Job Title: CLINICAL AND QUALITY IMPROVEMENT ADVISOR
Project: HIV FREE PROJECT

FHI 360 is currently recruiting 3 Clinical and Quality Improvement Advisors for the HIVFree project.
CONTEXT
The HIV Free Project is a project funded by the President’s Emergency Plan for AIDS Relief
(PEPFAR) and the Centers for Disease Control (CDC), in Cameroon. Cameroon Baptist
Convention Health Board (CBCHB) is implementing the HIV-Free project in 3 regions of the
Republic of Cameroon: the West Region, the North West Region, and the South West Region.
FHI 360 will use its technical, strategic information, and capacity-building expertise to provide
tailored technical assistance (TA) to the Cameroon Baptist Convention Health Board
(CBCHB)-led project to meet the following four objectives:
• To ensure equitable epidemic control, and provide sustainable, quality, comprehensive,
and tailored services across the clinical cascade for all PLHIV and at-risk populations.
• Strengthen and provide support using QA and QI methodologies to optimize service
delivery, inventory management, and M&E to ensure continuity of evidence-based
client-centered care.
• Develop innovative, complementary, and sustainable health system strengthening
initiatives with MOH to align with international guidelines, and best practices to ensure
quality, well-documented services and systems at all levels.
• Leverage and adapt existing systems to respond to public health threats and priorities for
PLHIV.
JOB SUMMARY
The Clinical and Quality Improvement Advisor will serve as an HIV treatment and quality
improvement advisor, providing technical input grounded in strong clinical and scientific
knowledge and demonstrated public health understanding. S/he will provide technical
assistance, monitoring, and capacity building on the HIV Clinical cascade. S/he will be a major
technical contributor to the annual and quarterly work planning, participation in technical
thought leadership, communication and relationship management with key
partners/stakeholders, and facilitation of global knowledge sharing on key aspects of program
service delivery especially those related to clinical services across the HIV cascade.
The positions will be based in Bafoussam, Buea, and Bamenda and will report to the Project
Director.MAIN DUTIES AND RESPONSIBILITIES
Specifically, the Clinical and Quality Improvement Advisor will:
• Provide ongoing technical advice on developing and implementing HIV clinical
services across ages and populations.
• Develop and translate technical guidance, program and other data, and scientific
literature to ensure that programs have access to high-quality information on
relevant best practices in HIV programming.
• Develop technical guidance, manuscripts, and technical considerations to further the
available science supporting PEPFAR programs and ensure that programmers and
implementers have access to relevant best practices and performance data.
• Provide data-driven coaching and mentorship on the HIV cascade, infection prevention,
and control (IPC), biosafety, and biosecurity (BSS) to regional, district, and health
facility healthcare workers.
• Ensure collaboration and technical support to the Regional Delegation of Public Health
and RTG teams for effective co-creation of strategy, leadership, integration, and
ownership of all program activities.
• Lead the development and implementation of Continuous quality improvement (CQI)
projects, and site-specific remediation plans to improve programmatic performance.
• Adopt participatory approaches to review program data and identify emerging issues for
intervention, as well as determine priority sites for intensive technical support.
• Support the development of capacity optimization plan(s) and corrective action plans for
identified sites, covering clients' experience/performance; technical performance;
internal processes; and innovations, learning, and growth.
• Provide support to the overall leadership and management of project sites.
• Develop training material and co-facilitate, as required, at workshops/training,
contributing to the integration of CQI, Total Quality Leadership and Accountability
(TQLA), and IPC principles into training activities.
• Provide technical expertise in the development, design, and operationalization of TQLA
tools, such as target-setting tools, burndown charts, data visualization windows,
and powerpoint slides.
• Enhance regular situation room meetings (SRMs), provide targeted feedback, and offer
evidence-based technical assistance to assigned health facilities. Also, support
the continuation of constructive dialogues around granular level data in situation room
meetings
• Support the development of an internal system for measuring and reporting the effects
of TQLA interventions over time (i.e., effectiveness and efficiencies).
MINIMUM REQUIREMENTS
Applied Knowledge & Skills:
• Excellent oral and written communication skills.
• Strong influencing and negotiation skills.
• Strong consultative skills.
• Strong critical thinking and problem-solving skills to plan, organize, and manage
resources for the successful completion of projects.
• Ability to motivate, influence, and collaborate with others.
• Ability to build positive local working relationships with local communities,
government officials, and where appropriate, donor representatives.
Competencies:
• Ability to work independently and manage a high-volume workflow.
• Relevant computer software skills (including, at a minimum, the standardapplications in MS Office).
• Strong interpersonal, writing, and oral presentation skills in English/ French
Education:
• Medical degree (Medicine, Nursing, or relevant program)
• Training and/or experience in clinical epidemiology, clinical care, infectious
diseases preferred, or an equivalent combination of relevant education and/or
experience sufficient to successfully perform the key responsibilities of the job.
Experience:
• At least 7+ years of experience in designing, implementing, and managing HIV and
health-focused clinical services. Experience in Central Africa is highly desirable.
• Demonstrated knowledge of and experience with PEPFAR and clinical
programming.
• Familiarity with Cameroon’s institutional, policy, and programming context for
HIV clinical and community services.
• Demonstrated ability to work effectively with a range of stakeholders including
government representatives, local community organizations, donors, and other
stakeholders.
Typical Physical Demands:
Typical office environment. Ability to sit and stand for extended periods; ability to lift 5-50
lbs.
Technology to be Used:
Personal Computer, Microsoft Office (i.e. Word, Excel, PowerPoint, etc.), e-mail,
telephone, printer, calculator, copier, cell phones, PDAs, and other handheld devices.
Travel Requirements:
10%-25% in-country travel
