JOB ANNOUNCEMENT
Shwari Health Cameroon is a locally registered organization with a vision to ensure the provision of quality, effective and innovative evidence-based solutions to address health systems challenges within the health sector in Cameroon and beyond with a special focus to children and adolescents. To achieve this, Shwari Health Cameroon uses proven community strategies to identify HIV infected children and adolescents, refer them to health facilities for initiation on treatment, support and accompany them through treatment to ensure they remain in care and achieve viral suppression. Our mission is to be one of the most sought-after implementations science associations in Cameroon that uses evidence-based strategies to effectively cover the ‘Know-Do’ gaps in the provision of health services. We aim to achieve this through the application of modern evidence generation and synthesis methods to understand operational contexts so as to devise strategies that could make the implementation efforts more effective and efficient. SHWARI Health Association, in partnership with Georgetown University's Center for Global Health Practice and Impact (CGHPI), the Government of the Republic of Cameroon's Regional Technical Groups (RTGs), will be implementing a project titled SAFECARE-Cameroon, which is a 5-year CDC/PEPFAR-Funded project. SAFECARE-Cameroon’s goal is to develop, implement, and sustain comprehensive facility and community-based HIV services for children, adolescents, and adults in Cameroon in PEPFAR supported regions of the country and support the country to fast track its progress to achieve HIV epidemic control. As a result, SHWARI Health Association Cameroon (SHAC) is recruiting for the following program implementation positions. All prospective candidates must be fluent in French and working knowledge of English. These positions will be based in Yaoundé or Bertoua.
SHAC Office Positions
Position: Technical Director, SAFECARE Project -Cameroon

Position Overview: The Technical Director will provide technical oversight for the SAFECARE Project and supervise the technical team. The position will also provide technical support for healthcare workers at the facility, district, and regional levels to improve quality of HIV care, treatment and related services across the care continuum. The position holder will manage a multi-disciplinary team of health care professionals/mentors to ensure a team-based and collaborative care approach in improving site capacity. Further, the Technical Director will be held accountable for meeting all program targets, ensuring collaboration and technical support for Ministry of Health regional health delegates and teams for effective oversight and ownership of all program activities, participating in Ministry of Health technical working groups, working with site and district teams to institutionalize use of program data and evidence to inform and improve service delivery and clinical decisions in real time, and leading development and implementation of site-specific remediation plans.
Essential Functions
• Develop capacity enhancement and development strategies to ensure local service delivery teams acquire the competences necessary for implementing and sustaining key programmatic interventions.
• Lead development and implementation of site-specific remediation and improvement plans.
• Lead development and implementation of integrated delivery solutions and models to enhance differentiated and patient-centered care delivery outcomes.
• Develop and institutionalize Continuous Quality Improvement ("CQI") initiatives in all supported facilities.
• Ensure there are functional CQI structures in all health facilities.
• Develop and institutionalize team-based and collaborative care in all facilities.
• Lead program and patient care delivery data review processes and provide technical leadership to ensure data is used to inform clinical and management decisions and improve patient and population health outcomes.
• Ensure that all services supporting HIV/AIDS care are integrated seamlessly.
• Develop patient retention strategies and ensure they are implemented in all facilities.
• Provide training to program staff and participate in national level training activities as an expert resource.
• Develop and enhance mentorship strategy with associated structure for collaborative service delivery among all health facilities and communities within the region.
• Develop practical tools to guide all mentorship activities.
• Develop in partnership with the performance measurement team - health analytics and measurement key indicators for measuring impact of mentorship and the program as whole.
• Develop and implement a strategy for performance benchmarking within the supported region following.
• Develop and lead implementation of technical strategies to ensure sustainable care continuity systems are institutionalized.
• Establish effective working partnership with regional health administrations and develop a joint mentorship and program quality oversight strategy and provide technical expertise for that strategy execution.
• Lead Performance Dashboard Review exercises within the region for all health facilities, regional health administration structures and lead the process of institutionalizing the practice for sustainability.
• Participate in national level Technical Working Groups and Committees as content expert.
• Promote adoption of best practices in HIV/AIDS and integrated services delivery at a regional level based on work done within the supported health facilities.
• Supervise the Regional Technical Team Leads.
• Address reports to the Principal Investigator and Chief of Party.
Qualifications and Experience
• MD or MBChB, preferably with additional specialist training
• At least 10 years of demonstrable experience in the field of HIV care and treatment
• Robust experience in management roles
• Exceptional communication skills, written and verbal
• Must be fluent in English, working knowledge of French preferable
• Ability to complete a high volume of tasks and projects with no guidance.
• Ability to anticipate needs and think critically.
• Ability to maintain a high level of professionalism, integrity, and discretion in working with diverse groups of people and handling confidential information.
• Computer literate with practical experience in Microsoft packages.
• Good interpersonal skills and ability to establish and maintain effective working relations in a multi-cultural environment with sensitivity and respect for diversity.
