JOB ANNOUNCEMENT : Risk and Compliance Specialist, SAFECARE Project - Shwari Health Cameroon
Shwari Health Cameroon is a locally registered organization with a vision to ensure the provision of quality, effective and innovative evidence-based solutions to address health systems challenges within the health sector in Cameroon and beyond with a special focus to children and adolescents. To achieve this, Shwari Health Cameroon uses proven community strategies to identify HIV infected children and adolescents, refer them to health facilities for initiation on treatment, support and accompany them through treatment to ensure they remain in care and achieve viral suppression. Our mission is to be one of the most sought-after implementations science associations in Cameroon that uses evidence-based strategies to effectively cover the ‘Know-Do’ gaps in the provision of health services. We aim to achieve this through the application of modern evidence generation and synthesis methods to understand operational contexts so as to devise strategies that could make the implementation efforts more effective and efficient. SHWARI Health Association, in partnership with Georgetown University's Center for Global Health Practice and Impact (CGHPI), the Government of the Republic of Cameroon's Regional Technical Groups (RTGs), will be implementing a project titled SAFECARE-Cameroon, which is a 5-year CDC/PEPFAR-Funded project. SAFECARE-Cameroon’s goal is to develop, implement, and sustain comprehensive facility and community-based HIV services for children, adolescents, and adults in Cameroon in PEPFAR supported regions of the country and support the country to fast track its progress to achieve HIV epidemic control. As a result, SHWARI Health Association Cameroon (SHAC) is recruiting for the following program implementation positions. All prospective candidates must be fluent in French and working knowledge of English. These positions will be based in Yaoundé or Bertoua.

Position Overview: The Risk/Compliance Specialist will conduct risk related activities for the country program (CP) including sub-recipient compliance adhering to Shwari Health Association policies, local laws, and donor regulations to help ensure effective delivery of high-quality programming to the poor and vulnerable.
The Risk/Compliance Specialist will conduct risk-related activities for the SAFECARE Project in Cameroon, ensuring sub-recipient compliance with Shwari Health Association policies, local laws, and donor regulations. This role is crucial in maintaining effective delivery of high-quality programming to vulnerable populations.
The Risk/Compliance Specialist is responsible for supporting Shwari Health Association Cameroon’s efforts to effectively manage risks; promoting a risk management culture within the Country Office (CO), for supporting the Country Director (CD) in ensuring the CO’s compliance within high-risk areas and with regulations not specific to a given function (i.e. Document Management, Legal implication, sanctions, data protection, etc.); and responding to any issues or questions that arise relating to the CO’s work on PSEA, legal and Code of Conduct.
Your knowledge and skills will help reduce risk to the organization, to staff, to the effectiveness of our programming and to the people we serve through the application of the principles of stewardship, integrity, transparency, and accountability.
Essential Functions
• Oversee all financial processes and procedures to ensure accuracy and compliance.
• Promote a risk management culture within the Country Office (CO)
• Support the Country Director in ensuring CO compliance in high-risk areas
• Manage compliance with regulations not specific to a given function (e.g., Document Management, Legal implications, sanctions, data protection)
• Collaborate with the country leadership team on strengthening internal control systems and processes.
• Help identify risk issues and challenges and propose solutions to address them.
• Review and advise the leadership team on finance and operational processes to ensure compliance at all levels
• Support the implementation of subaward for all subgrantees ensuring the strategies of sub awardees in grant management.
• Carry out periodic review of sub award performance against budget expenditure.
• Carry out review of financial transactions and operations before the approval of the CD and other leadership staff.
• Perform occasional audit of sub award accounts as applicable
• Support the planning and performance of internal audits, control reviews and compliance assessments, conduct audit activities as applicable. Help analyze results and provide recommendations.
• Perform audit tests and prepare working papers in accordance with professional internal audit standards and Shwari Health Association methodology
• Evaluate the adequacy of process, design, and the effectiveness of controls in meeting program and control objectives. Identify and document control and process weaknesses and provide evidential support for findings
• Propose practical and value – added recommendations to address control weaknesses and/or process inefficiencies
• Support all Sub-grantees in managing their sub-awards
• Conduct risk assessments and develop mitigation strategies
• Ensure adherence to CDC/PEPFAR funding requirements
• Monitor and report on compliance across all project activities
• Develop and implement risk management training programs
• Liaise with external auditors and regulatory bodies as needed
Qualifications and Experience
· Required Qualification:
• Master’s Degree in Accounting, Business Administration or another relevant field
• Certified Fraud Examination certification will be an added advantage
• Minimum of 5 years work experience, ideally with an international organization, with progressive responsibility in operations and/or programming.
• Knowledge of audit standards and compliance regulations and familiarity with international standards for internal control and risk and compliance management
• Experience with PEPFAR programs would be an added advantage

Preferred Qualifications:
· Required Languages – English. French will be an added advantage.
· Travel – Must be willing and able to travel up to 50%.
· Familiarity with accounting systems.
· Proficient in MS Office package (Excel, Word, PowerPoint, Visio) and information management systems.
