1: Planning and coordination of project activities

·       Participates in updating internal planning and activity monitoring tools under the supervision of the Project Manager

·       Follows up and implements the planned activities in accordance with updated timetables.

·       Together with the rest of the team and the stakeholders, ensures the implementation of activities while monitoring their quality.

·       Prepares and submits work plans and cash flow forecasts to the project manager on time.

·       Participates in and ensures the application of MdM Switzerland procedures during the implementation of activities (ToR, procurement process, supporting documents) in collaboration with the support team in Bamenda.

·       Ensures compliance with local legislation concerning the authorizations required to carry out activities.

·       Consolidates and ensures accurate/quality and timely production and presentation of activity reports.

 

Objective 2: Collaboration with partners and representing MdM-CH within the target health districts

 

·       Represents MdM-CH with project stakeholders.

·       Ensure cohesion between MdM Suisse's implementing partners and other projects developed by other actors in the intervention zones.

·       Participates in security monitoring and the compilation of information on the movements of internally displaced persons.

·       Support the North-West SRHR Project Manager in monitoring and ensuring compliance with the contractual commitments of hired experts/consultants.

Objective 3: Project monitoring and follow-up

·       Monitors the project by following the project's timetable, indicators and budget.

·       Participates in improving the quality of project activities.

·       Ensures efficient management of the funds allocated in accordance with MdM’s and donor procedures.

·       Seeks collective solutions when problems arise during project implementation.

·       Collects, analyses and monitors data/indicators (baseline and target) in close collaboration with the Monitoring, Evaluation, Accountability and Learning Manager.

 

·        REQUIRED SKILLS AND EXPERIENCE

1.      Education

-        Training in General Medicine or Nursing/Midwifery

-        Additional training in public health, sexual and reproductive health /or project management would be of added advantage.

2.      Professional experience

Ø  Required

-        At least 12 months of continuous experience in a similar position in an international organization.

-        At least 12 months' experience of implementing project activities in a similar context

Ø  Asset

-        Previous experience with Doctors of the World Switzerland and/or with an International NGO in the implementation of emergency projects will be of added value

-        Proven clinical experience

-        Experience in strengthening of health care systems during crisis  

-        Experience in communication for change.

3.      General and specific skills

-        Good knowledge of the structure and operation of Cameroon's healthcare system.

-        Good writing skills.

-        Project/program management based on the Results-Based Management (RBM) approach.

-        Ability to establish and foster respectful, collaborative working relationships within multidisciplinary project teams, the organization and with project stakeholders.

-        Good oral and written communication skills in English; French will be an asset.

-        Excellent negotiation skills in multicultural contexts

-        Fluency in the use of Office Pack tools (Word, Excel, Power point, Publisher).

-        Ability to express oneself in one of the local languages would be an asset.

-        Autonomy while respecting the procedures and rules of life and safety of the mission.

-        Adhere to MdM-CH’s values and respect the organization’s code of conduct, ethics and humanitarian principles.

·        An up-t-date Curriculum Vitae of not more than 3 pages.

·        A copy of relevant university diplomas

·        License from the Cameroon Medical Council/License from the nursing and/or midwifery association. 

·        Proof of previous professional experience (certificates of employment, employment contracts, end-of-contract certificates, etc.).

·        Three referees, including at least one from the last position held (Surname, Forenames, Position, E-mail address and working telephone number).

NB: Legalized copies of identification documents, diplomas and certificates, as well as a criminal record of not more than 3 months, will be requested from the successful candidate.
